Zoo and Wildlife Park Fence and Moat Inspection by Drone: Enclosure Safety Without Disturbing the Animals, Pricing
A zoo rests on a principle that is simple to state and hard to guarantee continuously: what is inside must stay inside, and what is outside — the public — must never get close enough to put itself in danger. Mesh fencing, a low wall, a dry or wet moat, an electric fence: every enclosure has its own barrier, subject to specific regulation as soon as it presents species to the public, and to wear from rain, roots and the animals' own weight. On a large wildlife park, walking every metre of that boundary several times a year is a tall order. Here is what a drone survey can document on the integrity of these enclosures, how to do it without disturbing the residents, and the prices observed in 2026.

What French law requires of a zoo — and why the enclosure boundary is central
A zoo or wildlife park that presents live specimens of non-domestic species to the public falls, in France, under rubrique 2140 of the nomenclature for installations classified for environmental protection (ICPE). The order of 25 March 2004, as amended by the order of 19 May 2009, sets out the general operating rules for these establishments: it requires, among other things, adequate devices to stop the public reaching the moats that delimit enclosures, bans any public access to electric fences, and sets the safety distances to be kept between visitors and the animals on display. The operator must also hold a certificat de capacité (CDC), an individual prefectural authorisation validating their competence to keep, breed and present non-domestic species to the public — without which no opening licence is granted.
Enforcement of these obligations is split between several state services: the French Biodiversity Office (OFB) and the departmental directorates in charge of population protection check the sanitary side, animal welfare and ICPE compliance, while the DREAL regional environment departments monitor compliance with the CITES convention on trade in protected species. Before any operating authorisation is granted, a hazard study (étude de dangers) must analyse the risks to people's safety — visitors and staff alike — linked to the dangerous species held on site: that study rests almost entirely on the soundness of each enclosure's boundary. On a small park, a fencing defect is spotted quickly; on a large wildlife park spanning dozens of hectares, where immersive enclosures recreate the natural habitat of lions, wolves or bears across several hectares each, walking the entire length of fencing and moat several times a year ties up a whole team for days — with the risk, on the least-visited stretches, that a recent fault goes unnoticed until the next round.
What an aerial survey documents on the enclosure boundary, without disturbing the animals
A drone flown a few metres from the boundary photographs the entire physical barrier of an enclosure: torn or deformed mesh, leaning posts, ground subsidence creating a gap under the fence, the condition of the banks and the water level of a wet moat, cracks in the wall of a dry moat, vegetation that has taken over and reduced the barrier's effective height — or, conversely, a branch that has grown enough to offer a climbing species an escape bridge. On an electric fence, the survey documents the visual condition of the insulators, the posts and the apparent tension of the wire, without being able to replace a hands-on voltage check — the same limit found in our guide to industrial site perimeter fence inspection, where the barrier's purpose is nonetheless reversed: keeping a third party out, whereas a zoo enclosure must above all keep an animal in, under its own regulatory framework (ICPE rubrique 2140) that has nothing to do with the anti-intrusion fencing of a Seveso or logistics site.
The flight protocol is set jointly with the park's keepers and vet, because animals do not respond to a drone uniformly, or always visibly. A study by Ditmer, Vincent, Werden, Tanner, Laske, Iaizzo, Garshelis and Fieberg published in 2015 in Current Biology fitted wild black bears with cardiac bio-loggers: their heart rate rose by as much as 123 beats per minute when a drone flew over, even though their observable behaviour barely changed — an animal can therefore look indifferent while going through genuine physiological stress (see the study on Google Scholar). Conversely, a study by Geldart, Barnas, Semeniuk, Gilchrist, Harris and Love published in 2022 in Scientific Reports found no change in heart rate among incubating common eider ducks surveyed at a fixed altitude of 30 m on regular transects (see the study on Google Scholar). The practical takeaway: the response depends on the species, the altitude and how regular the flight is, which argues for a high, straight-line pass, no hovering over an enclosure, and avoiding the breeding or birthing periods of the most sensitive species — rather than applying one single protocol across the whole park.
The drone's role alongside the keeper, not in their place
The survey replaces neither the daily round made by the keeper holding the certificat de capacité, nor the hands-on check that serious doubt calls for — the real tension of a mesh fence, a voltmeter test of an electric fence, how solid a ground anchor is. Its role is different: giving the park's management a dated, geolocated record of the entire fence and moat boundary, usable to prioritise repairs and to feed the file handed to inspectors from the French Biodiversity Office or the departmental directorate, rather than leaving that check to a necessarily partial ground impression on a large estate.
The flight is planned with the park's management, who know each resident's behaviour and the most sensitive stretches of enclosure. Filming systematically avoids the public: it is scheduled outside opening hours, before the first visitors arrive or on the weekly closing day, within the GDPR framework applicable to image capture, particularly where visitors or staff accommodation sit close to the boundary. Flight framework and 2026 pricing
Carried out with no public present on a rural or semi-rural estate, the flight is usually flown under sub-category A3 of the open category, away from anyone not involved in the mission; a park located in a dense urban area, close to housing, may require sub-category A2 or a specific-category scenario. Checking restricted zones beforehand on the Géoportail map remains standard practice, as does up-to-date professional liability insurance.
