Professional Drone Work in Finistère (29): Navy Airspace, Protected Coastline, Missions and Prices
Finistère is probably the department in mainland France where a drone mission takes the longest to prepare. Three reasons stack up, and none of them is folklore : a permanent no-fly zone covers the Brest roadstead and the western Crozon peninsula from the surface up to flight level 195, close to 6,000 metres ; four aviation platforms — two of them naval air bases — share the sky over the north of the department ; and the coastline layers a marine nature park, a national nature reserve that bans overflight below 300 metres, a UNESCO biosphere reserve and seabird cliffs. On top of which sits a climate producing an average of 68 days a year with gusts above 58 km/h. This departmental guide sets out what is genuinely feasible in the 29, the exact procedure for obtaining French Navy clearance where clearance is possible at all, the missions the local economy actually commissions — the port of Brest and its ship repair yards, floating offshore wind, the Concarneau shipyards, the vegetable belt of the Léon, the seaweed port of the Aber-Ildut, the Cornouaille fishing fleet — and the price ranges observed in 2026. Four sub-regions, one headland, and hours of driving
Finistère covers 6,607 km² across 277 communes, with 933,455 residents in 2023 — a density of 138.6 inhabitants per square kilometre, well above the national average of 107.6. So this is not an empty department : it is a stretched one, whose population is very unevenly spread across four arrondissements. The Brest arrondissement holds 41 % of residents, Quimper 36 %, Morlaix 14 % and Châteaulin 9 %. Brest has 142,346 residents and its metropolitan authority 213,403 ; Quimper 64,385, Concarneau 20,845, Morlaix 15,194.
For a contractor, that geometry has a direct effect on the quote. The four sub-regions are unalike and cannot be chained together in a single day. The Brest area is industrial, port-based and military : naval dockyard, ship repair, the marine-energy polder, the Plouzané science park. Cornouaille, around Quimper, Concarneau, Douarnenez and the Bigouden country, lives off fishing, shipbuilding, food processing and tourism. The Léon, to the north between Morlaix, Landivisiau and Saint-Pol-de-Léon, is a belt of open-field vegetables and farm buildings. Central Finistère, the Monts d'Arrée and the Crozon peninsula, falls largely within the Armorique regional nature park — 125,000 hectares, 44 member communes and four gateway towns including Brest and Landivisiau.
In practice : a quay in the Brest commercial port, a greenhouse at Saint-Pol-de-Léon, a trawler at Le Guilvinec and a chapel in the Monts d'Arrée cannot be covered in the same half-day. An operator working the 29 builds routes by sub-region, not in the order enquiries arrive. On a multi-site contract, that grouping is the single biggest saving available.
The most constrained airspace on the Atlantic seaboard
Let us start with the constraint that dictates everything else. The LF-P 112 Brest prohibited area covers the Brest roadstead and a large part of the Crozon peninsula. One point is very often misunderstood, including by experienced pilots : it extends from the surface to flight level 195, roughly 5,950 metres, and it is permanently active. This is not a "high" zone leaving a free ceiling for drones. The order currently governing it dates from 28 June 2024 and repealed the one of 23 July 2013 ; the boundary is defined by a series of coordinate points, and management sits with the Atlantic maritime area commander in Brest. What the zone protects is anything but anecdotal : the Île Longue operational base, home port of France's ballistic-missile nuclear submarines, and the whole of the Navy's installations in the roadstead. Around that zone, the north of the department stacks four aviation platforms. Brest Bretagne airport (ICAO code LFRB), in the commune of Guipavas 10 km north-east of Brest, sits under a Class D control zone running from the surface to 1,500 ft AMSL, drawn as a polygon of roughly 18 nautical miles by 9 centred on the aerodrome. That CTR is contiguous, to the east, with the Landivisiau CTR — naval air base LFRJ, opened in 1965, whose 2,700-metre runway hosts carrier-borne fighters — and, to the south, with the Lanvéoc CTR and LF-P 112 itself. The Lanvéoc-Poulmic naval air base (LFRL), some 205 hectares on the Crozon peninsula, is a restricted-use military aerodrome home to the French naval academy, its research institute and the naval infantry training centre. Above all this, Iroise approach control manages five TMAs and one CTA, also Class D.
Operational translation : within a Brest — Landivisiau — Crozon triangle, there is barely a single point where you can fly without asking anyone for anything. Either you are in a prohibited area, or in a civil control zone, or in a military control zone. The south of the department is simpler, without being free. Quimper Bretagne airport (LFRQ), in the commune of Pluguffan 5.5 km south-west of Quimper, has had no scheduled commercial service since the end of 2023 — 13,454 passengers in 2025, essentially flying clubs and pilot schools. The classic mistake is to conclude that the constraint has gone : the associated airspace and its control unit still exist, with their own operating hours, and a mission over Pluguffan, Plomelin or the western side of the Quimper conurbation is coordinated exactly as anywhere else. The status applicable on the day of the flight is checked in the AIP, not inferred.
