Earthworks monitoring on development zones by drone: volumes, price

On a development zone or housing estate, earthworks run to hundreds of thousands of euros and are paid on quantities: cubic metres cut, filled, hauled away, purged. Yet these quantities are traditionally established by the party invoicing them — the earthworks contractor — and verified by sampling, when at all. Drones have changed that balance: a monthly photogrammetric flight produces a complete digital terrain model of the site, and comparing it with the previous state yields the volumes actually moved, everywhere, without interpretation. For the developer it is a payment-control tool; for a serious contractor, indisputable substantiation of progress claims. Method and prices observed in 2026.

The principle: two terrain models, one subtraction

The method fits in one sentence: fly regularly, produce a georeferenced digital terrain model at each pass, and subtract. The difference between two successive states gives, cell by cell, the heights gained or lost — hence the cut-and-fill volumes between the two dates, breakable by zone, by plot or by work type (roads, platforms, basins, bunds). Feasibility was demonstrated early in the 2010s: a study by Sebastian Siebert and Jochen Teizer published in 2014 in Automation in Construction validated drone survey of earthworks sites against traditional GNSS surveys, with deviations compatible with works monitoring for a tenth of the acquisition time (see the study on Google Scholar).

Accuracy is governed as on any photogrammetric mission: RTK/PPK drone, ground control points on sensitive zones, written requirements — our RTK/PPK: when to demand centimetre accuracy guide gives the orders of magnitude. On clean stockpiles and earth movements, the method matches long-proven quarry stockpile volume measurement.

For the developer: checking progress payments

The use that pays for the mission is progress-claim control: each monthly statement from the earthworks contractor is reconciled with the volumes measured by the corresponding flight. Normal deviations get explained (bulking, unplanned purges, grading tolerances); abnormal ones get discussed with figures on the table, before payment — not two years later as a claim. On a package worth hundreds of thousands of euros, avoiding a single dispute funds years of drone monitoring.

The same flight produces the site's monthly orthophoto, which feeds the project far beyond earthworks: steering committees, plot marketing, utility coordination, a record of networks before backfilling. For the contractor: substantiating rather than enduring

The drone is not the client's weapon alone. Equipped earthworks contractors — in-house or through a provider — use the same models to substantiate their claims, detect contract under-measurements early (unforeseen rock excavation, a purge that keeps growing), and document the platforms' condition when handing over to following trades. The platform acceptance flight — level conformity with the design, cell by cell — avoids the classic dispute with the roads-and-networks or building contractor who "finds the platform high".

The useful organisational point: client and contractor should agree at the start on a common protocol — flight frequency, required accuracy, volume calculation method, deliverable formats — rather than each flying their own drone. Flight rules on a development site

A development zone under works is rather drone-friendly terrain: fenced perimeter, limited and briefed personnel, overflight of involved persons only. On the urban fringe, flights fall under the open category or built-up area scenarios as the case may be; proximity to an aerodrome, common in business parks, is handled by protocol. Flights are short — thirty to sixty minutes per pass for a typical phase — and scheduled in the site's quiet hours so nothing stops.

The data deserves the same rigour as on any mission: the site often borders housing, and the orthophoto is not meant to document neighbouring gardens.
