Electronic drone identification: French signalement and European Remote ID, how to make sense of it

"Does my drone need a beacon?", "is Remote ID the same thing as the FRA number?" — two questions that keep coming up among professional operators, and for good reason: France built its own drone identification system before Europe finished its own, and the two now coexist without overlapping. A professional who confuses them risks either under-equipping their aircraft or wrongly assuming a recent drone exempts them from any paperwork. Here is what each system actually broadcasts, who is really affected depending on the drone's weight and class, and how to get compliant without losing an entire afternoon reading official texts.

Two obligations stacked together, neither replacing the other

France imposed, by decree as early as 2018, an electronic signalling requirement for any drone over 800 g: the operator registers on AlphaTango, obtains an FRA number (the identifier that replaced the old ED number, valid for five years — see our AlphaTango registration guide), and programs that number into an onboard device that broadcasts a technical identifier during flight. At the time, this was a purely national answer to a traceability problem: linking an airborne drone to an identifiable person in charge.

The European Union then built its own system, Direct Remote Identification, tied not to weight but to the CE class marking defined by Delegated Regulation (EU) 2019/945: every C1, C2 or C3 class drone carries, from the factory, a module that broadcasts in real time a far richer data set than the French signalling. The two systems never merged into one another: a professional flying a class-C2 drone over 800 g must today satisfy both French electronic signalling and European Remote ID at once — most recent professional drones integrate both natively, but that is not automatic across the whole market.

What each system broadcasts, and to whom

French signalling stays discreet: it broadcasts a technical identifier that means nothing in plain sight to a bystander with a smartphone — only the authorities, by querying the AlphaTango operator register, can link that code to an FRA number and then to a person. European Remote ID works the opposite way, on a principle of direct transparency: it broadcasts in clear text, over Bluetooth or Wi-Fi, the operator registration number, the drone's unique serial number, its real-time position and altitude, its speed and its take-off point — anyone with a free app can pick up that feed within the signal's range, with no authority involved. A survey by Belwafi, Alkadi, Alameri, Al Hamadi and Shoufan published in 2022 in IEEE Access details this design choice: unlike classic tracking systems reserved for authorities, Remote ID explicitly aims to inform the overflown public too (see the study on Google Scholar).

That transparency has a downside: broadcasting in clear text the exact position of a professional operator — often standing right at the foot of the building being inspected, or the industrial site being documented for a client — potentially exposes sensitive information about the ongoing job. A study by Brighente, Conti and Sciancalepore, presented in 2022 at the ARES conference, proposes a differential-privacy method compatible with Remote ID's requirements: by blurring the broadcast position by several tens of kilometres, it preserves the operator's anonymity while keeping authorities' ability to detect a genuine intrusion into a protected area (see the study on Google Scholar). This work remains academic at this stage, but it flags a practical point: for a sensitive mission (industrial site, confidential works), the provider should warn the client that the flight's position is publicly visible for its whole duration.

Who is actually affected, by weight and class

The threshold for French electronic signalling is simple: 800 g, any drone above it must broadcast. European Remote ID follows a different logic, that of the classes defined by CE marking and detailed in our 2026 drone regulations guide: C0 drones (under 250 g) are exempt, on the reasoning that such a light aircraft poses negligible risk — see also our guide on under or over 250 g. Classes C1, C2 and C3, however, ship with a Remote ID module built in: a professional flying in A2 with a 2 kg C2 drone is therefore affected by both systems at once, as soon as the aircraft also exceeds the French signalling's 800 g threshold.

That leaves the frequent case of an older drone, bought before class marking became widespread: since CE marking became the de facto standard for any new sale from 1 January 2024, these older aircraft carry no class and therefore have no retroactive obligation to integrate a factory Remote ID module. They remain usable in the open category under degraded conditions (A1 below 250 g, A3 above), but the DGAC can require, for a specific-category flight under an STS-01 or STS-02 scenario, the addition of an external Remote ID module — a point worth checking before applying for an operational declaration with an aircraft that has a few years on it.

Getting compliant as a professional

For a professional operator, compliance comes down to four checks. One: an up-to-date AlphaTango registration and the FRA number legibly affixed to every aircraft over 250 g. Two: for any drone over 800 g, the electronic signalling device actually programmed with that number — a common oversight after a piece of equipment is swapped. Three: for a new purchase, checking the CE class marking and the native presence of a Remote ID module if the mission targets the specific category. Four: for an older, unclassed aircraft, planning ahead for an external Remote ID module if an STS scenario or a SORA authorisation is being considered.

These checks are not merely administrative: flying without proper signalling or remote identification carries the same penalties as the other aviation offences detailed in our drone penalties and inspections in France guide, and ground checks have markedly increased since 2024. On the client side of a service, the right question to ask before signing remains the same as for liability insurance or GDPR compliance: a provider who can cite their FRA number and their aircraft's class without hesitation is, most of the time, a provider who has the rest of their regulatory framework under control.
