Poultry farm biosecurity by drone: monitoring a flock without crossing the airlock, regulations, price

On a poultry farm, the first rule of biosecurity fits in one sentence: every human entry is a risk. Boots, coveralls, equipment — anything that crosses the sanitary airlock can carry highly pathogenic avian influenza (HPAI) from the outside, where the virus circulates among wild birds, into the farm building. That is why farmers keep visits — technicians, delivery drivers, the vet — to the strict minimum during watch periods. Drones occupy a particular place in that logic: flown from outside the perimeter fence, they inspect buildings, outdoor ranges and surroundings without adding a single entry to the biosecurity log. Here is what the 2026 regulations require, what a flight actually lets you check, and what it costs.

Avian influenza in France in 2026: risk zones and confinement

France's regulatory framework rests on the order of 25 September 2023 on surveillance, prevention, control and vaccination measures against HPAI, complemented by the order of 29 September 2021, which defines two types of zones: the zone at particular risk (ZRP), where natural conditions — a migration corridor, a wetland favoured by resting wild birds — raise the risk of a farm being contaminated, and the zone at risk of spread (ZRD), where a high density of poultry farms favours transmission from one farm to another once the virus is introduced. A large part of western and south-western France, historically the densest poultry-farming basins, is classified as ZRD.

The ministry in charge of agriculture regularly sets, by order, the national risk level — negligible, moderate or high — based on the epizootic situation among wild birds across Europe. Confinement, sheltering or netting outdoor ranges is only mandatory in ZRP and ZRD zones from the moderate level upward; the level was lowered to negligible by an order of 22 May 2026, effective since 2 June, following a decline in wild-bird cases and the end of spring's northbound migration. This classification is continually reassessed: vigilance has historically risen again each autumn with the return of migratory birds, which makes biosecurity an ongoing effort rather than a one-off constraint.

The biosecurity principle: every human entry counts

A poultry biosecurity plan rests on a principle simple to state and demanding to uphold: minimise the number of people, vehicles and equipment that cross the line between the outside — where wild birds circulate — and the inside of the farm. Every visit, in theory, follows a strict protocol: changing boots and coveralls at the sanitary airlock, disinfecting hands, sometimes a waiting period before moving on to a second site. A maintenance technician, a feed delivery driver or even the vet each add a potential crossing point, even while scrupulously following the protocol.

Drones change that equation on one specific point: a visual inspection of the building, the roof, the surroundings or the outdoor range no longer requires a person to cross that line. For a check that, on the ground, would require an extra entry in the biosecurity log, that is a point a farmer can raise with their sanitary vet and with the inspectorate (DDPP) during an audit.

What a flight detects: fever, wild birds, range integrity

The onboard thermal camera finds a precise use here, documented by veterinary research: a 2021 study in Frontiers in Veterinary Science by Noh, Kim, Lee, Kim, Kim, Youk, Song and Nahm shows that the maximum surface temperature of chickens and ducks experimentally infected with HPAI rises measurably at least 24 hours before the first clinical signs appear, and that thermal imaging is a promising tool for early remote screening, applicable on farms (see the study on Google Scholar). A regular thermal flyover of an outdoor range or a ventilated building does not replace the farmer's daily clinical monitoring, but can act as an early-warning complement, much like the drone thermal livestock monitoring already used on other types of farms.

The second benefit concerns the farm's surroundings rather than the animals themselves: spotting wild waterbirds — ducks, geese, waders — on ponds, retention basins or wetlands immediately next to the site. A 2022 study in Transboundary and Emerging Diseases by McDuie, Matchett, Prosser, Casazza and co-authors, using GPS telemetry on wild ducks along the Pacific Flyway, documented their repeated presence in or immediately near commercial livestock facilities, drawn by water points and available food resources on site (see the study on Google Scholar). A scouting flight over neighbouring ponds and ditches, without even flying over the farm building itself, lets the operator know whether wild birds are frequenting those water points and step up vigilance accordingly — a use close to the one detailed in our guide on drone wildlife counting. Finally, a wide shot of the outdoor range makes it possible to check the integrity of the anti-intrusion netting or fencing required in ZRP and ZRD zones from the moderate level upward, without walking every metre of fence line in person.

Flight rules around a farm

On the practical side, the pilot plans the flight so as never to need to enter the sanitary airlock: take-off and landing happen outside the perimeter fence, coordinated beforehand with the farmer to know feeding times and where the birds are most densely grouped, so the flight altitude does not disturb the flock. Does the drone replace the sanitary vet's visit? No: it complements mandatory clinical monitoring without replacing it, adding early remote screening.

Is special authorisation needed in a ZRP or ZRD zone? There is no drone-specific regime; the usual open or specific category framework applies, with extra care if the site borders a Natura 2000 area.

Does the drone stress the flock? A flight kept at a distance and a reasonable altitude, outside take-off/landing near the animals, generally disturbs a flock less than a ground visit; the farmer remains the best judge of their animals' behaviour and can adjust flight altitude accordingly.

Does this also apply to small farms or backyard flocks? The confinement rules apply as soon as poultry is kept, including backyard flocks; drone monitoring nonetheless remains mostly relevant for sites large enough to justify a professional service.
