Business park (ZAE) inventory by drone: method, price
Business parks — industrial, retail, craft and logistics estates — concentrate a huge share of France's urbanised land, and local authorities' knowledge of them often dates back to their creation. The 2021 Climate and Resilience Act changed the game: each inter-municipal authority must keep an inventory of its business parks and update it at least every six years, while the national "no net land take" objective pushes towards densifying existing estates rather than opening new ones. Yet surveying a business park from the street is slow and incomplete: rear plots, roofs, outdoor storage and leftover land can only be seen from above. Here is what a drone campaign brings to a business park inventory, how it unfolds, and prices observed in 2026.

The inventory obligation plays out on the ground
The inventory required by the 2021 Act is not just a list of estates: it records, zone by zone, the businesses present, plot occupancy and vacancy. This baseline then feeds densification strategies — the central issue under the "no net land take" objective, since requalifying an under-occupied estate avoids converting farmland. Many authorities built a first inventory from declarative data and land registry files; the periodic update is the opportunity to consolidate it through direct observation.
The problem is scale: an average conurbation has dozens of estates covering hundreds of hectares. Field visits see street frontages, not the rear of plots; institutional orthophotos, often two or three years old, miss recent changes — an extension, outdoor storage overflowing, an abandoned building. That is exactly the gap a drone campaign fills, as with brownfield sites, whose inventory follows the same logic.
What the drone delivers: fresh orthophoto, actual occupancy, vacancy
The core deliverable is a high-resolution orthophoto of each estate — a few centimetres per pixel, dated to the month of the mission, ready for the authority's GIS. On this image, the economic development officer reads what no database tells them: plots actually built on, outdoor storage areas, under-used car parks, grassed-over leftovers, buildings whose roof betrays abandonment. A review by Francesco Nex and Fabio Remondino published in 2014 in Applied Geomatics established the maturity of drones for 3D mapping and orthophoto production over extended sites (see the study on Google Scholar) — the same technical building block as the municipal orthophoto.
From this baseline, several inventory indicators are computed directly: land occupancy rate, areas available for densification, internal road lengths, and even counting parked vehicles as an indicator of businesses' actual activity.
The invisible land: roofs, densification, solarisation
A business park does not densify only at ground level. Roofs represent dozens of hectares of usable surface: solarisation and greening obligations on large retail and logistics roofs keep tightening, and authorities and estate managers want to identify the photovoltaic potential. The orthophoto and 3D model from the same drone campaign measure roof areas, orientations and obstructions (plant rooms, skylights, technical equipment) — the prerequisite for the studies we detail in our roof survey before solar panels guide.
The same campaign also reveals management black spots: illegal dumping at the back of estates, degraded green spaces, open fences. All of it feeds the "requalification" chapter of the inventory and discussions with owners.
Method and regulations: flying over a working estate
A business park is a populated environment on weekdays: the pilot plans flights under the specific category or in quiet slots, checks the airspace map (many estates sit next to an aerodrome — see the rules we describe for flying in urban areas), and informs the estate managers. Overflown businesses are notified by the authority: experience shows buy-in is good when the goal — a land inventory, not surveillance — is announced.
On the data side, the images serve cartographic processing: number plates and any visible people are neither used nor published, within the framework we recall in our GDPR and professional drones guide. Deliverables come as standard GIS layers (GeoTIFF orthophoto, building footprints, per-plot indicator table), ready for the existing inventory tool.
Prices observed in 2026

- Orthophoto of one estate (up to 50 ha, 2–3 cm GSD, GIS deliverables): €900 to €2,000.
- Inter-municipal campaign (several estates pooled in one week): €600 to €1,200 per estate beyond three estates.
- Occupancy analysis option (footprints, parking, apparent vacancy, per-plot table): €500 to €1,500 per estate depending on detail.
- Roof option (areas, orientations, obstructions for a solar study): €400 to €900 per estate.
