Certified category for drones: what triggers the strictest regime in the regulation
Open, specific, certified: European drone regulation classifies every flight by its risk, never by its use. In France, the vast majority of professional services — photography, inspection, agriculture, aerial filming — are settled between the first two categories. The third, the certified category, remains so marginal that it appears in almost no quote. Yet it exists, and it is the strictest regime in the whole of civil aviation regulation: the one that brings an unmanned aircraft closest to an airliner in terms of requirements. Passenger transport, dangerous goods, overflight of crowds that no risk assessment can otherwise make safe — here is what tips an operation into this regime, what it actually requires, and where the line currently sits in France, between experimental medical corridors and an air taxi still at the test-flight stage.

What tips an operation into the certified category
Implementing regulation (EU) 2019/947 sets out, in Article 6, the criteria that take an operation out of the specific framework and into the strictest regime. Four situations, alternative and not cumulative, are each on their own sufficient: transporting people on board the unmanned aircraft; transporting dangerous goods likely, in the event of an accident, to expose third parties to a high risk; flying over assemblies of people when the risk cannot be brought down to an acceptable level by any of the mitigation measures available in the specific category; or, more broadly, the conclusion of the SORA risk assessment itself, when it establishes that no specific-category scenario is enough to make the mission safe.
That last clause is the widest one: it does not depend on a weight or altitude threshold fixed in advance, but on the concrete outcome of a case-by-case risk assessment. A three-kilogram drone can therefore stay in the specific category for its entire operational life, while a project that is markedly heavier or flies far more often over a dense area can, one day, cross the line — not because its nature changes, but because the accumulation of flights or the density of the population overflown tips the risk equation.
A regime aligned with manned aviation, not the A2 certificate
The certified category does not add one more formality to a drone operator's usual path: it changes the whole reference framework. Three elements are required at once, each distinct from what an operator meets in the open or specific category: type certification of the aircraft itself, issued under delegated regulation (EU) 2019/945, as for any manned aircraft; an operator certificate comparable, in principle, to the air operator certificate (AOC) an airline holds; and, where the aircraft requires it, a remote pilot licence issued under rules close to those for flight crew, well beyond the A1/A3 attestation or the A2 certificate that are enough elsewhere.
This three-part requirement is why the certified category is never the same thing as the LUC certificate. The LUC (see our dedicated guide) remains a specific-category tool: it lets an operator self-authorise its own operations without going back to the DGAC for every mission, but it rests on a SORA risk assessment carried out by the operator itself, for its own drone fleet. The certified category, by contrast, requires a certification authority to intervene on the aircraft and on the organisation operating it, much as bringing a commercial aircraft into service does.
Where the line currently sits in France
Two families of projects show concretely where that line runs, without necessarily crossing it. Medical drone corridors have been multiplying in France since 2024: a link between the hospitals of Maubeuge and Valenciennes, trials in the Ariège département between Saverdun, Saint-Girons and Pamiers, projects in Nancy, Le Quesnoy and Metz, to move blood samples, urine or cerebrospinal fluid faster than by road. Yet these flights stay in the specific category: a human biological sample does not meet the regulatory definition of high-risk dangerous goods, and the corridors are specifically chosen to avoid flying over densely populated areas — the authorisation rests on a SORA assessment or a predefined risk assessment (PDRA), not on type certification. A landmark study published in 2016 in the journal Transfusion by Amukele and a team from Johns Hopkins University had already shown that transport by small civilian drone degraded neither the cellular integrity nor the temperature of red blood cell units and plasma over a thirty-minute test flight (see the study on Google Scholar), a scientific basis that has fed a decade of hospital trials worldwide, including those under way in France.
Overflying assemblies of people follows a different logic: rather than a fixed threshold, recent risk methodologies draw on population-density data that varies over time and space to estimate the real risk of an urban operation — an approach detailed in a 2022 study by Oh, Yoon and Kim, which models the collision risk of an unmanned aircraft from the spatiotemporal dynamics of the population overflown in Seoul (see the study on Google Scholar). It is exactly this kind of calculation that, in a SORA case file, can conclude that no mitigation is enough and tip a project into the certified category. The air taxi tested in a crewed flight by Volocopter at the Saint-Cyr-l'École aerodrome near Paris in August 2024, with DGAC support and ahead of full EASA type certification, illustrates — even though it is a piloted aircraft rather than a drone in the strict sense — the scale of the certification effort awaiting the next generation of autonomous passenger-carrying aircraft.
What this means for a drone professional in France
For the vast majority of services offered in France — aerial photography and video, industrial inspection, thermal imaging, precision agriculture, surveying, site security — the certified category never comes into play: these missions are settled in the open or specific category, with a LUC certificate for operators running frequent operations. The certified category concerns, in practice, only those designing or operating an aircraft meant for passenger transport, high-frequency dangerous-goods logistics, or systematic overflight of very dense areas — an investment on the scale of the aerospace industry, measured in years and dedicated engineering and regulatory-affairs teams, on a completely different order of magnitude from obtaining a LUC.
