Drone services in the Bouches-du-Rhône (13): Marseille, Fos, the Calanques and the Camargue — zones, missions and 2026 prices
No other French department stacks so many contradictory layers onto 5,030 km². On one side, France's largest industrial port complex: 10,000 hectares of industrial port zone at Fos, 44 upper-tier Seveso establishments, 70.5 million tonnes handled in 2024 by the port of Marseille-Fos — in other words the densest B2B market in southern France for thermography, stockpile volumetrics and structural inspection. On the other, the only peri-urban national park in Europe, whose core bans all motorised overflight below 1,000 metres, and a river delta listed as a UNESCO biosphere reserve since 1977. In between, a saturated airspace: Marseille-Provence airport and its 11.3 million passengers, the Istres air base with its 5,000-metre runway, the Patrouille de France home base near Salon, and two military restricted areas created by ministerial order. Marignane, Istres, Salon, Les Milles: four airspace layers to check before any date
The department packs an aeronautical stack with no regional equivalent. First layer, civil: Marseille-Provence airport (ICAO code LFML, IATA MRS) at Marignane, 11,281,542 passengers in 2025, France's fourth-busiest airport and second-busiest regional airport, with a main runway 31R/13L measuring 3,440 × 45 metres. Its controlled airspace covers much of the Étang de Berre rim and northern Marseille: a mission in that environment follows the procedure set out in our guide to missions inside an airport CTR, and its limits are read off the aeronautical chart, never estimated by eye.
Second layer, military and heavy: air base 125 Istres-Le Tubé (LFMI), around 2,500 hectares, close to 500 buildings and some sixty organisations, home to the 31st strategic air refuelling and transport wing and its A330 MRTT tankers. Its concrete runway 15/33 reaches 5,000 metres — 3,750 metres plus a 1,200-metre extension built for Airbus in 1992 — making it the longest runway in Europe. The LF-R 108 Istres restricted area was created by the order of 13 October 2008.
Third layer: air base 701 Salon-de-Provence (LFMY), roughly 450 hectares straddling Salon-de-Provence and Lançon-Provence, with three grass runways and one paved runway, home to the Patrouille de France since 1964 alongside the French Air and Space Force aerobatic team. The sector is covered by the LF-R 341 ED restricted area, created by the order of 15 March 2023 within the Marseille flight information region; its lateral and vertical limits, airspace class and conditions of use are published through the aeronautical information service — they are consulted, not inferred.
Fourth layer, quieter but real: the general aviation fields. Aix-Les Milles aerodrome (LFMA), a 1,600 × 30-metre runway aligned into the mistral, serves Aix-en-Provence and its business district; add Salon-Eyguières (LFNE) and Berre-La Fare (LFNR), restricted-use or microlight strips, the latter subject to prior authorisation. None of these four layers can be guessed: the only reliable method is to read the exact address on the Géoportail drone zone map, cross-checked against the aeronautical publication in force.
The Calanques National Park core: the 1,000-metre rule and what it changes for a client
This is the constraint most briefs overlook, and it is uncompromising. The Calanques National Park, created by decree no. 2012-507 of 18 April 2012 and in force since 20 April 2012, is the only peri-urban national park in Europe and the first national park created in mainland France since 1979. Its land core spans roughly 8,500 hectares on the doorstep of Marseille, across the communes of Marseille, Cassis and La Ciotat, and its marine core roughly 43,500 hectares.
The decree bans, except with the authorisation of the director of the public establishment, overflight of the core by motorised aircraft below 1,000 metres above ground level. The park explicitly confirms that drones fall under that ban on the same footing as aeroplanes and helicopters. The two exceptions written into the text do not help drone operators: they cover approach, landing and take-off operations at Marseille-Provence airport, and the daytime visual-flight-rules transit axis "La Ciotat-Cap Croisette-Carry-le-Rouet", provided it is flown one nautical mile from the classified land core and at a minimum height of 500 metres.
