Advertising drones with banners in France: regulation and price

A logo hanging beneath a drone, visible across an entire stadium or a seafront: the idea appeals to marketing teams looking for a splash for a product launch, a trade show or a sporting event. But attaching a banner under an aircraft, unlike simply carrying a camera, changes the nature of the flight in the eyes of the regulation: it is no longer the standard configuration set out by the manufacturer, and the regime governing the site's most common services — photo, video, inspection — no longer applies as is. Why a banner falls outside the open category's standard configuration

Attaching an accessory not covered by that declaration — a banner, a rigid frame, a release mechanism — is not a neutral choice: the European Union Aviation Safety Agency (EASA) states that adding a payload is not treated as a modification as long as it meets the characteristics allowed by the manufacturer; otherwise, it invalidates the aircraft's class marking. No consumer manufacturer documents a bespoke advertising banner among its approved accessories.

In practice, a mission of this kind therefore falls outside the configuration that allows flying in the open category in the strict sense, and shifts to a flight prepared case by case, with a risk assessment specific to the modified aircraft — the very logic of the specific category. This is not an administrative footnote: it changes which drone can be used (often a higher-payload multirotor than the ones used for photography), which pilot is required, and how far ahead a mission has to be prepared — no longer decided the day before like a simple shoot.

The administrative process: declaration, operations manual and DGAC sign-off

To operate this type of flight in France, a provider must be declared as an operator of unmanned aircraft — the same AlphaTango declaration as in the open category, this time supplemented with an Operations Manual for Special Activities (Manuel d'Activités Particulières, or MAP). This document sets out the operating policy, the team's roles and responsibilities, the technical means used — drone model, the banner's attachment or release mechanism, safety devices — and the procedures planned for an incident: premature release, loss of control, a motor failure while under load. The MAP is submitted to the French civil aviation authority (DGAC), which acknowledges receipt after review; it is not filed mission by mission but kept up to date once and for all by the operator, who must then be able to produce it on site during a check.