Brest, ship repair and floating wind: the industrial and port missions
The port of Brest handled 2.7 million tonnes in 2024, a third consecutive year of growth: farm commodities, hydrocarbons and biofuels, sand, containers. Ship repair holds a special place there, with more than 1,100 days of dock and basin occupancy over the year and dry dock no. 3, at 420 by 80 metres one of the largest in Europe, run by Damen. Naval Group employs around 2,700 staff across Brest, Île Longue and Le Froutven for the operational maintenance of Navy vessels, submarines included. At Concarneau, the Piriou shipyard — 1,400 staff worldwide, €350 million in 2024 revenue, 66 % military work — is building a first 92-metre offshore patrol vessel and five mine-warfare ships simultaneously. On the marine-energy polder, the InFloW project targets assembling 20 to 30 floating wind turbine hulls a year.
This maritime fabric shares one physical constraint: corrosion. The ISO 9223 standard grades atmospheres from C1 to CX by salinity; within two kilometres of the shore, sites typically sit in category C4 or C5, where steel corrodes several times faster than in an urban area. A study by Luca Paterlini, Andrea Brenna, Fabio Ceriani, Marco Gamba, Marco Ormellese and Fabio Bolzoni, published in 2024 in Materials, compared two years of urban and coastal exposure: carbon steel's corrosion rate was around ten times higher under marine exposure (see the study on Google Scholar). A dry-dock hull survey or a port structure inspection by drone documents that degradation before it turns structural, without tying up scaffolding on a working quay.
Aber-Ildut seaweed, Léon vegetables, fishing: agrifood and coastal wildlife
To the north, the SICA de Saint-Pol-de-Léon, founded in 1961, brings together around 1,000 growers across 16,000 hectares of open-field vegetables and 150 hectares under glass — 168,200 tonnes sold in 2023-2024 under the Prince de Bretagne and Kerisnel brands. At Le Guilvinec, France's leading small-scale fishing port, around a hundred boats land 14,000 to 18,000 tonnes a year. At Lanildut, Europe's leading seaweed-harvesting port, some fifteen boats gather 40,000 to 55,000 tonnes of kelp every summer.
That resource is now mapped by hyperspectral drone: a study by William Diruit, Alexandre Le Bris, Touria Bajjouk, Sophie Richier, Morgan Helias, Thomas Burel, Marc Lennon, Alexandre Guyot and Erwan Ar Gall, published in 2022 in Remote Sensing, mapped about 17,000 m² of rocky shore at Porspoder, in northern Finistère, distinguishing seven seaweed classes with 95.1 % accuracy (see the study on Google Scholar). On the Iroise and Cap Sizun cliffs, home to nesting fulmars, shags and guillemots, a study by Esther Vas, Amélie Lescroël, Olivier Duriez, Grégoire Boguszewski and David Grémillet, published in 2015 in Biology Letters, shows that a vertical approach disturbs birds more than a lateral one, and recommends taking off more than 100 metres from colonies (see the study on Google Scholar) — a useful benchmark well beyond the 300 metre floor the Iroise nature reserve itself imposes.
What to plan for: steps and price of a mission in Finistère in 2026
A mission in the department follows the usual stages — airspace and zone check, LOA/ADV file if a site falls under CECLANT, flight, delivery —, with a wider rescheduling margin than elsewhere: the Brest-Guipavas weather station logs an average of 67.9 days a year with gusts above 58 km/h, and roughly one day a year above 100 km/h. Frequently asked questions
Up to what altitude does the Brest roadstead no-fly zone apply?
From ground level to flight level 195, roughly 5,950 metres, 24 hours a day. That is what the order of 28 June 2024 sets out, replacing the order of 23 July 2013 that created the prohibited area identified as LF-P 112 Brest. In other words, there is no "low" altitude band left free : a drone at 30 metres is inside the prohibited area exactly as an airliner at 5,000 metres is. The zone is managed by the Atlantic maritime area commander, and its exact boundary — defined by a series of coordinate points — must be read on the Géoportail drone restriction map or in the French AIP published by the aeronautical information service, not on a tourist map.
Can a company obtain a waiver to film its site inside a Finistère no-fly zone?
For a communications film, no. The Atlantic maritime prefecture states that since 1 September 2023, waiver requests to enter these zones for promotional stills or video on behalf of private companies are no longer granted. Only flights under the European standard scenarios STS-01 or STS-02 may apply for a flight waiver, and clearance is never a right : each case is assessed individually. In practice, a documented technical inspection commissioned by an identified asset owner has a chance of succeeding ; an institutional shoot no longer does. And in every case the drone must carry an electronic identifier, failing which the application is not even admissible.
Can you fly over the Molène archipelago islands or the Cap Sizun cliffs?
Not freely, and the rule comes with a number. Decree no. 2021-1149 of 4 September 2021, which extended the Iroise national nature reserve to almost all of the Molène archipelago, prohibits overflying the reserve below 300 metres, drones expressly included. At 300 metres a standard sensor no longer yields anything usable for an inspection : the mission therefore has no technical value, absent a scientific authorisation issued by the reserve manager. On the Cap Sizun cliffs, managed by Bretagne Vivante on behalf of the department council, there is no equivalent national altitude floor but there is a clear biological constraint : colonies of fulmars, European shags, guillemots and kittiwakes breed from April to July, and disturbance at that point can knock eggs off the ledges. Any mission in this sector is scheduled outside the breeding season and prepared with the site manager.
