Ecological compensation monitoring by drone: mitigation hierarchy, method, price

Any development project that harms biodiversity — business park, road, solar farm, quarry — must first avoid, then reduce, and only as a last resort offset its impacts: this is the French mitigation hierarchy (ERC), which the 2016 biodiversity law tied to an obligation of result. In practice, the developer commits to hectares of restored habitat, replanted hedgerows, dug ponds — and must prove for twenty or thirty years that these measures work. This long-term monitoring, expensive when it relies solely on field surveys, is exactly the kind of repetitive, cartographic task where drones excel: baseline state, comparable annual orthophotos, vegetation indices, cover rates. An obligation of result that runs for decades

Since the French biodiversity law of 8 August 2016, compensation measures written into authorisation orders are no longer mere best-effort commitments: article L.163-1 of the environmental code imposes an obligation of result, with effectiveness that must last as long as the impacts — often thirty years. State services can demand regular reports, and the measures are geolocated in a public national system. For the developer, this means producing, year after year, documented proof that the compensation plot is evolving as planned: vegetation cover, plantation survival, ponds holding water, no degradation.

What the drone measures on a compensation plot

The foundation of the monitoring is the baseline state: a high-resolution orthophoto and a digital surface model captured before works, which will serve as the reference for all later comparisons. Wetlands, hedgerows, woodland: three typical monitoring cases

Regulations: flying over sensitive natural habitats

A compensation plot is by construction an ecologically sensitive habitat: before scheduling flights, the contractor checks the protections in force — nature reserves and biotope protection zones where motorised overflight may be banned or regulated, and national park cores where drones are prohibited.
