Parcel delivery by drone in France: where things stand, regulation and price

Unlike medical delivery, which in France remains at the trial stage, drone parcel delivery is already a commercial reality there: the La Poste group has run regular lines with Var-based drone operator Atechsys since 2016, and a third line opened in the Vercors in early 2024. The French model, however, stays far more cautious than the doorstep-drop services rolled out abroad by Wing or Manna. Here is what already exists on French territory, how a commercial line works, the regulatory framework around it, and what launching a similar project involves.

What already exists in France: La Poste's commercial lines

Since 2016, the La Poste group has operated, in partnership with Atechsys, a drone company based in the Var, France's first commercial drone parcel delivery line. A second line followed in Isère in 2019, then a third opened in late January 2024 in the Vercors, between the Les Jarrands site in Villard-de-Lans and the town of Corrençon-en-Vercors, with two flights a week. The setup relies on a fitted-out van that serves as a secure take-off and landing point; the drone, equipped with a bulk hold and a multi-parcel hold, carries up to 10 kg of payload over roughly 10 km.

By the end of 2024, the combined total across these three lines exceeded 40,000 km flown and 2,400 flights — an operational track record rare in Europe for this type of service, far beyond a simple trade-show prototype. DPD France and Chronopost have since positioned themselves to operate the Vercors line in turn, a sign that other carriers besides the historic operator are starting to take an interest.

How a drone parcel delivery line works

The model chosen in France differs sharply from the consumer-facing services rolled out by some foreign operators: it links two fixed, authorised points — a collection depot and a pickup point, often a local shop or relay — rather than winching the parcel straight down into the recipient's garden. This point-to-point approach lets the risk of the air corridor used be characterised once and for all, without having to reassess every individual destination. It fits well with the use cases La Poste targets: landlocked valleys or mountain villages sometimes cut off for several days by snow, where the equivalent road trip takes markedly longer than a direct flight.

By contrast, the individual-drop services trialled by Wing (an Alphabet subsidiary, in Australia and the US) or Manna (Ireland) deliver a light parcel straight to a private home, usually in low-density suburban areas. The regulatory framework: specific category, SORA and U-space

A regular delivery line flies beyond the remote pilot's visual line of sight (BVLOS) and therefore almost always falls under the specific category of the EU regulation rather than the open category. The operator must obtain DGAC authorisation based on a risk analysis following the SORA method, tailored to the air corridor used: population density overflown, presence of obstacles, emergency procedures in case of failure. Once this file is approved for a fixed, repeated route, it does not need to be redone for every flight — which is why the existing lines run on a regular schedule rather than as one-off flights.

As drone traffic increases in rural areas (agriculture, inspection, delivery), coordination with U-space — the European system for automated low-altitude traffic management — becomes a growing concern, particularly to ensure separation from other users flying in the same sector. A systematic check of regulated zones on the Géoportail map remains, as for any commercial flight, the first step before mapping out a new delivery corridor.

What research shows about the environmental case for drone delivery

Beyond the simple time saved on a mountain road, the argument often put forward for drone delivery is environmental: swapping a van trip for a short electric flight would cut last-mile emissions. A reference study published by Goodchild and Toy in 2018 in Transportation Research Part D, comparing a truck fleet with a hypothetical drone fleet through simulation, qualifies that reasoning: drones emit less when recipients are nearby or few in number, or both, while trucks stay more efficient on long rounds serving many clustered customers. The authors conclude that a hybrid system, combining trucks for dense rounds and drones for isolated or remote deliveries, minimises total emissions — a conclusion consistent with the French choice to target links to landlocked areas rather than a blanket replacement of ordinary delivery rounds.
