Flying with drone batteries: 2026 IATA/ICAO rules for cabin and hold

A professional pilot heading out to film a site 800 km from base, run an inspection in an overseas territory, or carry out a mission in another EU country quickly runs into a constraint the drone itself almost never poses: its LiPo batteries. Since the tightening of International Civil Aviation Organization (ICAO) rules that took effect on 27 March 2026, the number of spare batteries allowed in the cabin has been cut back, and the hold remains off-limits for them in every case, whatever their capacity. This guide details the watt-hour thresholds, the new quantity limit, and what it actually changes when planning a multi-day flying mission away from base.

Watt-hours, cabin, hold: the three thresholds behind everything

The rule governing the air transport of drone LiPo batteries rests on a single measure: energy capacity in watt-hours (Wh), not amperage or voltage taken on their own. It is calculated as: Wh = V × (mAh / 1,000). A 6S battery at 22.2 V and 6,000 mAh, common on a mid-size-sensor professional drone, works out to around 133 Wh; a small consumer drone battery at 4S 4,000 mAh comes in around 60 Wh. This figure, expressed in watt-hours, is normally printed on the manufacturer's label — failing that, the calculation above lets you work it out before leaving.

Three tiers follow from this capacity. Under 100 Wh: the battery travels in the cabin without prior airline approval, in a quantity deemed reasonable for personal use. Between 100 and 160 Wh: prior airline approval is required, and the number of spare batteries is now capped (see below). Above 160 Wh: the battery is banned on board a passenger aircraft, in the cabin or the hold — only dangerous-goods air freight remains possible. In every case, one rule never changes: a spare battery never travels in the hold, whatever its capacity, and its terminals must be individually insulated (original caps, non-metallic tape, or a dedicated protective pouch) to prevent any short circuit.

ICAO's 27 March 2026 tightening: two spare batteries maximum

Since 27 March 2026, a new rule approved by the ICAO Council and adopted by airlines worldwide caps the number of spare batteries allowed in the cabin in the 100-160 Wh bracket at two, and bans recharging them in flight. This is the first coordinated international framework on the subject; airlines remain free to be even stricter, which is why it always pays to check the carrier's own policy before booking a flight for a mission.

This tightening responds to a documented risk: a study by Kapp, Wroth and Chapin, published in 2020 in the journal Transportation Research Record, analysed thermal-runaway incidents involving lithium batteries in U.S. commercial aviation, and noted that automatic cargo-hold suppression systems do not always contain a lithium battery fire, which keeps releasing flammable gas even after an initial suppression (see the study on Google Scholar). It is this technical limitation of cargo holds that explains both the categorical ban on placing a spare battery there, and the reasoning behind tightening the number allowed in the cabin, where the crew can instead intervene directly if a fire starts.

What this changes for a mission away from base

Several solutions exist: where the drone model allows it, favour batteries under the 100 Wh mark, for which the quantity limit does not apply; bring a fast charger and plan recharging windows on site rather than multiplying batteries; or, for a strictly domestic mission, travel by car or train whenever the distance allows it, which sidesteps the question entirely.

The checklist before boarding with your batteries

A few checks, in order, before booking a flight for a mission: contact the airline to confirm its lithium battery policy (some remain stricter than the ICAO floor, particularly on the total number of electronic devices or on batteries between 100 and 160 Wh); calculate and label the Wh capacity of each battery if it is not already readable on the cell itself; individually protect each terminal of every spare battery with its original cap or an insulating pouch; and carry the drone itself, battery removed, as an ordinary electronic device in the cabin — never in the hold, even switched off.

It can no longer travel with a passenger, on any commercial flight.
