Bird Hazard and Drone Deterrence: Airfield, Industrial Site, Landfill, Method and Price

A gull colony that has nested for three springs running on a logistics warehouse roof, a landfill cell covered in seabirds the moment the tipping face opens, a regional airfield whose wildlife hazard programme has reached the limits of what cannons and pyrotechnics can achieve : outside farming, demand for drone bird deterrence comes from operators who have already tried everything and are looking for a stimulus birds have not yet learned to ignore. That demand is real, but it runs into two frameworks far stricter than a vineyard's : civil aviation rules as soon as you approach a runway, and species protection law as soon as you target a protected bird. Here is what the drone genuinely brings, which sites take it most easily, what research says about its effectiveness and its wear, and at what price.

Wildlife hazard at an aerodrome: an operator obligation, not an option

A bird strike on take-off or landing remains one of the most mundane and most expensive risks in airport operations. France's transport ministry reports more than 900 confirmed wildlife strikes a year in civil aviation, around 7 % of them classed as serious ; the civil aviation technical service (STAC) publishes an annual statistical bulletin on these events, fed by the safety occurrence reports filed by airport stakeholders.

The French framework was overhauled in 2024 : decree n° 2024-545 of 13 June 2024 and the order of 13 June 2024 on wildlife hazard prevention at aerodromes replaced the order of 10 April 2007, which still used the older French term for bird hazard, and set the implementing rules for articles D. 6332-29 to D. 6332-46 of the transport code. The principle is straightforward : the aerodrome operator draws up, implements and maintains a wildlife hazard prevention programme covering assessment and monitoring of the hazard on the aerodrome and on neighbouring land, then defines intervention procedures.

The means expected are first those of the ground, not the air : suitable fencing, management of grassed and wooded areas, treatment or removal of wetlands, control of crops and grazing, collection of animal carcasses — plus mobile deterrence equipment such as fitted vehicles, distress-call generators, signalling firearms, binoculars and capture gear, and trained staff, with initial training, platform-specific local training and periodic refreshers. Depending on the aerodrome's size and traffic, these duties may be carried out by a dedicated service or, under the conditions set by the order, by the aircraft rescue and firefighting service (SSLIA) staff. The drone appears on none of these lists of required means : at best, it can only be an additional tool folded into the operator's programme.

Flying on an airport platform: the constraint to state up front

Let us say it plainly : a bird-deterrent drone does not deploy on an aerodrome the way it deploys at the edge of a vineyard plot. Flying inside an aerodrome control zone (CTR) is prohibited by default and requires prior clearance from the air traffic service unit, the AFIS provider or, failing that, the aerodrome operator — a procedure and timeline detailed in our guide to a drone mission inside an airport CTR. An airside intervention adds a whole further layer : restricted-area access, inclusion of the tool in the intervention procedures of the prevention programme, permanent coordination with the tower, immediate clearing rules whenever an aircraft moves. The paradox is owned rather than hidden : an uncrewed aircraft is being brought onto the platform to reduce the risk of collision with another aircraft.

In practice this means the service is never an off-the-shelf one, and that no serious provider can sell it as a flat-rate package without having built the case with the operator and the civil aviation authority. It also means the drone arrives as a complement — never a replacement — to the means already in place : habitat and grass-height management, fencing, acoustic deterrence with distress calls, pyrotechnics, and at several French platforms falconry with raptors and their handlers. None of these disappears because a drone flies.

Where the drone most easily finds its place around an airport perimeter is in fact away from the runway strip : on the neighbouring land the prevention programme is precisely required to monitor — ponds, wasteland, tips, attractive crops, nearby landfills — where the aim is to shift roosts and loafing sites before they generate daily commutes across approach paths. Landfills, agri-food, logistics roofs: where demand is real and the framework simpler

Most non-agricultural drone deterrence missions actually take place on ordinary industrial sites, with no controlled airspace overhead. The most common cases :

On these sites the drone has no air traffic to fit into ; it does have to fit into a working industrial site, with a prevention plan, coactivity rules and exclusion zones. The mission logic is close to that of a patrol round, presented on our drone security and surveillance page : repeated passes, timing tuned to bird behaviour, a written report after each campaign.

One point of vocabulary is worth settling for an operator comparing quotes : on these sites the realistic aim is not to eliminate birds but to displace a habit — discourage a roost or a breeding colony from establishing, break a loafing routine, protect a specific window of activity. Lasting elimination is a matter of site design, not of flying.

What works, what wears off: habituation, varied stimuli, thermal scouting

Research is clear on one point : an off-the-shelf drone, on its own, is not inherently frightening. A study published in 2020 in The Condor: Ornithological Applications by Conor C. Egan, Bradley F. Blackwell, Esteban Fernández-Juricic and Page E. Klug compared how red-winged blackbirds reacted to three platforms : a predator model, a fixed-wing resembling an aeroplane and an off-the-shelf multirotor. The result cuts against the sales pitch : facing the multirotor, not a single bird took flight and only one alarm-called, whereas the predator model triggered alert behaviour some 13 seconds earlier and twelve times more alarm calls. The authors explicitly recommend adding further stimuli if a drone is to be used as a frightening device (see the study on Google Scholar).

