Drone surveys for tiger mosquito breeding sites: method and pricing for local authorities

The tiger mosquito (Aedes albopictus) had colonised 83 of France's 96 mainland départements by 1 January 2026, according to Santé publique France, and the past year saw a record 809 locally acquired chikungunya cases. Facing this public-health pressure, the mayor — under a special policing power — must locate and have larval breeding sites treated across the municipality, while the regional health agency (ARS) intervenes in a targeted way around each suspected or confirmed case. A team walking the ground covers only a fraction of a municipality and misses the least visible water points: a blocked roof gutter, a stormwater drain, a builder's tarpaulin, a hard-to-reach corner of a cemetery. The tiger mosquito: a policing duty on the mayor's desk

The tiger mosquito's spread across mainland France has accelerated since it was first reported in 2004: 83 of 96 départements were colonised by 1 January 2026 according to Santé publique France, with Île-de-France now affected across all eight of its départements. The species carries dengue, chikungunya and Zika; 2025 saw a record 809 locally acquired chikungunya cases across mainland France — people infected on national territory without travel to an endemic zone — a sign that local transmission is now well established in parts of the country.

Two levels of action coexist, and should not be confused. Vector control led by the ARS, through the public mosquito-control operator (EID Méditerranée, EID Atlantique, or an approved provider depending on the region), targets exclusively the surroundings of a suspected or confirmed human case, to break the transmission chain: it is an emergency public-health intervention, triggered département by département. Comfort-level mosquito control, by contrast, falls to the mayor under general policing powers and the départemental health regulation: they must have larval breeding sites located and removed or treated on municipal public land — storm drains, ponds, cemeteries, green spaces — and can encourage residents to do the same on their own property. A precise map of standing-water points across the municipality is the shared prerequisite for both approaches.

What aerial imagery catches that a walking survey misses

A team of sworn agents surveying on foot can rarely cover more than a few hectares a day, and only sees what is visible from the street or accessible with a resident's consent: a blocked roof gutter, a sagging above-ground pool cover, a bucket forgotten behind a hedge, or a poorly sealed stormwater drain easily escape a ground-level check. A drone methodically flies an entire neighbourhood in one morning, with RGB or multispectral imagery — often below 5 cm/pixel resolution — precise enough to spot a few square centimetres of standing water in a gutter or a fold of tarpaulin.

The reliability of this approach for detecting breeding sites of vector mosquitoes is documented: a study by Carrasco-Escobar and co-authors, published in 2019 in PLOS Neglected Tropical Diseases and conducted in the Peruvian Amazon, shows that drone-based multispectral imagery can discriminate water bodies favourable to the malaria vector mosquito's breeding with an accuracy of 87 to 97% (see the study on Google Scholar). A second study, published in 2021 in Computers, Environment and Urban Systems by Bravo-Lima and co-authors, goes further by training a neural network to automatically flag, on drone-captured aerial images, at-risk objects and areas — tanks, accumulated debris, standing water — with a detection rate above 96%, speeding up the processing of large image volumes (see the study on Google Scholar). The deliverable for a municipality is not the treatment itself — removal or larvicide (Bti) treatment remains a ground-level intervention — but a georeferenced risk map that prioritises which points to visit first, handed to municipal staff or the approved mosquito-control operator.

Flying over a populated neighbourhood: the 2026 framework

Mapping larval breeding sites inherently means flying over gardens, yards and roofs in dense housing areas — exactly the use case French regulation controls most strictly. Since 1 January 2026, the national scenarios S1, S2 and S3 have been definitively withdrawn: France now applies exclusively the European EASA framework (open, specific, certified categories). Flying over public space in a built-up area remains off-limits to the open category, even for a 249 g aircraft; a declared professional operator can nonetheless fly under the specific category — the STS-01 standard scenario covers most cases — subject to prior notification to the prefecture and flight preparation on the Géoportail restricted-zone map. Flying over private property — a garden, a pool, a courtyard — does not in itself require each occupant's consent as long as the flight complies with the authorised framework, but image capture is separately governed by GDPR as soon as a garden, a facade or an identifiable number plate appears in the footage: the commissioning municipality must arrange for anonymisation (blurring) of the data before archiving or publishing the map, a point covered in our GDPR and professional drones guide. Informing residents of the neighbourhood being surveyed beforehand — a notice at the town hall, a post on the municipal website — remains good practice, even without a formal legal requirement outside the GDPR framework.

How a mission runs, and 2026 pricing

A mission is scoped around the area to cover: a targeted neighbourhood after a locally acquired case is reported (urgent, a matter of days), or an entire municipality as part of a seasonal prevention campaign, generally run between May and November, the period of enhanced tiger mosquito surveillance. The flight is best done in the morning, with raking light and light wind, to limit reflections that hide small water surfaces. The pilot delivers an orthophoto of the area and a georeferenced risk map listing detected standing-water points with their GPS coordinates, handed over within a few days to ground teams — municipal staff or an approved mosquito-control operator — for verification and targeted treatment.

Does the drone treat the breeding sites it detects? No: it produces a map that directs ground teams, who alone are authorised to intervene (removal, Bti treatment).
