Buying drone services through public procurement: a practical guide for French authorities
Municipal orthophotos, bridge inspections, thermography of a school complex, monitoring of a public works site: French local authorities have become one of the biggest clients of professional drone operators. But between the officer discovering the subject and a poorly calibrated contract — vague deliverables, unsuitable criteria, unverified providers — many public purchases of drone services go less well than they should. The good news: most of these missions fit under the adapted-procedure thresholds, and a well-thought-out one-page specification is often enough. Here is how to frame the need in deliverables, what checks to require from every candidate, how to judge offers, and what to write about data ownership and protection.

Which procurement framework? Usually a light procedure
Almost all one-off drone missions — an inspection, an orthophoto, a thermography campaign — cost from a few hundred to a few thousand euros: well below the €40,000 excl. VAT threshold under which a French public buyer may order without prior advertising or competition, provided public money is used soundly and the same provider is not systematically retained. Recurring needs (works monitoring, annual campaigns, post-event standby) justify a framework agreement with purchase orders under the adapted procedure: the authority qualifies one or more holders once, then orders as needs arise. Research shows the main barrier to public purchasing of innovative solutions is not legal but editorial: a study by Elvira Uyarra and co-authors published in 2014 in Technovation, based on a large supplier survey, identifies specifications over-written in means rather than outcomes as the first obstacle (see the study on Google Scholar).
Write the need in deliverables, not equipment
The classic mistake is specifying the drone ("type X aircraft with sensor Y") instead of the outcome. The provider chooses their means; the authority defines: the subject (which structure, which perimeter, how often), the deliverables (GeoTIFF orthophoto and its resolution in cm/pixel, inspection report with ranked defects, graded video, 3D model and its format), the accuracy expected where it matters — justified, because demanding centimetre accuracy by reflex needlessly inflates costs, as our guide RTK/PPK: when to require centimetre accuracy explains —, delivery times and the GIS integration format.
Two clauses prevent disappointment: a sample deliverable required with the offer (a model report page, an orthophoto extract), and a prior site visit or exchange for complex missions. Realistic lead times by mission type are detailed in our image delivery times guide.
Non-negotiable checks on every candidate
Three documents are requested systematically, whatever the amount: the UAS operator number registered with the DGAC (the public register can be checked online), a valid aerial third-party liability insurance certificate — a company's general liability does not cover aerial activity, as our drone insurance guide explains —, and the ability to operate under the scenarios the mission requires: urban overflight, aerodrome proximity, night flight where relevant. A candidate unable to name the regulatory framework of the proposed mission is disqualifying; the right reflexes are those of our choosing your pilot guide.
For judging offers, weight technical value (methodology, samples, comparable references, handling of authorisations) at least as much as price: on these services, the quality gap between offers rarely shows in prices, almost always in deliverables.
Data: ownership, GDPR, reuse
The contract must state clearly that the deliverables and their source data belong to the authority, with assignment of the rights needed for their uses — publication, transmission to consultancies, GIS integration, communications. Otherwise some providers charge for reuse or keep the raw data. Also specify the retention period at the provider's and the delivery medium.
On data protection, a mapping or inspection mission inevitably captures incidental elements — vehicles, gardens, sometimes people. The contract usefully refers to GDPR obligations: minimisation, blurring before any publication, public information for campaigns in inhabited areas. Finally, if the mission produces reference geographic data (orthophoto, terrain model), have it delivered in the authority's open standards — often free to ask at contract stage, costly afterwards.
Budget orders of magnitude and pooling
To budget before consulting, some 2026 references (excl. VAT) drawn from our detailed guides: a municipal orthophoto typically runs €1,000 to €3,500 depending on area; a bridge inspection €800 to €2,500; a public building thermography €800 to €1,800; a road condition survey depends on length. An annual framework agreement covering several mission families generally lands 15–30% volume discounts.
The last lever: inter-municipal pooling. The dominant cost of a drone mission is mobilisation — travel, preparation, authorisations. Grouping several municipalities' needs into one week (orthophotos, structure inspections, building thermography) cuts unit prices by 20 to 40%.
