Hosting a drone mission on an industrial site: prevention plan, coactivity, checklist

The quote is signed, the pilot is qualified — one step remains, which clients often discover at the last minute: bringing a drone onto a working industrial site falls under the ordinary French rules for outside-contractor interventions. Joint prior inspection, prevention plan, work permits, coordination with production and other contractors: this HSE machinery, well-oiled for scaffolders and rope access teams, applies to drones with a few specifics (lithium batteries, radio link, overflight of installations). Why a drone flight triggers a prevention plan

Whenever an outside company works inside an operating establishment, French labour law requires a joint analysis of interference risks between activities — coactivity. A written prevention plan is mandatory for dangerous work listed by ministerial order or above an annual volume of hours; in practice, large industrial sites require it systematically, whatever the duration. A drone mission adds its own risks: the machine falling onto installations or people, lithium batteries (transport, charging, storage), radio link interference with site equipment, distraction of ground operators.

This framing is not a French quirk: John Howard, Vladimir Murashov and Christine Branche of the US NIOSH (occupational safety institute) published the reference article on drones and worker safety in 2018 in the American Journal of Industrial Medicine, concluding that the benefits (less work at height) only materialise when the drone's integration into site safety procedures is formalised (see the study on Google Scholar). A contractor at home in industry arrives with a file ready to append to the prevention plan: a flight risk analysis (trajectories, ground exclusion zones, link-loss and emergency landing procedures), aviation liability insurance certificates, pilot qualifications, a battery procedure (on-site charging or not, fire-resistant transport bags), and where relevant the site-specific safety credentials (GIES/N1-type inductions) that some chemical and petroleum platforms require of every contractor. Impact on lead times and budget

On an ordinary industrial site, the full machinery — joint inspection, prevention plan, permits — absorbs into one to two weeks when started at order time; on SEVESO sites and platforms with specific credentials, allow three to six weeks, the time for access training if the contractor is not already inducted. On budget, HSE preparation typically represents half a day to a day of work on top of the flight: depending on the case it is included in the mission price or billed at 10 to 20% of the amount — serious quotes show it explicitly.
