Property valuation: what a drone survey adds to the valuation report, price
A property valuation report is only as solid as the facts it records. The valuer describes an asset, its surroundings and its apparent condition, then derives a value using standardised methods: it is the descriptive part that gets read line by line when a valuation is challenged. Yet that description still often rests on ground-level photographs, a cadastral extract and what the owner says. A drone survey changes nothing about the valuation method: it changes the quality of the factual material feeding it — a georeferenced orthophoto dated the day of the inspection, the real ground footprint, the immediate surroundings, the apparent condition of roofs and facades, access arrangements. The 6th edition of France's valuation charter, published on 4 November 2025, devotes a chapter to valuation-support technologies while restating that they remain tools serving the valuer's judgement. This guide sets out exactly where an aerial survey fits into a valuation report, what it never replaces, and the prices charged in 2026.

The valuation standards framework in 2026
In France, property valuation is not a profession governed by a single statute: it self-regulates around the Charte de l'expertise en évaluation immobilière, a reference framework created in 1990 that has become the profession's shared ethical and methodological base. Its 6th edition was officially published on 4 November 2025; it is the collective work of 17 signatory organisations, and only valuers who are members of one of them may claim compliance with it. The edition introduces, among other things, prudent value (property value), aligned with TEGoVA's EVS 2025, a residual use value for assets threatened by coastal erosion, a grid of key environmental indicators reflecting the entry of ESG criteria into valuation, and a full chapter on valuation-support technologies stating plainly that the tool never substitutes for professional judgement.
Two further bodies of standards sit above this national framework. TEGoVA's European Valuation Standards (EVS 2025, 10th edition), approved in May 2024 and in force since 1 January 2025. And the RICS Valuation – Global Standards, the "Red Book", whose edition in force since 31 January 2025 incorporates the International Valuation Standards and, for the first time, makes ESG considerations mandatory: the valuer must record relevant ESG data and assess its potential impact on value.
Some valuations are imposed by law. Article R. 214-157-1 of the French monetary and financial code provides that each property held by an SCPI (a French listed-property collective investment vehicle) is formally appraised every five years — reduced to three years for variable-capital SCPIs, or fixed-capital ones during a capital increase — with the market value updated by the valuer every year, and every half-year in those same cases. The external valuation expert operates under conditions set by the code and by the AMF general regulation, their candidacy being submitted to the regulator. For a management company having several dozen assets revalued each year, the question becomes very practical: how to document the condition of a portfolio to a fixed deadline without disproportionate means.
What an aerial survey evidences in the descriptive part of the report
Value is inferred; facts are recorded. A thirty-minute flight over an asset produces four items a report can annex as they are.
- The real footprint and ground area. A georeferenced orthophoto, tied to control points, allows a built footprint, a car park, a logistics yard or an undeveloped land reserve to be measured and compared with the cadastral plan. Discrepancies between the cadastre and reality — an undeclared extension, a lean-to, an encroachment, a plot partly occupied by a neighbour — are common on older assets and bear directly on the analysis.
- The immediate surroundings and nuisances. Vertical and oblique views document what borders the asset: a railway line, a trunk road, a high-voltage line, neighbouring industrial activity, brownfield land, overhanging vegetation, facing windows. All are matters the valuer weighs, but which must first be established.
- Access and servicing. On a warehouse or light-industrial unit, the actual geometry of heavy-goods access, the available turning radius, the number of docks and the depth of the manoeuvring yard drive lettability — and therefore the market rental value adopted.
- The date. A time-stamped image set fixes the property's condition on the day of inspection. That is the difference between a report illustrated with photographs of uncertain origin and one whose annex can be dated.
The research literature confirms that these visual characteristics carry real economic information. A 2019 study by Stephen Law, Brooks Paige and Chris Russell in ACM Transactions on Intelligent Systems and Technology shows that adding features extracted from aerial and street-level imagery to a conventional hedonic model — age, floor area, accessibility — improves house-price prediction in London, including in boroughs held out of training (see the study on Google Scholar). Earlier work by Archith Bency and co-authors, presented in 2017 at the IEEE Winter Conference on Applications of Computer Vision, had already established that neighbourhood information contained in vertical imagery carries part of the price signal usually captured by spatial models alone (see the study on Google Scholar). These papers plainly do not claim an image replaces a valuer: they confirm that what is observable from above is an explanatory variable of value, and therefore a fact a report is better off establishing than assuming.
Roofs, facades and solar potential: the line item that moves market value
On an office asset, a logistics warehouse or an income-producing building, the roof is the heaviest repair item and the least observable from the ground. A covering at end of life, degraded parapets, waterproofing patched in successive layers, asbestos cement sheeting, cracked rooflights, blocked outlets: each of these findings translates into a repair provision, and therefore a direct adjustment to the value adopted. A valuer with no roof access must fall back on standard caveats; a valuer holding a roof orthophoto and oblique facade views can describe what was seen and calibrate the caveat.
The method is documented. A 2022 study by Suzana Draganić, Srđan Popov and co-authors in Applied Sciences describes an assisted inspection of inaccessible facades combining drone, tacheometry and photogrammetry: it produces an orthofacade, a single geometrically corrected image of the whole elevation on which true distances can be measured, so defects can be located and sized rather than merely mentioned (see the study on Google Scholar). That is precisely the deliverable a valuation report can annex.
Two dimensions have been added recently. The first is environmental: now that the Red Book requires ESG data to be recorded and the French charter has introduced its environmental indicator grid, the condition of the building envelope stops being a mere repair topic and becomes a valuation input. The second is the photovoltaic potential of roofs: usable area actually available once technical housings are deducted, orientation, shading cast by neighbouring buildings or vegetation. What the drone does not do — and why that is the key point
An aerial survey determines no value. It does not choose a method, select comparables, set a yield or judge the lettability of a location. The 6th edition of the French charter states this about valuation-support technologies in general: they are tools serving the valuer, never a substitute for professional judgement. The same principle applies word for word to drone imagery.
Nor does it replace:
- the Carrez measurement (article 46 of Law n° 65-557 of 10 July 1965) or the habitable area stated in a residential lease: these are internal areas, measured room by room, and no aerial view produces them;
- the statutory technical surveys — asbestos, lead, electrical, gas, energy performance — which require certified diagnosticians and a standardised protocol;
- examination by a qualified structural professional of a structure, roof frame or foundation: a drone shows an apparent defect, it does not establish its cause;
- the valuer's own inspection. Interiors, tenancy schedules, leases, occupancy and finish quality are not visible from the sky.
Its status is therefore precise: it is an annex to the report, dated and georeferenced, documenting external findings. Where the matter is contentious — a dispute between shareholders, a court-appointed expert assignment, a disagreement over a schedule of condition — imagery alone does not amount to proof: the appropriate framework is a formal record drawn up by a public officer, described in our guide to drone evidence and bailiff reports. Method and 2026 prices
The mission fits the valuer's timetable, not the reverse: the flight is ideally scheduled for the day of the inspection, so that the photographic annex and the on-site findings carry the same date. A typical flight plan combines a vertical strip for the orthophoto and footprint calculation, an oblique orbit for facades and surroundings, and a close pass over the roof. The output useful to a valuation report comes down to three items: a georeferenced orthophoto with a scale bar, a plate of annotated oblique views, and a findings note listing external observations with their location. Across a portfolio, grouping several assets in the same area cuts the unit cost.
