Dangerous building at risk of collapse: documenting it by drone, without exposing anyone — method, price
A sagging roof, a wall leaning over the street, a vacant building weakened by fire or water ingress: when a building threatens collapse, the mayor must act fast — in France, the safety-order procedure (the former « péril » procedure, reformed in 2020) rests on a technical assessment of the structure's condition. That assessment runs into a paradox: the building is precisely too dangerous to enter or climb. The drone removes the paradox: it documents the roof, the façades and often the interior through open bays, without exposing a municipal officer, an expert or a roofer. Here is how such a mission unfolds, what the file contributes to the procedure, and prices observed in 2026.

From the old « péril » order to the safety order: where the drone fits
Since the 2020 reform, the former ordinary and imminent « péril » procedures have been merged into the French safety-order procedure (building and housing code, articles L.511-1 and following): the mayor, informed of a danger — falling materials, destabilised structure, degraded vacant building — has the building's condition assessed, then orders the owner to take the necessary measures, urgently if the danger is imminent. Everything rests on the initial assessment: it qualifies the danger, grounds the order and, if challenged, will be examined by the judge.
That is exactly where the drone earns its keep: in one short intervention, without scaffolding, it produces a documented, dated record of what nobody can go and see up close — a punctured roof, destabilised chimney stacks, cracked cornices, gutters full of vegetation, collapsed floors visible through the bays. The geolocated photographic file complements the sworn officer's report or the expert's opinion; it does not replace it: qualifying the danger remains an expert's act, as we also stress for construction expert-witness work.
What the drone documents without sending anyone in
A typical mission covers four parts. The roof first, invisible from the street and often the origin of the disorder: punctures, exposed framing, leaning chimneys, elements about to fall onto the public way. The façades next, photographed frontally at close range: through cracks, out-of-plumb walls, loosened balconies and cornices. The interiors reachable through openings: through a gaping window or a punctured roof, the drone photographs collapsed floors and cracked cross-walls without a single foot entering the building. Finally the party walls and the public way, to size the safety perimeter to be ordered.
The approach is backed by structural-damage research: a study by Fernandez Galarreta, Kerle and Gerke published in 2015 in Natural Hazards and Earth System Sciences shows that a 3D model built from oblique drone images lets an analyst identify fine damage indicators — cracks, roof punctures, tilts — at building scale, where ground-level observation stays incomplete (see the study on Google Scholar). In practice a 30-to-60-minute flight covers an ordinary building, flown from public space or a neighbouring plot under the applicable scenario's authorisations.
After a disaster: record fast, compare over time
The same set-up serves after a disaster — fire, explosion, partial collapse, earthquake or ground movement — when a whole sector becomes inaccessible. Drone photogrammetry has proven itself at scale there: a study by Dominici, Alicandro and Massimi published in 2017 in Geomatics, Natural Hazards and Risk describes its use in the historic centre of L'Aquila after the 2009 earthquake, mapping damage and planning safety works in streets nobody could enter (see the study on Google Scholar).
The other, less obvious contribution is monitoring over time: repeating the same flight weeks or months apart objectifies the evolution — a crack opening, a roof slope sagging further — and documents growing urgency, or conversely stabilisation after enforced works. Who orders this kind of mission: the town hall or the owner?
Both happen. The municipality documents the condition of a reported building before or during a safety-order procedure; the owner — or their insurer, managing agent or expert — records the actual condition to organise works or challenge an assessment. The deliverable is the same: a dated, geolocated file usable by all parties.
Is the drone report enough to ground a safety order?
No. The drone provides the visual evidence — complete, dated, with no human exposure — but qualifying the danger belongs to the sworn officer, the qualified professional or the appointed expert. The drone file makes their analysis possible where access is impossible, and makes it defensible because everything is documented.