In practice: a Calanques overflight is not ordered, it is requested. The open route is the individual derogatory authorisation, which the park issues notably for public-service missions or authorised works — naturalist surveys, footpath erosion monitoring, cliff stabilisation. The buffer area, neighbouring communes and the coastline outside the core remain accessible under ordinary law: that is where, in practice, virtually all the imagery missions in the sector take place, subject to the third-party overflight constraint that a busy coastline imposes.
Fos, the Étang de Berre and Marseille-Fos: the department's real B2B market
This is where most of the professional demand sits. The Grand Port Maritime de Marseille handled 70.5 million tonnes of goods in 2024, France's leading port and the Mediterranean's third by tonnage, including 44.3 million tonnes of liquid bulk — two-thirds of its traffic. Its western basins cover roughly 10,000 hectares of industrial port zone across Fos-sur-Mer, Port-Saint-Louis-du-Rhône, Port-de-Bouc and Martigues; its eastern basins, around 400 hectares, sit inside Marseille itself. In its study no. 115 of May 2023, by Julie Argouarc'h, Frédéric Châtel and Alexandra Ferret, the French statistics institute counted 1,570 establishments employing 42,600 staff excluding agency workers in the Marseille-Fos industrial port cluster, of whom 14,380 in Marseille and 9,360 in Fos-sur-Mer, with a median hourly wage of €17.60, 34 % above the departmental average.
The flipside is regulatory: the department counted 70 Seveso establishments — 44 upper-tier and 26 lower-tier —, 209 classified installations under the registration regime and 378 under the authorisation regime. The Fos / Étang de Berre cluster is the second-largest concentration of Seveso sites in France, behind the Seine estuary, which is why a permanent secretariat for industrial pollution prevention was set up there as early as 1971. The Étang de Berre itself, roughly 155 km², is the largest saltwater lagoon in Europe.
The missions actually commissioned across this perimeter are unglamorous and highly profitable: aerial thermography of tanks, pipe racks and steam networks; orthophotos and volumetrics of bulk stockpiles; surveys of port structures; flare stack inspection timed around a planned shutdown; methane hot-spot screening in support of a leak detection campaign; and, on the neighbouring side, building surveys under a technological risk prevention plan. On that last point, a study by Magnus Gålfalk, Sören Nilsson Påledal and David Bastviken published in 2021 in ACS Earth and Space Chemistry describes a 6.7 kg airborne system measuring methane concentration and wind simultaneously at 1 hertz, with a precision of 0.84 ppb/s, with no supplementary ground instruments at all: horizontal flight patterns to locate sources over large footprints, vertical ones to estimate total flux by mass balance (see the study on Google Scholar). That is precisely the usage profile of a platform such as Fos.
Arles, the Camargue, the Crau and the Alpilles: the department's other half and its own missions
An hour from Fos begins a territory with nothing industrial about it. Arles alone covers 758.93 km²: it is the largest commune in mainland France, about seven times the size of Paris, for 51,811 inhabitants in 2023. Its Roman and Romanesque monuments have been on the UNESCO World Heritage list since 1981 — the amphitheatre, Roman theatre, cryptoporticus, Baths of Constantine, Alyscamps, Saint-Trophime cloister — which puts close overflight of the old centre in the realm of negotiation with the monument managers, on top of the aeronautical question and third-party overflight.
To the south, the Camargue Regional Nature Park covers 86,300 hectares across Arles and Saintes-Maries-de-la-Mer, inside a UNESCO biosphere reserve designated as early as 1977 — one of the first three created in France — which now exceeds 346,000 hectares, including 176,000 in the marine sector. A regional nature park carries no blanket overflight ban, unlike a national park core; the constraint comes from what is layered on top: nature reserves, biotope protection orders, nesting periods. The useful missions here are dyke and salt-pan monitoring, reed bed mapping, population counts, and of course rice farming with multispectral imagery, which we cover in a dedicated guide.
On shoreline and dune-ridge mobility, the drone has proven itself on a comparable Mediterranean delta: a study by Yuri Taddia, Corinne Corbau, Elena Zambello and Alberto Pellegrinelli published in 2019 in Sensors tracked the evolution of embryo dunes in the Po River delta over two years by aerial photogrammetry, showing that repeated drone surveys capture volume and profile changes that conventional campaigns do not record at that frequency (see the study on Google Scholar). The method transfers directly to the Rhône delta.
