Drones and land surveyors: subcontracting photogrammetric capture, prices
French land surveying practices were among the first professional drone users in the country, for good reason: aerial photogrammetry produces in a few hours what days of ground survey struggle to cover. But not every practice should bring the capability in-house — an RTK drone, pilot qualifications, urban flight authorisations and keeping flying skills current are fixed costs that case volume does not always justify. Subcontracting the data capture to a professional drone pilot, under the control and responsibility of the surveyor who remains sole owner of the deliverables, has become a common set-up. Here is how it works, what it changes in a practice's daily routine, and prices observed in 2026.

What the drone changes — and what it does not
Start with what does not change: the drone is a measuring instrument, not a surveyor. Property boundary determination remains the legal monopoly of the chartered land surveyor in France (law of 7 May 1946): a drone pilot does not set boundary markers and produces no legal land document. What the pilot brings is capture capacity: dense, ordered, georeferenced images from which the practice produces its own deliverables — orthophotos, point clouds, digital terrain models, topographic plans.
This division of roles is well established: a study by Manyoky, Theiler, Steudler and Eisenbeiss published in 2011 in the ISPRS Archives already compared drone survey with classic total-station survey for cadastral applications, concluding that accuracy was compatible with Swiss cadastre requirements for a fraction of the acquisition time (see the study on Google Scholar). Fifteen years on, the hardware has matured and the regulations have settled — the reasoning has not moved.
The cases where subcontracting wins
Three families of cases come up constantly. Inaccessible surfaces first: roofs to survey for a rooftop extension, party-wall profiles, façades over narrow courtyards, structures along live roads — everything that would demand a cherry picker or scaffolding photographs from a hover. Large sites next: brownfields, development zones, road corridors, where the drone produces an orthophoto and an even point cloud where ground survey becomes endless. Finally, as-built records and dated condition surveys, where exhaustive photography is worth as much as measurement.
Conversely, a precise interior survey, a simple plot division or a contradictory boundary procedure gain nothing from flying: the drone extends the toolkit, it does not replace it. Accuracy: RTK, PPK and ground control
The conversation between surveyor and pilot revolves around accuracy. An RTK-equipped or PPK-processed drone georeferences its images to a few centimetres; ground control points measured by the practice — which thus keeps metrological control — lock the registration and allow independent checking. The subcontracted deliverable is deliberately raw: geotagged images, trajectories, GNSS observation files, flight report. The photogrammetric processing — aerotriangulation, point cloud, orthophoto, and above all their validation — stays with the surveyor, or with the contractor if the practice explicitly asks, but always under the control of the practice that signs the final plan. This division is what makes the set-up compatible with the surveyor's professional liability.
A subcontract worth writing down
The effective relationship is recurring rather than one-off: the practice lists a pilot — registered as a UAS operator, carrying professional liability insurance, able to fly urban missions in the specific category when a case requires it — and hands over captures as files come in, with a framework agreed once: mobilisation lead times, deliverable formats, client-data confidentiality, image ownership transferred to the practice.
On rich cases the same capture feeds several uses: the point cloud of a built plot serves the surveyor's topographic plan, then, reprocessed, the digital twin the architect or client will ask for. The practice becomes the entry point of a data chain in which drone capture is only the first link — a commercial position often worth more than the saving on the survey itself. Ranges observed in 2026 (excl. VAT), for capture alone:
- One-off photogrammetric capture (plot or building, geotagged images + flight report): €500 to €1,000.
- RTK/PPK capture day (large sites, several locations, GNSS files): €900 to €1,500.
- Capture + full processing (registered orthophoto, DTM, point cloud): €800 to €3,000 depending on area and accuracy requirements.
- Framework agreement (recurring missions, agreed mobilisation lead time): daily rate 10 to 20% lower.
