Temporary grandstand and bleacher drone inspection: regulations and prices
A demountable grandstand or competition bleachers are assembled in a few days to carry, within a few hours, several thousand people standing, jumping and chanting in rhythm. The mandatory check by an approved inspection body remains the cornerstone of the structure's safety — but a drone pass, flown with no public present, adds an overview and a thermal scan of the connections that no ground inspection replicates as fast. Here is what a drone genuinely adds, the method, the flight's regulatory framework and the 2026 prices (excl. VAT).

Why temporary structures demand particular care
A demountable grandstand, a raised stage platform or competition bleachers are not simple logistics equipment : they are engineered structures, assembled in a few days by a technical crew, then loaded within hours by several thousand people standing, jumping and chanting in rhythm. French sporting history is a stark reminder of the stakes : on 5 May 1992, the collapse of a temporary stand at the Furiani stadium in Bastia killed around 18 people and injured more than 2,300 during a French Cup semi-final. The structure, erected to raise capacity from 750 to 10,000 seats, was already showing signs of instability before kick-off.
Since then, the regulatory framework has tightened considerably. The order of 25 July 2022 sets the safety rules and technical provisions applicable to temporary and demountable structures : design to standards NF EN 13200-6 (overall stability, authorised configurations) and NF P 90-500 (minimum operating loads for metal stands), with a mandatory check by an approved inspection body at every assembly, before any opening to the public. That check remains the cornerstone of the safety system — no drone service replaces it.
What a drone adds alongside the mandatory check
The approved inspection body's check remains mandatory and covers the calculations, the assembly and the structure's compliance with the design drawings. A drone is not meant to replace it, but it brings complementary information that is hard to capture from the ground : an orthogonal overview of the layout (alignment of bays, regularity of the spacing between support feet), a check of ground levelling under each load point — a differential settlement of just a few centimetres on soft or waterlogged ground can throw an entire bay out of alignment — and a thermal scan of the bolted connections at roof level or at the top of the structure, often unreachable without a cherry picker.
Drone thermal imaging applied to steel structures is an active area of research : a study by Mohsen Jafari and Sattar Dorafshan, published in 2025 in Innovative Infrastructure Solutions, trained automatic detection models on drone-captured images to spot missing or loosened bolts in steel connections, reaching 90 to 93% accuracy — an approach directly transferable to AI-assisted visual inspection of a grandstand structure (see the study on Google Scholar). Method: three flight windows around assembly
The mission is organised around three flight windows, all with no public present. Before assembly : a light topographic survey of the ground (visual bearing capacity, slopes, waterlogged areas) helps the installer position the base pads or adjustable jacks. During assembly, one or two intermediate control passes — comparable to standard drone construction monitoring — check progress and catch a defect before it gets covered by the next tier. Once the structure is finished, before the public arrives : a full photogrammetric survey (constant-height orbit, oblique passes on each face) produces a 3D model comparable to the engineering office's execution drawings, on the same principle as a standard photogrammetry mission, complemented by a thermal scan of the connection points.
A final pass, at teardown, documents the structure's condition before it is transported to another site — useful for rental companies that rotate the same stock of bleachers across several events a year, on the same logic as an annual multi-site drone contract.
Flight rules: never over the public
The single most important regulatory point comes down to one sentence : flying over assemblies of people is prohibited in France, whatever the flight sub-category. A grandstand inspection mission is therefore scheduled exclusively outside public opening hours — before assembly, during assembly, over the empty structure just before the gates open, or at teardown. On a stadium or an enclosed venue, the flight is usually flown in sub-category A3, clear of any uninvolved person, with the technical crew present on site also stepping back while the drone passes.
In built-up areas, the mission still requires a prior declaration to the préfecture (cerfa 15476*04, ten working days' notice since 1 January 2026) — a lead time to build into the event's preparation schedule rather than handle at the last minute. The pilot systematically coordinates with the event organiser, the structure's installer and, where relevant, the approved inspection body : the images and 3D model the drone produces can usefully add to the file submitted to that body, never replace it. On a sensitive site (a high-capacity venue, proximity to an aerodrome), checking restricted zones beforehand on the Géoportail drone map remains essential.
Price of a drone mission on a temporary grandstand in 2026
