Flood and water damage assessment by drone: mapping, insurance evidence, price
After a flood or a period of intense rainfall, assessing the extent of the damage across a neighbourhood, a farm or an industrial site takes time, and access on the ground often stays limited until the water has fully receded. A drone can survey the area as soon as flight conditions allow, produce an accurate map of the flooded footprint and document the condition of buildings and crops to support an insurance claim. Here is how a post-flood assessment mission works, what regulatory framework it falls under, and what it costs.

Why a drone makes post-flood assessment easier
A flood rarely affects a single plot: it spreads across a whole neighbourhood, along a watercourse, or over several hectares of crops. On that scale, a ground-based expert can only cover a small portion of the affected area each day, and some access routes stay cut off (submerged roads, waterlogged ground, power networks shut off as a precaution) well after the peak of the flood. A drone is not bound by these access constraints: it can survey the area without putting anyone at risk, covering in a single flight what would take several days of travel on the ground.
The benefit goes beyond time saved. An aerial view taken vertically, following the same systematic grid, makes it possible to delimit precisely how far the water had spread at the moment the drone flew over — something that flood marks left on façades or witness accounts do not always reconstruct with the same accuracy. On a farm, it distinguishes at a glance between plots fully submerged, plots at the edge of the flood and plots spared altogether, information that recent compensation claims increasingly rely on this kind of aerial record to substantiate the real extent of the loss.
How a post-flood assessment mission works
The mission starts with a vertical, automated grid capture — the same method used for a standard topographic survey: several hundred georeferenced photos, stitched into a high-resolution orthophoto that shows exactly how far the water had spread at the time of the flight. Compared against an orthophoto taken before the disaster (an existing aerial photo or cadastral base map), it lets you automatically delimit the flooded area and calculate the affected surfaces, plot by plot.
On buildings, an additional pass in oblique photo or video documents the visible damage: roofs damaged by wind or floating debris, façades stained up to a given height, collapsed outbuildings. A thermal camera, as used in a thermography mission, can detect residual moisture inside walls several days after the water recedes — useful data for estimating the drying time needed before repair work starts. The regulatory framework for flying after a natural disaster
A post-flood assessment mission benefits from no special exemption: the same rules apply as for any professional flight. In rural or sparsely populated areas, it usually falls under the open category (sub-category A2 or A3 depending on the distance to people and dwellings), subject to the 120 m maximum height and a remote pilot registered as an operator on AlphaTango. Over a flooded neighbourhood or town centre, however, flying above populated areas generally requires a specific-category flight — the European standard scenario STS-01, which replaced the former French national scenarios S1 to S3 on 1 January 2026 — with prior declaration to the DGAC.
Before any mission, checking regulated zones on the Géoportail map remains essential: rivers and their valleys regularly cross flight corridors or military low-altitude zones, and a large-scale disaster can also trigger temporary airspace restrictions (particularly if rescue helicopters are operating over the area). What a file sent to the insurer contains
The typical deliverable includes a georeferenced orthophoto of the affected area, a map of the flooded footprint that can be overlaid on a cadastral plan, a set of dated and geolocated oblique photos for each building or plot concerned, and, where relevant, thermal images highlighting residual damp areas. Every shot is automatically time-stamped and geotagged by the drone, which makes it possible to reconstruct the exact timeline of the event when several flights are carried out a few days apart (flood peak, water recession, drying).
This kind of aerial record complements — never replaces — a site visit by an insurance loss adjuster: it substantiates the extent of the damage where access remains difficult and speeds up claims processing, particularly when several properties are affected at once within the same officially declared natural disaster. As with any drone service, professional third-party liability insurance covers the flight operation itself, separate from the insurance on the damaged property.
The price of a drone flood assessment in 2026
The price mainly depends on the surface area to cover, the number of flights required (a single record, or monitoring over several days) and the complexity of the deliverables requested. Orders of magnitude observed in France in 2026:

These rates stay well below the cost of an exhaustive ground survey over a hard-to-access area, and a fast turnaround limits data loss: damp traces and flood marks fade quickly once clean-up work begins. Many local authorities and insurers now bring in a drone within the first few days after the water recedes, before repair work starts.
Frequently asked questions about drone flood assessment
Can a drone fly while the water has not fully receded yet? Yes, as long as weather conditions allow it (wind, rain, visibility): the drone surveys the area without needing ground access, unlike an expert who has to travel to the site in person.
Is a drone orthophoto enough on its own to build a claims file? No: it documents and substantiates the extent of the damage, alongside the insurance loss adjuster's own assessment and the usual supporting evidence (invoices, before/after photos where available).
How soon after the water recedes should a drone intervene? As early as possible in the following days: flood marks and damp traces fade quickly, especially once clean-up or first-emergency repair work gets under way.
Can a drone also document agricultural damage? Yes: the same orthophoto can delimit flooded or flattened plots and calculate the affected surface area, in the same way we describe for damage linked to hail or storms.
