Drone services in Hauts-de-France: airspace, industrial and coastal missions, 2026 prices
Hauts-de-France packs, into a compact territory, almost everything that makes a drone mission worth flying: one of France's largest industrial ports, heavy steelmaking, hundreds of logistics warehouses lining the motorway corridors, a World Heritage coalfield covered in brownfield sites awaiting redevelopment, a hundred and forty kilometres of retreating coastline, and the country's leading cereal and sugar-beet region. The counterpart is in the air: two commercial airports, several active aerodromes, military estates under conversion, a permanent prohibited zone over the Gravelines nuclear site, and a wind regime that shortens flight windows. This guide maps out what is genuinely feasible here, area by area and trade by trade, with the lead times and prices observed in 2026.

The region's airspace: what really constrains it
Unlike the Paris region, Hauts-de-France is not a solid block of restrictions: much of the territory can be flown under a standard framework. The constraints are localised — but they land precisely where the industrial sites are. Two commercial airports shape the airspace: Lille-Lesquin, the main regional airport, whose control zone covers a large share of the Lille metropolitan area and its business parks, and Paris-Beauvais (Beauvais-Tillé) in the Oise, which handles more than six million passengers a year. Several aerodromes remain very much alive: Calais-Dunkerque, located at Marck and open to international traffic for business aviation, general aviation and flight training, and Le Touquet, renamed Le Touquet-Elizabeth II in 2023 — plus a scattering of secondary airfields and microlight strips across the plain.
On the military side the map has changed a great deal, and outdated information still circulates. Air base 103 at Cambrai-Épinoy closed in 2012: its 320 hectares were transferred to local authorities and now host the e-Valley logistics platform, built over the old runway. Air base 110 at Creil ended permanent flying operations on 31 August 2016, runways closed, and in September 2024 the estate became the Creil-Senlis joint-forces hub: it remains a military estate, so a site to approach carefully even though no aircraft take off there any more. One restriction, finally, is simply not negotiable: the Gravelines nuclear site, a few kilometres from Dunkirk, is covered by a prohibited zone (designated LF-P 26) with a five-kilometre radius, up to 1,000 metres in height. It overlaps part of the port-industrial area, which regularly catches local industrial clients off guard.
One last regional feature: Hauts-de-France is France's leading region for onshore wind power. In the Somme, the Aisne or the Pas-de-Calais, wind farms are obstacles in their own right — blade-tip height, wake turbulence, obstruction lighting — and enter the site analysis just as a pylon would. Dunkirk, Calais and the industrial coast: the heavy missions
By sheer volume of work, the Dunkirk port-industrial area is the region's largest source of drone missions. The Dunkirk port authority handled 46 million tonnes in 2024, up 5%, including 15.2 million tonnes of dry bulk and 7.9 million tonnes of ore. Around the quays: an LNG terminal, bulk and container terminals, and the ArcelorMittal Dunkirk steelworks — an upper-tier Seveso establishment, the group's largest steelmaking site in France, with its blast furnaces, gasholders and kilometres of conveyors. The most frequent requests: roof inspections of workshops and storage halls, surveys of quay structures and riprap, bulk stockpile volume measurement, thermography of pipe insulation and furnaces, container terminal inventories, and monitoring of demolition and major works.
What matters here is that the difficulty is not aeronautical but a matter of land access and security. A port estate or a classified industrial site is flown with the written approval of the operator, a prevention plan, a co-activity analysis and often an HSE escort: explosive-atmosphere zones, flare stacks, vehicle traffic and loading bays shape the flight plan far more than the airspace does. In Calais the logic is the same with an extra layer: the cross-Channel port and the tunnel installations fall under security zones where approval is neither automatic nor quick. Shoreline, sea defences and protected areas: the coast in practice
From the Somme estuary to Cap Gris-Nez, the regional coastline is both closely watched and in high demand. Eleven communes in Hauts-de-France now appear on the statutory list of territories affected by shoreline retreat — Ambleteuse, Audinghen, Audresselles, Tardinghen and Wissant in the Pas-de-Calais, Ault, Favières, Fort-Mahon-Plage, Mers-les-Bains, Quend and Saint-Quentin-en-Tourmont in the Somme. That listing obliges them to map the areas exposed to retreat at thirty and a hundred years, which creates direct demand for repeatable surveys: beach profiles, mobilised sand volumes, cliff-toe evolution, and the condition of groynes, dykes and riprap after every storm event.
