Industrial hemp by drone: nitrogen, biomass and lodging detection, price
With about 23,600 hectares grown in 2024, France is by far Europe's leading producer of industrial hemp, well ahead of Germany and Estonia, and ranks second worldwide behind China. The crop remains concentrated: the Grand Est region, led by the Aube and Marne departments, accounts for close to half of the national area declared under the EU's Common Agricultural Policy. Textile or technical fibre, hurd (chènevotte) for bio-based hempcrete, seed for food use: hemp's outlets keep diversifying, and so does the pressure on agronomic management at plot level. It is also a crop under strict official surveillance, with a THC threshold that leaves no room for error. Here is what that framework requires, what a multispectral drone survey actually adds for a grower or a cooperative, and what it does not replace.

A THC threshold with zero tolerance, a control covering 30% of surfaces
The framework is set at European level: Regulation (EU) 2021/2115, which governs the 2023-2027 Common Agricultural Policy, raised the eligible THC threshold from 0.2% to 0.3%, applicable since 1 January 2023. That threshold is assessed on the whole plant at a precise stage: full flowering, defined as the point when 85% of plants have their last female flowers open. Only seed from varieties listed in the EU's common catalogue of plant varieties, multiplied by approved seed organisations, may be grown; the grower must also declare the area (CAP declaration, via Telepac) and keep invoices for certified seed.
The official control is far from symbolic. Each year, France's Agence de services et de paiement (ASP) has sampling carried out on around 30% of cultivated areas, taking the upper third of the stem — inflorescences included — at full flowering; the sample is then sent to an accredited laboratory. If the measured rate exceeds 0.3%, the entire plot must be destroyed, with no compensation. A drone does not measure THC content — only the laboratory analysis is authoritative — but it can help a grower spot, ahead of that control, stressed or unevenly developed zones of the plot that warrant a closer agronomic check.
What a multispectral flight shows: nitrogen, biomass, canopy height
Agronomic research has documented this contribution on hemp itself, not merely by analogy with other crops. A US team led by Navdeep Kaur published in 2025, in Agrosystems, Geosciences & Environment, a comparison of drone-mounted and handheld sensors across three hemp cultivars grown under six different nitrogen rates: drone-measured NDVI proved the best predictor of biomass yield, both mid-season and at final harvest, as well as of plant height — provided it is measured early, since its predictive power declines as plants approach senescence and leaves yellow (see the study on Google Scholar).
A second team, including Anmoldeep Singh and Hardeep Singh, published in 2025 in Industrial Crops and Products a canopy-height model built from drone-borne multispectral imagery and machine learning, on industrial hemp: drone-estimated height reaches a 0.87 correlation with total above-ground biomass at full maturity (90 days after planting), and also predicts leaf nitrogen uptake (see the study on Google Scholar). For a grower or a cooperative, both studies point to the same practical use: an early-cycle multispectral flight, repeated two or three times, allows a nitrogen top-up to be adjusted before a deficit irreversibly hurts fibre yield, and maps plot heterogeneity ahead of full flowering — just before the official control comes through.
Lodging, uneven emergence and harvest timing
Hemp grown for fibre commonly reaches three to four metres in height within a few months; a stem that tall and hollow stays vulnerable to lodging, whether from a late-summer storm or from excess nitrogen during the cycle weakening its base. A plot lodged in patches complicates mechanical cutting and damages the fibre strand during retting. A drone pass after a storm can quickly map the flattened areas, ahead of the mower-windrower, to adjust the cutting direction or prioritise the sections still standing.
Hemp emergence, meanwhile, can be uneven depending on tillage and soil crusting after winter: a canopy-height model built early in the season, as documented by the two studies cited above, helps spot late-emerging zones before they become visible to the eye from the edge of the field — useful for deciding on a partial re-sowing or, failing that, for planning a harvest in several passes rather than a single windrowing that would mix stems at different maturity stages. Who commissions this kind of mission, method and 2026 prices
These flights are commissioned by independent growers farming large areas, by hemp cooperatives that centralise agronomic monitoring for their members ahead of collection, and increasingly by bio-based hemp industrialists (hempcrete, insulation or technical textile manufacturers) keen to secure the quality and traceability of their fibre supply upstream.