Conversely, a platform designed to mimic a predator performs markedly better. The study by Rolf F. Storms, Claudio Carere, Robert Musters, Hans van Gasteren, Simon Verhulst and Charlotte K. Hemelrijk, published in 2022 in the Journal of The Royal Society Interface, tested a flapping-wing glider mimicking a peregrine falcon (the "RobotFalcon") in the Netherlands on flocks of corvids, gulls, starlings and lapwings : half the fields were cleared within 70 seconds against 100 seconds with a conventional drone, and starling and lapwing flocks stayed away for a median of 4 hours and 3 hours, against 1.8 and 1.1 hours respectively for distress-call broadcasting, the best of the conventional methods compared. Crucially, no habituation was detected over three months of fieldwork (see the study on Google Scholar).

Three operational lessons follow. First, appearance and flight path matter as much as presence : a raptor silhouette, stooping approaches, distress-call playback, systematic variation of axes and timings. Second, repetition with monitoring beats a one-off intervention — a report per pass, with estimated numbers and the location of loafing sites, shows whether pressure is genuinely falling or whether the birds have simply moved two hundred metres. Third, the thermal camera pays off upstream : at dawn and dusk it locates roosts and flight lines far better than ground observation, on the same principle as drone wildlife counting. Protected species and nesting periods: the framework to check before flying

This is the point most often skipped in quotes, and the one most likely to stop a campaign. Many of the birds involved in industrial bird hazard are protected species : the herring gull, yellow-legged gull, lesser black-backed gull, great black-backed gull and the smaller gulls all appear on the list set by the order of 29 October 2009 on the protection of birds across French territory. That order prohibits, among other things, destroying or removing eggs and nests, capturing specimens, and intentional disturbance of the birds, particularly during the breeding and dependency period, "insofar as the disturbance compromises the proper accomplishment of the biological cycles of the species concerned".

That last clause is decisive : it explains why an isolated drone pass over an industrial site is generally not analysed in the same way as a systematic deterrence campaign aimed at an identified breeding colony. In practice, several State services take the view that organised, repeated deterrence of a protected species requires a derogation under article L. 411-2 of the environmental code, granted by the prefect after processing by the regional environment authority (DREAL) : DREAL Normandie, for instance, has opened a dedicated online procedure for egg-sterilisation and/or herring gull deterrence requests. Other texts frame specific cases, such as the order of 19 December 2014 on gull egg sterilisation in urban areas, or the order of 13 February 2015 on derogations granted by prefects to ensure aviation safety. Not every bird falls under this regime : feral pigeons, carrion crows or common starlings are governed by different statuses that vary by department and by the orders in force.

Three habits follow before any campaign. Identify the species actually present, ideally with an ecologist or the local naturalist association, rather than talking about "gulls" in general. Avoid, absent an explicit derogation, intervening in the middle of the nesting period — spring and early summer for rooftop gulls — and favour action before pairs settle, which is both more effective and less legally exposed. Lastly, let the site operator carry the administrative process, since it is the party responsible for the activity : the drone provider flies a mission, it does not hold the derogation. Method, flight framework and prices

A serious campaign starts with scouting, not with a deterrence flight : half a day on site, with one dawn and one dusk pass, visible and thermal cameras, to locate roosts, flight lines, feeding points and nesting areas, then identify the species present together with the operator. That scouting produces a written campaign plan : time slots, varied flight axes, combined stimuli (silhouette, flight path, sound playback where the context allows), take-off points, exclusion zones and monitoring indicators. Then comes the phase of repeated passes, with a report after each intervention and an end-of-campaign review. Without that measurement, there is no way to say whether the set-up works or simply pushes the problem next door.

On the flight framework : on a standard industrial site outside controlled airspace, the mission is flown in the open category, with an operator registered on AlphaTango, a remote pilot holding the corresponding certificates and professional liability insurance ; site access follows the usual prevention-plan and coactivity rules. As soon as an aerodrome control zone is involved, prior aeronautical clearance becomes mandatory and drives the whole schedule. Finally, if the target species is protected, the derogation question must be settled with the operator before the first flight.

Frequently asked questions

Can a bird-deterrent drone be flown on an airport platform ?

Not freely. Flying inside an aerodrome control zone requires prior clearance from the aeronautical body managing it, and any airside intervention additionally requires being written into the operator's intervention procedures with permanent coordination with the tower. In practice, the most realistic missions cover the neighbouring land and the attractive sites around the platform first, rather than the runway strip itself.

Does the drone replace falconry and acoustic deterrence ?

No. At an airfield as on an industrial site, it is added to an existing set-up — habitat management, fencing, distress calls, pyrotechnics, falconry — none of whose regulatory functions it takes over. Its value lies precisely in adding one more variation to a set of stimuli that birds always end up habituating to.

Is authorisation required when the target birds are a protected species ?

Often yes. Gulls are among the birds protected by the order of 29 October 2009, and a repeated deterrence campaign may be analysed as intentional disturbance requiring a prefectural derogation processed by the regional environment authority (DREAL). Several French regions have opened a dedicated application procedure for such requests : the question is settled with the operator before the mission, not after.