The method is well established. A study by Yuri Taddia, Corinne Corbau, Elena Zambello and Alberto Pellegrinelli published in 2019 in Sensors tracked the evolution of a dune system over two years using six drone surveys processed photogrammetrically, and shows that protocol repeatability — same control points, same flight plan, same processing — matters more than raw sensor performance (see the study on Google Scholar). Not all of the coast can be flown, however. The Baie de Somme national nature reserve, created by decree no. 94-231 of 21 March 1994, prohibits powered aircraft from flying over the reserve below 250 metres above ground: since an open-category drone is itself capped at 120 metres, no legal window exists — flying inside the reserve requires a specific authorisation, assessed by the authority and the reserve manager and justified by the mission (scientific monitoring, structure management, safety). Listed sites, Natura 2000 areas, seal haul-out zones and nesting bird colonies must also be factored in. Inland missions in Picardy are run out of Amiens.
Coalfield, brownfields, XXL warehouses and arable farming
The Nord-Pas-de-Calais coalfield has been inscribed on the UNESCO World Heritage list since 30 June 2012 as an evolving cultural landscape: roughly 4,000 hectares and several hundred listed features — slag heaps, headframes, mining villages, railway embankments. That recognition sits alongside a fabric of industrial brownfields awaiting redevelopment, at a time when France's no-net-land-take objective pushes developers to reuse existing sites rather than open up farmland. In practice this generates pre-project survey work: high-resolution orthophotos, digital surface models, identification of buildings to be demolished, earthwork volume estimates, condition surveys before works begin. The second regional engine is logistics. Sitting on the A1, A2, A26 and A29 corridors, within a few hours' drive of tens of millions of consumers, the region hosts very large platforms — including e-Valley, on the 320 hectares of the former Cambrai-Épinoy air base. On these buildings the roof is an asset in itself: waterproofing, smoke vents, rooflights, retrofitted solar arrays, fall-arrest anchor lines. This is prime territory for drone roof inspection, which avoids tying up a cherry picker on an operating platform. Add to that the Seine-Nord Europe canal project — 107 kilometres between Compiègne and Aubencheul-au-Bac, works under way, opening announced for 2032 — which generates lasting demand for drone construction monitoring along a considerable linear route and across the associated multimodal platforms. Missions around the Valenciennes area are run from Valenciennes, and those in Artois from Arras.
The third field is arable farming. Hauts-de-France is France's leading region for sugar beet — around half the national acreage — and for potatoes, with a majority share of French output, on top of soft wheat, field vegetables and a network of sugar refineries that structures the countryside. Requests cover emergence counting, stress-zone detection, trial plot monitoring, farm building condition surveys and stockpile or silo measurement. One last, quieter source of work: the social housing stock, the largest outside the Paris region, at 22.7% of main residences as of 1 January 2025 against 17.3% nationally — close to 600,000 dwellings, many of them houses rather than flats, and therefore a great many roofs and facades to audit.
What actually constrains a mission here
The main limiting factor in Hauts-de-France is not administrative, it is the weather. An open plain and coastal region exposed to westerly and south-westerly flows, it offers shorter and more mobile flight windows than a sheltered inland site: you shift a slot, start at dawn, split the work into two passes rather than one. Wind does not only affect safety: it degrades platform stability and therefore photogrammetric overlap quality, and it eats into endurance. A study by Peng Wei, Xinfan Lin and Zhaodan Kong published in 2021 in the International Journal of Intelligent Robotics and Applications characterised wind effects on a hovering multirotor through system identification, and shows that explicitly modelling wind reduces behaviour prediction error by around 15% (see the study on Google Scholar). In other words: wind can be modelled, not ignored. Three ground-level constraints follow. First, urban density: the Lille metropolitan area and the conurbation running from Lens to Valenciennes are among the most continuously built-up fabrics in France, with very few clear areas — flying there counts as overflying a populated zone, with the corresponding procedures and a ground reconnaissance effort that weighs on the quote. Second, proximity to classified industrial installations: around Dunkirk, Calais, the Sambre valley or the sugar refineries, a neighbouring classified site means boxing the trajectory, securing the agreement of adjacent operators in advance and documenting the loss-of-link procedure. Third, the Belgian border: all along the strip from Dunkirk to Maubeuge, a drone does not cross the border — a French authorisation stops at the line, and a cross-border mission requires two separate files.
