Drone Services in Charente-Maritime (17): La Rochelle, Oléron Oyster Farming, Nature Reserves, 2026 Prices

Charente-Maritime combines a set of constraints no other Atlantic coastal département shares: four national nature reserves dedicated to migratory birds, an aerodrome whose control zone governs access to La Rochelle and its two peninsulas, a military air base at Rochefort, and Europe's leading oyster-farming basin between the island of Oléron and the mainland. Across 672,279 residents spread over five arrondissements, a professional drone mission there constantly crosses two worlds: the controlled airspace of a dense coastal conurbation, and protected natural areas where a permit alone is not always enough. This départemental guide sets out what those features change in practice: who authorises what, what a flight actually documents for the oyster-farming industry, and at what price. A département split between the La Rochelle conurbation, Rochefort and the islands

Charente-Maritime had 672,279 residents on 1 January 2023, up 4.34% since 2017, for an average density of 97.9 people/km² — clearly pulled up by the coastal fringe. The département splits into five arrondissements: La Rochelle accounts for 35% of the population (229,252 residents, density 273.5/km²), followed by Rochefort (29%, 196,965 residents), Saintes (18%, 121,739), Jonzac (10%, 70,240) and Saint-Jean-d'Angély (8%, 53,367).

In La Rochelle, the Old Harbour's three medieval towers and the Minimes marina — close to 5,000 berths, the largest on the Atlantic coast — remain the most requested filming subjects, but any shoot in this area has to be negotiated with the neighbouring aerodrome (more on that below). The département's two islands, linked to the mainland by two very different structures, change a mission's logistics: the Île de Ré bridge (2,926.5 m, opened on 19 May 1988) still carries a seasonal toll depending on the vehicle, while the Île d'Oléron viaduct (3,027 m, opened on 21 June 1966) has been free since 1991 after an earlier tolled period. Two fast road links, then, but an airspace that does not stop at the coastline: both islands are largely covered by the nature reserves detailed below.

Airspace: the La Rochelle CTR, a military air base and four national nature reserves

Every professional flight around the La Rochelle conurbation falls under the control zone (CTR) of La Rochelle – Île de Ré aerodrome (ICAO LFBH), a class D airspace that starts at ground level: no altitude band there is freely accessible, and every flight must be declared and coordinated with the operator through an agreement. The La Pallice port area, north-west of the city, adds a further constraint as a sensitive installation. Further south, Air Base 721 "Adjutant Pierre Gémot" at Rochefort, spread across the communes of Soubise, Saint-Agnant and Échillais (230 hectares, 140 of them green space), hosts the French Air Force's non-commissioned officer training school and an aeronautical maintenance centre certified to European standards: prior coordination is required for any mission near it.

Another feature unique to this département: it holds four national nature reserves of major ornithological importance — Moëze-Oléron (6,400 hectares, classified in 1985 then 1993, 270 bird species recorded including 69 breeding), Lilleau des Niges north of Île de Ré (more than 310 species), the marais d'Yves (more than 250 bird species) and the Baie de l'Aiguillon, shared with Vendée. Europe's leading oyster-farming basin: what a flight documents, and what it never replaces

Between the island of Oléron and the mainland, the Marennes-Oléron basin is Europe's leading oyster-farming basin: around 6,000 hectares of oyster parks and 3,000 hectares of claires, some 700 professionals — oyster farmers, refiners, shippers — and 45,000 to 60,000 tonnes sold every year, roughly half of French production. The IGP-labelled Marennes-Oléron fine de claire is its most sought-after product, at around 11,300 tonnes.

A UAV flight fitted with a multispectral camera documents the footprint and structure of these concessions at a scale a walking survey cannot match across such a wide tidal flat: a study published in 2023 in Estuarine, Coastal and Shelf Science by Román, Prasyad, Oiry, Davies, Brunier and Barillé, carried out on the Bourgneuf basin (Loire-Atlantique, a comparable ecosystem), showed that a machine-learning algorithm applied to UAV orthomosaics identified oyster mesh-bags and tables with more than 95% accuracy across flight altitudes from 12 to 120 metres (see the study on Google Scholar). The same authors flag clear limits, though: surface-model reconstruction degrades sharply once tables emerge above water, and tide, cast shadows and cloud cover remain factors to manage before any campaign.

The honesty clause. That accuracy documents the presence and extent of the installations, never the health of the stock. Since 2008, the µvar variant of the OsHV-1 herpes virus has affected spat in every French basin, with average mortality above 50% and up to 90% in some batches; the bacterium Vibrio aestuarianus has been attacking adult oysters since 2012. A visible anomaly from the air — a disorganised table, an unusual-looking area — signals a zone to check on the ground, never a diagnosis: only a laboratory analysis confirms a viral or bacterial mortality event, an intervention that remains entirely the responsibility of the operator, the regional shellfish-farming committee or Ifremer.

Commercial port, offshore wind on the horizon, and 2026 prices

The Grand Port Maritime de La Rochelle, at La Pallice, handled 8,776,187 tonnes of traffic in 2025 (+4.7% year on year), with cereals accounting for more than a third of it (around 3 million tonnes) and 834,869 tonnes of construction materials (-6%): grain silos, logistics warehouses and quays are regular inspection and monitoring subjects for port operators. Off the island of Oléron, two offshore wind farms are under way: Oléron 1 (tender AO7, 1 to 1.2 GW, up to 70 turbines, more than 39 km offshore, commissioning targeted for 2032, winner named mid-2025) and Oléron 2 (folded into AO9, 1 to 1.2 GW fixed or floating, winner expected early 2026, commissioning targeted for 2034): construction monitoring and impact-study support will become recurring missions along this coast in the coming years. Inland, the Cognac vineyards of the Charente region — close to 98,500 hectares spanning Charente and Charente-Maritime — are going through an export crisis pushing the industry to pull up 12,000 to 13,000 hectares, around 15% of the appellation's area: a context where a documented aerial record carries particular value for growers and merchants.

Can a professional drone fly over the Moëze-Oléron, Lilleau des Niges or marais d'Yves nature reserves?

It depends on the sector and the purpose of the flight. The three integral reserve zones within Moëze-Oléron (the Perrotine, Bellevue and Moëze tannes) have been off-limits to everyone except authorised professionals since 2012. A multispectral flight documents the extent and general condition of the parks and claires, with high accuracy for spotting an unusual-looking area. But it does not diagnose either the OsHV-1 virus or the bacterium Vibrio aestuarianus, responsible for the main mortality events recorded in France since 2008: only a laboratory analysis confirms the cause, in coordination with the operator or Ifremer.