To the east, the Crau plain produces Foin de Crau, France's only forage with a protected designation: the controlled designation was granted by decree of 31 May 1997 and protected designation of origin status on 24 November 1997, across roughly 10,000 hectares of natural meadow, with some 270 members of the committee created in 1977. North-east of Arles, the Alpilles Regional Nature Park, created on 1 February 2007 over roughly 51,000 hectares, concentrates olive groves and hillside farming. These are three sectors where a repeated aerial survey — cut status, stand heterogeneity, irrigation monitoring — has immediate economic value.
Massifs closed in summer, procedures and 2026 prices for a mission in the Bouches-du-Rhône
One last constraint, seasonal this time, shifts a lot of schedules. Access to the department's forest massifs is regulated by prefectural order until 30 September: since 1 June 2025, a simplified two-colour map — green for access allowed, red for access banned — has replaced the former four-level scale, and it is published every day at 5pm for the following day. The department remains among France's most exposed, with around 250 fire starts a year and 1,900 hectares burnt on average: a drone prevention patrol is therefore coordinated with the fire service, never launched as an isolated initiative. What a drone does not do, and what the client must be told: it does not measure residual steel thickness, it replaces neither inspection by an approved body nor rope-access work, it does not quantify a leak rate to an enforceable figure, it grants no right to enter the Calanques core, and it does not remove the need for the monument manager's agreement over a listed building in Arles. Can the Calanques be filmed by drone?
Inside the park core, no: not below 1,000 metres above ground. Decree no. 2012-507 of 18 April 2012, which created the Calanques National Park, prohibits, except with the authorisation of the director of the public establishment, "overflight of the core at a height of less than one thousand metres above the ground" by motorised aircraft. The park explicitly states that drones are covered on the same footing as aeroplanes and helicopters. The land core covers roughly 8,500 hectares across Marseille, Cassis and La Ciotat, and the marine core roughly 43,500 hectares: which means that nearly all the calanque footage in circulation is either old, illegal, or shot outside the core. The only exceptions in the decree do not apply to drones: they cover approach, landing and take-off operations at Marseille-Provence airport, and the daytime visual-flight-rules transit axis "La Ciotat-Cap Croisette-Carry-le-Rouet", flown one nautical mile from the classified land core and at a minimum height of 500 metres. What remains are the individual derogatory authorisations issued by the park director, typically for a public-service mission or scientific monitoring: a long, reasoned process with an uncertain outcome — never a last-minute form.
How long does it take to prepare a mission on an industrial site at Fos or on the Étang de Berre?
Rarely less than four to six weeks, and airspace is only half the story. On the aeronautical side, the industrial port zone is bounded by the Marseille-Provence airport environment to the north-east and the Istres military areas to the west: the check is done at the exact address, not at commune level. On the site side, an upper-tier Seveso establishment — there are 44 in the department — requires a written prevention plan, a co-activity risk assessment, often personnel clearance and, where the site sits inside a port restricted area, a pass issued under the ISPS port security code. Slots are also constrained by operations: a flare stack inspection is scheduled around a planned shutdown, not around a contractor's diary. Best practice is to raise the need while the shutdown is being planned, six months ahead where possible.
Does a drone replace a regulatory leak detection campaign on a petrochemical site?
No, and this needs to be stated plainly to the client. A regulatory leak detection and repair campaign relies on standardised, component-by-component measurements, with enforceable thresholds and traceability. The drone comes earlier in the chain: it sweeps a large footprint quickly, flags hot spots and points ground teams towards the areas to instrument first. The review by Jacob T. Shaw, Adil Shah, Han Yong and Grant Allen published in 2021 in Philosophical Transactions of the Royal Society A is explicit: drones bring unmatched versatility and manoeuvrability at local scale, but the accuracy of flux quantification is still limited by instrument miniaturisation and by small-scale atmospheric dispersion models (see the study on Google Scholar). In short: locating, yes; putting an enforceable figure on a flow rate, not yet.
