Taking over a farm: what a drone survey adds to the file, price
Taking over a farm is no longer just a matter of agreeing a price between seller and buyer: France's law on food sovereignty and generational renewal in agriculture, promulgated on 24 March 2025, set up a structured pathway — a single window called France Services Agriculture, a modular diagnostic, a tax credit for supported sellers — built on a stark demographic reality: according to an INRAE projection, nearly one farmer in two will reach retirement age by 2030, with no successor identified for a share of them. Within that now clearly mapped-out pathway, a reliable survey of the land and buildings carries as much weight as the accounting review: soil and drainage condition, the structure of barns and livestock buildings, the farm's actual boundaries. A drone survey replaces neither farm-management expertise nor a financial audit, but it evidences, at the date of the transaction, what existing paperwork often no longer shows. A renewed transfer framework since 2025-2026
France's law on food sovereignty and generational renewal in agriculture, promulgated on 24 March 2025, sets a numerical target: at least 400,000 farms and 500,000 farm workers by 2035. The text responds to an INRAE projection widely cited during parliamentary debate: nearly one farmer in two will reach retirement age by 2030, without a successor necessarily lined up to take over.
To smooth this structural shift, the law creates France Services Agriculture, a departmental single window for reception and support open to anyone with an installation or transfer project: its pilot phase started in early 2026, ahead of a nationwide rollout planned for 1 January 2027. An optional modular diagnostic is being rolled out in parallel throughout 2026: it assesses a farm's economic, environmental and social viability, as well as its transfer potential, including a climate-resilience stress test looking out to 2050. On the tax side, the 2026 finance law (Law n° 2026-103 of 19 February 2026) opens a tax credit of up to €5,000 a year for five years for any seller registered in the departure-installation directory kept by the chambers of agriculture and supported by an approved organisation. In this now clearly mapped-out process, a dated, mapped technical survey of the farm naturally becomes part of the file, alongside the economic and social diagnostic.
What an aerial survey evidences on the land — including what's invisible from the ground
The accounting review and the modular diagnostic document a farm's profitability and social structure; neither shows the real condition of the soil, nor that of infrastructure as decisive for a plot's value as its underground drainage. A network of buried agricultural drains — often laid decades earlier, with no reliable plan — directly conditions a plot's yield and workability, yet its condition is a classic blind spot in negotiations between seller and buyer. A study published in 2021 in the journal Hydrology by Tewodros Tilahun and Wondwosen Seyoum, of Illinois State University, showed that a thermal camera mounted on a drone can detect buried drain lines through the temperature contrast between the soil above the drains and the rest of the field (see the study on Google Scholar). A 2019 study in Computers and Electronics in Agriculture, led by Robert Freeland and co-authors, confirms the value of pairing this thermal survey with onboard RTK positioning to precisely locate drains on the ground — data absent from older deeds of sale (see the study on Google Scholar).

Farm buildings: what thermography and photogrammetry document
Farm buildings often weigh as heavily as the land itself in a takeover's value: storage barns, livestock housing, silos, sometimes a farmhouse. A drone inspection combining oblique photography and thermography documents the condition of the roof — asbestos cement sheeting to flag before any work, corroded panels, sagging framework —, thermal bridges on heated livestock buildings, and any flat-roof water infiltration. This dated technical assessment serves two distinct purposes: for the buyer, it prices the work needed before signing — both a negotiating point and a budgeting tool; for the seller, it documents the property's condition at the time of sale and limits the risk of later disputes over pre-existing defects.
Who this survey is for
Three profiles use this type of survey. The buyer, often a young farmer preparing a start-up grant application, who needs to price the condition of the land and buildings precisely before taking on a fifteen- or twenty-year loan. The seller, who benefits from documenting the farm before putting it up for sale — a complete technical file speeds up review by the approved support organisations on which, since the 2026 finance law, part of their tax credit depends. And the notary or agricultural lender reviewing the financing, for whom a dated, georeferenced survey secures the file just as a conventional land survey would. The Safer (France's land-management body), which supports part of these transfers and holds a right of first refusal on rural property sales, can also rely on this kind of document in the files it reviews.
Method and 2026 prices
A typical mission combines a photogrammetric flight over the whole parcel, a thermal pass over the buildings and, where drainage is a known concern, a dedicated thermal flight over the relevant plots — ideally after rain and before the soil dries out completely, a condition that affects the quality of the thermal contrast.
