Can a drone fly over the Airbus plants, ONERA or CNES in Toulouse?

No, under no circumstances: these are protected industrial and defence estates, and overflight is strictly forbidden to any civilian drone regardless of the stated purpose. That does not close off the Toulouse market, though: professional demand mostly comes from aerospace subcontractors and the business parks surrounding these sites — workshop roofs, logistics buildings, industrial communication — rather than from the sites themselves.
