Municipal orthophoto by drone: uses, accuracy, price for a local authority
Every French municipality has free access to the national IGN aerial imagery — but at roughly 20 cm per pixel, updated every three to four years depending on the department. For processing a planning file, monitoring municipal works, managing a cemetery or documenting road conditions, that is often too coarse and too old. A drone-surveyed orthophoto goes down to 2–3 cm per pixel, on the exact date the municipality chooses, over the exact perimeter it cares about. Between the two, a hundred-fold difference in detail — and uses many small authorities are only starting to discover. Here is what a municipal drone orthophoto makes possible, the accuracy to expect, and what it costs in 2026.

What a 2 cm orthophoto changes for a municipality
An orthophoto is a geometrically corrected mosaic of aerial photos: every pixel has coordinates, so distances and areas can be measured as on a plan. At 2–3 cm resolution you can make out a manhole cover, a wide road crack, faded road markings, the condition of a municipal roof — details invisible on national imagery. Technical departments use it as an everyday base map: overlaying utility networks, preparing road maintenance contracts, managing green spaces, cemetery plans, consultation documents for a development project.
The other difference is freshness: the municipality picks the date. After a storm to record damage (see our guide on roof inspection after a storm), before/after a public works project, or every year at the same season to track how the town evolves. Combined with the digital surface model from the same flight, the orthophoto also measures building heights and volumes (the technical department's material stockpiles, for instance).
What accuracy to expect, and under what conditions
Resolution (pixel size) is not everything: positional accuracy depends on georeferencing. Without ground control points, a drone orthophoto "floats" by several tens of centimetres; with GNSS-measured targets or an RTK drone, it reaches a few centimetres of accuracy. A 2018 study published in Remote Sensing by Sanz-Ablanedo, Chandler, Rodríguez-Pérez and Ordóñez, based on a very large photogrammetric survey, quantified this dependency precisely: survey accuracy varies strongly with the number and distribution of ground control points (see the study on Google Scholar).
For base-map and communication uses, a few control points are enough. For metrological uses (as-built network records, topographic plans), the survey must be properly controlled — and if it needs regulatory value, that is licensed surveyor territory. Flying over your own municipality: the regulatory framework
The fact that the client is the town hall waives no aviation rule: a town is a populated area, which depending on the case requires a prior notification for populated areas or a specific-category scenario, compliance with restricted zones (many municipalities sit under an aerodrome CTR) and the ban on overflying gatherings. On the data side, a municipal orthophoto inevitably captures private gardens: the municipality, as data controller, must ensure the GDPR compliance of any publication (published resolution, blurring of sensitive areas where needed) — all the more if the orthophoto goes online on the town website or into an open intermunicipal GIS.
The price of a municipal drone orthophoto in 2026
The price mainly depends on the surface, the airspace context (populated area, CTR) and the level of geodetic control required. Orders of magnitude observed in France in 2026:

For many municipalities, the orthophoto pays for itself across several uses at once: technical department base map, exhibits for a planning application, consultation material, even communication images pulled from the same flight. Intermunicipal bodies increasingly pool these campaigns across neighbouring municipalities — the contractor's travel then amortises over the round.
Frequently asked questions about municipal orthophotos
How is this different from the free IGN aerial imagery? Resolution (2–3 cm versus about 20 cm), freshness (a chosen date versus a multi-year cycle) and an on-demand perimeter. IGN imagery remains perfect as a general backdrop; the drone takes over whenever detail or currency is needed.
Can the orthophoto serve as a topographic plan? It can be the basis for one, but a regulatory topographic plan requires a controlled survey and, depending on use, a licensed surveyor.
How long does it take to cover a municipality? A 50 ha zone flies in half a day; photogrammetric processing then takes a few days depending on deliverables.
Can the municipality publish the orthophoto online? Yes — as data controller it simply has to ensure the publication complies with GDPR; most municipalities publish a reduced-resolution version and keep full resolution internal.
