Introduction

Water infrastructure ages out of sight. The concrete of a water tower carbonates and spalls over the rebar, a tank's waterproofing loses its flexibility, a retention pond fills with sediment, an embankment is burrowed by animals, a sewer corrodes under hydrogen sulphide. Inspecting them is expensive and exposes people: aerial platforms, rope access, draining, entry into confined spaces. The drone does not remove these constraints; it reduces many of them, provided it is commissioned for the right mission with the right requirements.

This guide is written for the owner and operator of a structure in France. It tells you which mission suits which structure, what the drone can see and what it never will, how to prepare an internal tank inspection for what it is (confined-space work), how to write the specification and the expected defect rating, how to check the report and link it to the structure's own obligations (classified dams, asset management), and how to compare offers. It ends with templates: specifications, inspection preparation sheet, acceptance record, letter to the water tower's tenants.

The guide is up to date as of 23 October 2026. It relies on the French Labour Code and French health insurance recommendations for confined spaces (R447, R472, the INRS reference document for the CATEC scheme), on the Environment Code and the decree of 12 May 2015 for dams, on an official leaflet from the regional environment authority of Occitanie (DREAL), on drone regulations and on published studies whose DOIs are given. Standards cited are paid documents and are not reproduced. French terms are given in brackets where your French counterparts will use them.

What drones bring to water infrastructure, and what they do not

Four families of missions

  1. External visual inspection: the drone photographs façades, tank, dome, parapets, guardrails, crests and slopes at close range and high resolution. It often replaces the aerial platform or rope access for the survey phase.
  2. Internal inspection: a compact drone in a protective cage, with on-board lighting and no GPS, flies inside a tank, a walk-in sewer or a gallery. It films what a person would see, without anyone entering.
  3. Measurement: by photogrammetry, the drone produces a 3D model and an orthophoto used to measure siltation, usable capacity, crest settlement, or to compare two states over time. Under water, bathymetry is needed (green LiDAR or echo sounder).
  4. Thermography: the infrared camera shows surface signatures (moisture, seepage, a buried pipe leak) that direct further investigation.

These missions are documented. Loyer, Lepreux and Genain described in 2016 the inspection and diagnosis of water towers from drone images (La Houille Blanche, DOI 10.1051/lhb/2016015). Erena, Atenza, García-Galiano, Domínguez and Bernabé combined drone photogrammetry and bathymetric surveys on 21 reservoirs of the Segura basin in Spain and measured an average capacity loss of 0.33% per year due to sedimentation (Water, 2019, DOI 10.3390/w11030445).

Five questions before asking for a quote

  1. What decision do you want to take? (Plan a rehabilitation, prioritise assets, prepare a regulatory inspection, cost a dredging operation, respond to an incident.)
  2. Which structure and which part: exterior, interior, submerged part, surroundings?
  3. What state will the structure be in on the day: in service, drained, at low level, dry?
  4. Who is responsible for the structure and who grants access (utility, operator, owner, waterway manager)?
  5. Who will interpret the images: the drone provider alone, or an engineer or engineering firm who signs the assessment?

What a drone inspection is not

  • It is not a structural assessment. It locates and documents visible defects. Their severity, cause and remedy are decided on the basis of an assessment, with tests if needed.
  • It is not a regulatory obligation fulfilled. For a classified dam, the in-depth technical inspection, monitoring report and instrumentation report have their own requirements; the drone feeds them.
  • It is not a watertightness guarantee. Thermography directs; only contact investigation confirms a leak.
