Agricultural drone spraying and spreading: what France allows, price

A drone treating steep vineyard slopes without compacting soil or exposing the applicator: the promise is old, the legal reality more nuanced. In France as across the EU, aerial spraying of plant protection products is banned by default — drones included. But the landscape is shifting: after a first national experiment evaluated by the health agency ANSES, lawmakers reopened the door in 2025 to drone application on the steepest plots, where tractors and backpack sprayers pose real safety problems. And alongside spraying strictly speaking, a whole range of uses is already fully legal: trichogramma release, cover-crop seeding, localised spreading of slug pellets or fertiliser. Here is where the law stands in 2026, what drones can really do, and observed prices.

Crop protection spraying: the ban and its openings

The starting point is article L. 253-8 of the French rural code, transposing the 2009 EU directive on sustainable pesticide use: aerial spraying is banned, drones included. First opening: the 2018 EGalim law allowed a three-year experiment (2019-2021) of drone application on plots with slopes of 30% or more, limited to products authorised in organic farming or on HVE-certified farms. ANSES evaluated the trials and concluded that on steep slopes, drone application offered clear operator safety gains over backpack sprayers, with exposure and drift manageable under conditions.

On that basis, a law enacted in 2025 reopened the possibility, experimentally and for three years, of drone treatment on farm plots with slopes of at least 30% and certain hard-to-access specific crops, using biocontrol, low-risk or organic-approved products. Implementing orders frame the products, weather conditions and buffer zones: a hillside winegrower does not simply "unleash" a drone — they join a declared, tracked and evaluated scheme. Outside that framework, drone spraying of crop protection products remains banned in France in 2026.

What is already permitted: trichogramma, seeding, non-pesticide spreading

The ban targets the spraying of plant protection products — not everything a drone can drop. Three uses are already common and legal. Trichogramma release against corn borer: the drone sows capsules of these beneficial micro-wasps over hundreds of hectares, faster and more evenly than on foot — today the most widespread aerial biocontrol use in France. Cover-crop seeding into standing crops (catch crops sown before harvest) or onto ground too soft to carry machinery. Localised spreading of granules — slug pellets, precision fertiliser on targeted zones — where machine passage is impossible or destructive.

On performance, research has accompanied practice for a decade: a study by Giles and Billing published in 2015 (Chemical Engineering Transactions) documented the deployment of a spraying drone on a vineyard and measured flow rates, coverage and work rates, laying the ground for today's protocols (see the study on Google Scholar). That work also informs the permitted uses: distribution evenness, pass overlap, optimal flight height.

Aviation side: heavy drones, hence a demanding regime

A spreading drone is no camera quadcopter: with its tank or hopper it commonly weighs 25 to 75 kg. At that weight, forget the open category: operations fall under the specific category, with an operating authorisation issued by the French DSAC on the basis of a risk analysis, standard scenarios or a SORA case — the framework explained in our open vs specific category and BVLOS, STS and SORA guides.
