Beach lifeguard drone: swimming safety, shark detection, price
A lifeguard posted on a watchtower covers the area right in front of them well, but much less well the far ends of the beach, rip currents forming further out, or a suspicious presence just below the surface. A surveillance drone, flown by rescue services or a coastal municipality, extends that field of view: it patrols above the water, spots a swimmer in distress or an active rip current, and, on some models, can carry a droppable life ring. Here is how drone-based beach surveillance is organised, what the regulations say, and what it costs.

What the drone adds to surveillance from the rescue post
From a watchtower, a lifeguard scans several hundred metres of beach with binoculars: they catch most incidents, but a discreet sign of distress far from shore, a rip current forming on an unusual stretch of coastline, or a suspicious shadow under the surface can slip past. The drone flies over the same area in a few minutes, at a height that gives a downward view impossible from the ground, and streams a live image to the rescue post.
The use case has grown particularly around shark detection near busy beaches, a topic documented by Australian scientific research. A study published by Butcher and co-authors in 2019 in the journal Wildlife Research assessed drones' ability to spot sharks near shore: the results show reliable detection under good turbidity and light conditions, with environmental factors (sea state, sun angle, water clarity) directly affecting the detection rate — findings since taken up by several coastal surveillance programmes.
How a surveillance patrol is organised
The patrol follows a repeating flight plan over the supervised swimming area, with regular passes throughout the day — typically every 20 to 30 minutes at peak times. The image, streamed live to the rescue post on a dedicated screen, lets the post chief redirect a swimming lifeguard to a precise spot without waiting for a call from bathers. Some models carry a droppable life ring or flotation device, useful for gaining precious minutes before a lifeguard reaches the person by swimming.
The pilot, specifically trained for this use, stays in constant contact with the rescue post: the drone is a decision-support tool, not a substitute for the lifeguard. On stretches with heavy swimming traffic, the mission can be paired with AI-assisted detection that automatically flags a motionless silhouette or unusual movement in the water, ahead of human verification.
Regulations for a surveillance flight over a swimming area
Repeated flights over a busy beach usually fall under the specific category — the European standard scenario STS-01, which replaced the former French national scenarios S1 to S3 on 1 January 2026 — because of how many people are present on the ground and in the water. A prior declaration to the DGAC is required, with ten working days' notice: planning a summer surveillance season must therefore anticipate this lead time well before the beach opens. The pilot also has to work around coastal airspace that can be restricted (proximity to an aerodrome, a sea-rescue helicopter corridor) and around wind conditions, common on the coast — a factor that limits drone use on some days more than the regulations themselves.

The price mostly depends on the length of the assignment (seasonal or one-off) and the equipment level (a plain camera or AI-assisted detection). Orders of magnitude observed in France in 2026:

Many coastal municipalities now train an existing council employee or lifeguard rather than outsource the service year-round, which lowers the recurring cost once the initial equipment investment is written off.
Frequently asked questions about drone beach surveillance
Does the drone replace lifeguards? No: it supports the rescue team on the ground, who remain solely responsible for deciding and intervening in the water.
Can it reliably detect a shark? Under good water clarity and light conditions, yes — reliability drops noticeably in rough seas or murky water, a limitation documented by the research.
Does this mission need a dedicated pilot? Yes: beyond the remote pilot licence, specific training in recognising distress situations at sea is recommended.
Can the drone fly in any weather? No: strong wind, very common on the coast, and rain limit its use on some days — ordinary human surveillance then remains the only option.
