France's tertiary decree: drone thermography to target energy retrofits

France's tertiary-sector energy scheme — from decree no. 2019-771 of 23 July 2019, the "décret tertiaire" — requires tertiary-use buildings of 1,000 m² and above to cut energy consumption by 40% by 2030, 50% by 2040 and 60% by 2050 against a reference year, with annual reporting on ADEME's OPERAT platform. For managers of offices, retail, schools or warehouses, the question is no longer "should we retrofit?" but "where do we start?". Aerial drone thermography answers exactly that: in one winter flight it shows where the envelope loses its heat — roofs, facades, thermal bridges — and turns a theoretical works plan into a documented priority list. What the decree changes for building managers

The scheme covers owners and tenants of tertiary floor areas of 1,000 m² and above — offices, education, retail, logistics, healthcare, hotels, public buildings. Each year, actual consumption is reported on OPERAT; targets can be met either in relative terms (-40/-50/-60% versus the reference) or in absolute values per activity category. Non-compliance exposes to formal notice, name-and-shame publication and an administrative fine — modest in amount, but the real stakes lie elsewhere: the green value of assets, leases and tenants' growing requirements.

To hold the trajectory, the classic levers stack up: system tuning, relamping, controls — then, inevitably, the envelope. It is the most expensive item, so the one where getting priorities wrong costs most. Insulating a roof that leaked little while the facades bled heat ties up the budget without moving the OPERAT figures. Hence the value of objectively measuring the envelope's real thermal condition before deciding.

What drone thermography shows — and does not

On a cold winter morning, building heated, the thermal drone maps the envelope's losses: roof areas where insulation is missing, compressed or wet, thermal bridges at parapets and slab edges, delaminated facade panels, leaky joinery, heat distribution runs abnormally warming a zone — the same principle as our flat roof leak detection guide, wet insulation revealing itself by its thermal inertia. The aerial viewpoint covers, in an hour, entire roofs and facades a ground-held camera would only see in fragments.

The approach sits within a documented movement: a review by Rakha and Gorodetsky published in 2018 in Automation in Construction synthesises drone uses for building inspection and proposes automated aerial thermography protocols for envelope audits (see the study on Google Scholar). The limits, said honestly: thermography qualifies and localises, it does not compute a thermal resistance nor replace the statutory energy audit — it is its scout, saying where to focus investigations and works.

Flight conditions and how a mission unfolds

Envelope thermography has its rules: a gap of at least 10 to 15 °C between heated interior and exterior, an early-morning flight before the sun warms surfaces (or overcast weather), light wind, and dry surfaces — a wet roof evaporates and skews everything. The useful season runs November to March. The flight combines nadir passes over roofs and slightly oblique facade runs, in simultaneous visible and thermal: the visible image tells a real thermal anomaly apart from a mere material change or reflection.

The deliverable: a thermographic report locating each anomaly on a plan, with radiometric thermograms, a thermal roof orthophoto where relevant, and zones ranked by severity. That document slots directly into the energy audit file, the multi-year works plan or the contractor consultation — and serves as the baseline to verify, after works, that the fix is effective.

A tool for property companies, local authorities and multi-site estates

The drone's economics shine on multi-site estates: a retail property company, a social landlord, a local authority with its schools, sports halls and offices can have a dozen sites surveyed within the same cold week, with a consistent report that compares buildings against each other and allocates budget where the gain per euro is highest. It is the same campaign logic as the municipal orthophoto: pooling mobilisation to drive down unit cost.
