Municipal cemetery mapping by drone: site plan, plot management, price
It is a municipal asset rarely discussed, yet every French commune manages one: the cemetery. Many still work from a paper plan hand-annotated for decades — when one exists at all. Yet burial management requires knowing precisely where every plot is: to keep registers, process requests, run recovery procedures on abandoned or expired concessions, and size an extension. A one-hour drone flight produces a centimetre-level orthophoto in which every grave, path and vacant plot is visible and measurable — the basis of a reliable digital plan. Here are the method, the care this particular place demands, and prices observed in 2026.

Why cemetery plans are so often wrong
A cemetery is alive: plots granted, recovered, vaults rebuilt, paths moved, new sections created. Each change is recorded — at best — on the paper plan by generations of town-hall clerks. The frequent result: a plan whose numbering no longer matches the ground, "vacant" plots actually occupied, and boundary disputes between neighbouring concessions. French law does not require a plan, but it does require registers and answers: who is buried where, which concession expires when, where to bury tomorrow.
The drone survey settles the matter: the orthophoto is a dated photographic record on which every plot can be delineated unambiguously. The approach is cousin to the drone's cadastral applications, studied for years: a study by Manyoky, Theiler, Steudler and Eisenbeiss published in 2011 in the ISPRS archives assessed drones for parcel boundary surveying and found accuracy compatible with Swiss cadastral requirements (see the study on Google Scholar) — a stricter standard than a cemetery plan needs.
From flight to digital plan: the method
The photogrammetric flight covers the cemetery in a low-altitude grid, outside opening hours or well clear of any ceremony. The resulting orthophoto (roughly centimetre resolution) lets you vectorise every plot: outline, number, section and path assignment. The plan is delivered as a PDF for display and committee use, and as GIS layers for equipped municipalities — the same integration logic as our municipal orthophoto guide. Matching plots against the concession register remains the commune's administrative work (or its burial-management software's), but it finally starts from an accurate base map.
The digital surface model from the same flight brings two bonuses: spotting leaning or subsiding monuments — useful for the mayor's powers over graves at risk of collapse — and contour lines for studying an extension or a columbarium (earthworks, accessibility, stormwater).
Plot recovery: documenting abandonment
Recovering abandoned concessions, governed by the French local authorities code, is a long procedure — inspections three years apart, public notices, notifications — in which the commune must prove abandonment and its persistence. Dated aerial photos, repeated at each inspection, provide systematic, defensible documentation: monument condition, vegetation, lack of upkeep, for all targeted plots in a single campaign rather than grave by grave.
The same logic applies to expired, unrenewed concessions and to the general record before recovering a section: a "before" orthophoto protects the commune against later disputes over a monument's condition. It is the aerial photographic-record principle we describe in other contexts — cracks and drought damage for instance: a dated, georeferenced image that is hard to argue with.
A particular place: care and framework
A cemetery is not a site like any other. The mission is planned away from funerals — the pilot coordinates slots with the registrar's office — preferably at closing hours, and flight pauses if visitors enter the covered area. The commune posts a notice. On data: the orthophoto captures funerary inscriptions — data on deceased persons, outside GDPR strictly speaking, but publication is kept to what is needed: the published plan carries plot numbers, not names.
Regulation-wise, cemeteries are almost always in built-up areas: prior notification for populated-area flight and the appropriate scenario apply, as detailed in our flying in cities guide. As a one-off, low-altitude mission over an enclosed site, it is among the easiest to authorise.
Prices observed in 2026
Ranges observed in 2026 (excl. VAT):
- Orthophoto alone (cemetery up to 1 ha, georeferenced deliverable): €600 to €1,200.
- Orthophoto + vectorised plan (numbered plots, sections, paths): €1,500 to €3,500 depending on plot count.
- Large or multiple cemeteries (several hectares or sites): €3,000 to €7,000 for a full municipal campaign.
- Photographic record campaign (recovery procedures, dated section survey): €400 to €900 per visit.
