Warehouse inventory by drone: method, indoor regulations, price

A logistics manager who needs to complete the annual inventory of a warehouse with tens of thousands of pallet locations without halting operations, a 3PL provider looking to make its cycle counts more reliable for clients, or an operations director losing forklift hours every week just to check references stored up high: in all three cases, the historic method — an operator with a scanner, hoisted platform by platform to the top of a ten-metre rack — remains reliable but slow, and ties up both a person and a piece of handling equipment. Inventory drones change the equation: flown autonomously down the aisles, they photograph and read every barcode or QR label without a single forklift ever leaving its order-picking run. Why stock inventory is being reinvented by drones

In a high-bay warehouse — eight, ten, sometimes more than twelve metres of racking — cycle or annual counts always run into the same obstacle: the highest locations cannot be read reliably by eye or with binoculars. The traditional method calls for a reach truck or an aerial platform, with a trained operator who goes up, reads, comes back down, moves a few metres and starts again — a slow operation that ties up both a person and a piece of handling equipment normally assigned to order picking. On a site with tens of thousands of locations, the annual inventory stretches over several days, sometimes run overnight or with the operation partly shut down to limit interference with day-to-day activity.

An autonomous drone, programmed to follow each aisle at a constant distance from the racking, inspects every level in seconds without a single piece of equipment leaving its task. It does not replace order picking or physical handling, but it shifts the counting workload: from a forklift tied up full-time to an automated flight that can run during quiet hours, overnight or at weekends.

How a drone counts stock without GPS

Inside a warehouse, a drone loses its usual reference point: the GPS signal, blocked by the roof and the steel structure, cannot maintain a stable position. Most commercial systems compensate with visual tracking: fiducial markers (patterns close to QR codes, such as the ArUco standard) placed on the racking or read directly from existing labels, combined with an inertial measurement unit and sometimes beacons mounted overhead. The flight follows a pre-programmed plan, aisle by aisle, and the onboard camera photographs each level at a constant distance and angle to guarantee a sharp read of barcodes, QR codes or RFID tags.

A study published in 2023 in the journal Drones by Ekici, Seçkin, Özek and Karpuz tested a warehouse drone guided by virtual fiducial markers across a set of 27 aligned racks, using a machine-learning regression model (AdaBoost) to predict the aircraft's position: the authors report a coefficient of determination close to 0.99 on the horizontal axes and 0.98 on the vertical axis (see the study on Google Scholar), a result showing that visual-marker navigation can rival classic satellite positioning for accuracy, without relying on GPS. In France, the logistics group GEODIS has industrialised this principle with French drone maker Delta Drone as part of a joint automated-counting solution, now deployed across several warehouses: the collected data is fed to the WMS (Warehouse Management System), which automatically reconciles the physical count against the expected stock and flags discrepancies.

Flying a drone inside a warehouse: what the regulations change (and don't)

Inside a closed, covered building — a warehouse, a logistics hall — the principle is the same as for a tunnel or an underground gallery: the decrees governing the use of airspace do not apply, since the aircraft is not operating within airspace in the regulatory sense (see our guide to tunnel and underground gallery drone inspection, which details the same exemption). No open-category or specific-category obligation applies to the flight itself, as long as it stays confined between the building's walls and roof: as soon as a loading dock or a dock door is left wide open during the mission, the drone becomes an aircraft operating in ordinary airspace once it passes through the opening.

That absence of aviation regulation does not, however, remove two separate obligations. The first: any unmanned aircraft weighing 800 g or more must be registered by its owner on AlphaTango, including a drone that only ever flies indoors — an obligation stemming from law no. 2016-1428 of 24 October 2016, independent of where the flight takes place. The second falls under ordinary law: authorisation from the site operator remains essential, as does respecting the image rights of any employees who might appear in the footage (see our guide to drone image rights and publication), along with informing employee representatives in advance of introducing a new activity-monitoring tool — a standard obligation under French labour law whenever a device is liable to collect data on employees.

Professional third-party liability insurance also remains essential: the absence of a specific aviation framework indoors does nothing to reduce the remote pilot's liability in the event of a collision with racking, a pallet or an employee. Many warehouses frame the flight with their own prevention plan, on the same principle required for work in an industrial confined space: an exclusion zone during the flight, a briefing for staff present, and an emergency stop procedure.

The price of a drone warehouse inventory mission in 2026

Pricing mainly depends on the number of locations to cover, the height of the racking, and the choice between a one-off service and a cycle-counting subscription. Orders of magnitude observed in France in 2026:

That price should be weighed against the cost of a manual inventory tying up several forklift operators and a platform for several days, at standard or night-shift rates — not counting the order-picking time lost by the requisitioned forklifts. On high-bay sites that have industrialised this approach, published figures report a counting throughput of up to 1,200 locations per day per drone, against roughly 800 for four manual operators working in parallel: a ratio that explains why drone inventory is spreading first through the largest warehouses, before eventually reaching mid-sized sites.

Frequently asked questions about drone warehouse inventory

Is DGAC authorisation needed to fly a drone inside a warehouse? Not for a strictly indoor flight: a closed warehouse counts as an enclosed, covered space, outside the scope of drone decrees. Registering the drone on AlphaTango remains compulsory from 800 g upward, though, even for exclusively indoor use.

Does the drone fully replace manual counting? Not entirely: it covers most locations up high and on standard racking, but a manual check remains useful for ground-level zones, bulk stock, or irregular setups that automated flight reads poorly.

How accurate is the barcode reading? It depends on lighting, the condition of the labels and the flying distance: published studies report successful decoding rates most often above 80%, with scores close to 100% under good conditions — a consistency check against the WMS helps target the rare locations that need a manual re-check.

Can the drone fly while the warehouse stays operational? Yes, and that is one of its main selling points: unlike a platform that blocks an aisle, a programmed drone can operate during quiet hours or off-peak shifts, without interrupting order picking.
