Drones and Military Zones: No-Fly Perimeters, Regulation and Penalties

A training camp, barracks, firing range or air base run by the French Ministry of the Armed Forces: France counts several hundred military sites, often located in rural areas or on the edge of towns, sometimes just a few kilometres from a farm, a business park or a construction site. For a drone professional — agricultural photogrammetry, construction-site monitoring, industrial thermography, corporate-event filming —, crossing one of these perimeters is never a minor detail: overflight is banned by default, criminally punishable, and governed by a framework distinct from the mobile military air corridors that cross certain mountain ranges. Here is what the regulation requires, how to check a zone before take-off, and what changes for a professional mission planned nearby.

P and R zones around military sites: one legal basis, two different regimes

France counts several hundred sites under the Ministry of the Armed Forces — training camps, barracks, air bases, firing ranges, munitions depots — often located in rural areas or on the edge of towns. Article L6211-4 of the Transport Code, the very same provision that underpins the ban on flying over nuclear power plants, allows the overflight of certain areas of the territory to be prohibited for military or public-security reasons, set out in an order from the minister in charge of civil aviation.

Two regimes coexist under that same legal basis. P (permanent) zones cover fixed sites — camp, barracks, air base, depot — where overflight remains banned continuously, at any altitude a professional drone would use. R (restricted) zones instead surround firing ranges and exercise areas: the ban only applies when they are activated, on a military schedule published in advance. Checking a zone before flying: Géoportail, NOTAM and AlphaTango

The exact outline of every P zone appears on the Géoportail restricted-zone map, to be checked systematically before any mission whose site sits near a known military installation. An R zone's activation, by contrast, cannot be read off a static map: it must be checked day by day via the NOTAMs published by the aeronautical information service (SIA), or directly when declaring the flight on AlphaTango, which automatically cross-checks the declared flight plan against active zones.

This level of scrutiny reflects a context of growing vigilance around sensitive sites: the rise in recent years of unidentified drone incursions over military and industrial installations has fed several parliamentary works in 2025 aimed at strengthening detection and enforcement. A 2020 study by Lykou, Moustakas and Gritzalis, published in the journal Sensors and devoted to defending sensitive air-related sites against malicious drones, surveys detection technologies — radar, radio-frequency, acoustic, optical — and their respective limits against a small unmanned aircraft (see the study on Google Scholar). For a professional flying entirely within the law, the practical consequence is direct: an unidentified drone approaching a military site triggers a rapid response, and the site's operator cannot always immediately tell a declared flight apart from an intrusion.

Penalties: up to a year in prison, the client's liability also exposed

Article L6232-12 of the Transport Code distinguishes two levels of severity, identical to those that apply to other no-fly zones across the territory: causing an unmanned aircraft to overfly a prohibited zone through negligence or carelessness exposes the remote pilot to 6 months' imprisonment and a €15,000 fine; deliberately entering or remaining in that zone raises the penalty to 1 year's imprisonment and a €45,000 fine. As with any no-fly zone, liability is not limited to the remote pilot: the company or local authority that commissioned the mission can also be held liable if it failed to check that the chosen provider knew the zoning.

Military sites also operate detection and, where needed, neutralisation systems against an unidentified drone, independently of any criminal proceedings brought against its operator: an undeclared flight close to a sensitive site therefore carries a double risk, regulatory and operational. Exemptions do exist for specific missions carried out on behalf of the Ministry of the Armed Forces, but they are not part of the open drone-services market and go through their own clearance process, distinct from standard AlphaTango registration.

What this means for a professional mission planned nearby

For the vast majority of drone services — agricultural photogrammetry, construction-site monitoring, industrial thermography, corporate-event filming —, the question is not flying over a military site, but checking that the mission site does not overlap its perimeter. Many French towns host a training camp, barracks or an air base nearby; a farm, a construction site or an industrial site located close by needs to build that check into every quote request, alongside checking that the chosen provider holds up-to-date professional liability insurance.

Request a quote stating the mission site's exact location: a serious provider systematically checks the zoning before confirming a flight, whatever the type of service requested.

Does a drone under 250 g escape this ban? No: as with any no-fly zone, the aircraft's weight does not matter; only the flight's location determines the offence.

How can you tell whether a site is a P zone or an R zone? Géoportail shows the zone type when you click its outline; when in doubt, the prefecture or the site's military operator can be consulted directly.

Can an authorised mission still approach a military site (a power line, a neighbouring construction site)? Yes, but coordination then runs through the prefectural authorities and, depending on the site, the relevant military authority, with time to plan well ahead of the mission; it is not a service offered on a standard quote.

Does this framework also apply to civilian airport zones? Airport zones fall under their own regime, tied to CTRs and approach control zones, distinct from military P and R zones but subject to the same requirement of a prior Géoportail check.