It is worth being clear about what a drone does not do. It replaces neither a statutory periodic inspection of lifting equipment, nor a regulatory fire safety check, nor an asbestos survey with sampling, nor a destructive waterproofing test: it documents, it prioritises, it avoids pointless work at height — and it means sending someone onto a roof or a cherry picker onto a quay only where it is justified. Method, flight framework and prices
A regional mission always unfolds in the same way. Site analysis first: checking the restriction map, verifying temporary aeronautical information for the actual flight date, identifying obstacles (wind farms, pylons, stacks) and establishing who manages the site. Choosing the regulatory framework next: most rural and peri-urban missions are flown in the open category, while flights over dense built-up areas, over uninvolved people or inside industrial estates fall under the specific category, with an operating declaration and prior notification of flight over a populated area. Coordination finally: a protocol with civil aviation if the area touches a CTR, written authorisation from the site owner, a prevention plan and co-activity analysis on industrial sites, and notice to neighbours when the mission is visible from public space. The flight itself is often shorter than the preparation.
Orders of magnitude observed in Hauts-de-France in 2026, excluding VAT:
- Photo or video shoot, half a day, outside constrained areas: €450 to €900, administrative preparation included.
- Industrial, logistics or retail roof inspection: €900 to €2,000 up to 2 hectares of roof, then €400 to €700 per additional hectare; thermography option: +€600 to €1,200.
- Georeferenced photogrammetric survey (brownfield, port platform, construction footprint): €1,800 to €3,500 depending on area, plus €400 to €900 for placing and surveying ground control points.
- Recurring construction monitoring (canal, development zone, logistics platform): €400 to €700 per visit under an annual contract, with preparation amortised across all visits.
- Constrained-area supplement — CTR protocol (Lille-Lesquin, Paris-Beauvais, Calais-Marck, Le Touquet), dense urban authorisation, access to a port or classified industrial estate: €300 to €800 of additional preparation and two to four weeks of lead time.
- Flying over a protected natural area (reserve, listed site, nesting season): quoted individually, with an assessment period to allow for and an outcome that is never guaranteed.
Two pricing tips. Book a two or three-day window rather than a fixed date: it is the best protection against wind, and it costs nothing at order stage. And give the exact address of the site and the target period from the very first enquiry: those are the only two facts that make it possible to say within a day whether the mission is feasible, under which framework and at what price. Frequently asked questions
Can a drone be flown over the port of Dunkirk or the port of Calais?
Technically yes, administratively never without a double approval. The airspace is workable, but port estates are private land under port security rules: you need written authorisation from the port authority and from the terminal operator concerned, on top of the flight regulations themselves. Around cross-Channel security zones and immediately next to classified industrial installations, approval may be refused or come with strict conditions (time slot, escort, a ban on recording in certain directions). Allow three to six weeks of preparation.
Does the wind make missions impossible for much of the year?
No, but it forces you to think in windows rather than dates. On the coast and across the open plain, genuinely unusable days remain a minority; what shifts is mainly the time slot, often towards the morning. Good client-side practice is to book a two or three-day window rather than a fixed half-day, and to write a free-of-charge postponement into the contract: that is what prevents paying for a wasted trip.
Our site is three kilometres from the Belgian border: does that change anything?
Yes, on one specific point: the drone must not cross the border, even by a few dozen metres and even while remaining in sight. A French operating declaration and authorisation carry no weight on the other side; the aircraft would fall under Belgian authority. In practice you shift the flight lines, box the flight area on the French side with a margin, and avoid taking off with a tailwind towards the border.
