Wetland mapping by drone: pre-delineation, water law files, price
Few subjects stall French development projects like wetlands: filling, draining or sealing one falls under the water law regime, with a declaration from 1,000 m² destroyed and full authorisation beyond a hectare — plus the duty to avoid, reduce, then offset. Yet their regulatory delineation rests on precise soil and vegetation criteria established in the field, auger boring and botanical survey in hand. The drone replaces neither the soil scientist nor the botanist: it hands them — and the project owner — the map that makes their work more accurate and faster. Wetlands: precise regulatory criteria
Since a 2019 law, a French wetland is characterised by alternative criteria: hydromorphic soils or hygrophilous vegetation suffice, following the technical rules of the amended order of 24 June 2008 (lists of habitats, indicator species and soil types). The regulatory crux is heading 3.3.1.0 of the water law nomenclature: draining, flooding, sealing or filling of wetlands — declaration between 0.1 and 1 ha, authorisation beyond. Add the water management plans' inventories, local plan overlays and the avoid-reduce-offset sequence, with offsets often required at 150 or 200%.
Concretely, the legally binding delineation is decided in the field, point by point. But where to bore, across tens of hectares? That is the question aerial mapping transforms: it replaces a blind grid with sampling guided by visible clues — and documents the whole footprint, not just the visited points.
Micro-topography and vegetation: the clues seen from above
Two products of the photogrammetric flight speak directly to the surveyor. The digital terrain model, accurate to a few centimetres, reveals micro-topography: closed depressions, old ditches and drains, potential stagnation zones no standard map shows — priority targets for soil borings. The high-resolution orthophoto, ideally complemented by a multispectral camera, draws the vegetation gradients: rushes, sedges, willow stands and other hygrophilous formations stand out by texture and spectral signature, tracing habitat boundaries the eye struggles to follow in tall fallow.
The method is validated in the literature: a study by Boon, Greenfield and Tesfamichael presented at the 2016 ISPRS congress showed that drone photogrammetry can assess and delineate wetlands at a level of detail beyond conventional aerial data, to the direct benefit of their management (see the study on Google Scholar). In France, this drone pre-zoning is used as a working hypothesis that field protocols confirm or correct — that combination saves time without weakening the file legally.
From the water law file to restoration monitoring
In a water law file, drone mapping documents the baseline of the footprint and its surroundings, supports the avoidance case (layout variants over the orthophoto), and precisely quantifies the impacted areas — those that trigger the declaration or authorisation regime and size the offset. Around this regulatory core, uses extend: wetland inventories for local authorities and river basin syndicates, monitoring of restored reedbeds and marshes, associated wildlife counts, and coupling with bathymetry for adjoining water bodies. Mind the flight framework too: many notable wetlands sit in nature reserves or Natura 2000 sites with their own restrictions — the pilot checks protection orders and consults the site manager, as for any mission in a protected area.
