Drone and Approved ELV Centre (Scrapyard): ICPE 2712, Yard Counting, Fire Risk and Prices
A yard holding several hundred end-of-life vehicles that nobody can count to the week, storage areas whose boundaries have crept with each intake while the approval plan stayed put, a pile of flattened hulks and a container of removed batteries that together make up the trade's most feared fire scenario : on an approved ELV centre — scrapyard, dismantler-recycler, metals recycling platform — most of the activity is visible from the air and poorly documented from the ground. The drone gives the operator a dated, measurable and defensible picture of the site, useful ahead of an environmental inspectorate visit, an approval renewal, a stock count or an insurance claim. Here is what it brings, what it does not guarantee, and the prices.

Approved ELV centre: ICPE heading 2712 and the approval specification
A scrapyard handling end-of-life vehicles is not a simple pile of scrap : it is a classified facility on top of an administrative approval. Under France's ICPE nomenclature, the activity falls under heading 2712-1 — storage, depollution, dismantling or cutting of land-based end-of-life vehicles — subject to the registration regime once the installation reaches 100 m² in area, a threshold that in practice covers virtually every professional site. The general requirements for that regime are set by the order of 26 November 2012. Other paragraphs of the same heading cover non-land transport means and end-of-life leisure or sports boats.
On top of that classification comes the prefectural ELV centre approval, without which a site can neither administratively destroy a vehicle nor issue the destruction certificate that cancels the registration in the national vehicle registry. The approval is granted for a maximum of six years, renewable, with the renewal application due at least six months before expiry. It comes with a specification annexed to the order of 2 May 2012 covering operations in detail : mandatory depollution before any dismantling (removal of batteries and liquefied gas tanks, neutralisation of pyrotechnic components, extraction of fuel, oils, brake fluid and refrigerants), impermeable areas fitted with retention and collection devices for storing undepolluted vehicles, an oil separator on rainwater, and separate bunded storage of fluids and removed batteries. Add an annual activity declaration to the prefect and to ADEME, plus an annual conformity check by an accredited third-party body whose outcome conditions keeping the approval.
Since the sector moved into the extended producer responsibility regime, with an eco-organisation approved in 2024, documentary pressure has risen further : reuse, recycling and recovery rates to justify, flow traceability, cross-checks. The drone plays no part in any of these reporting duties ; it supplies something the management system does not produce : a dated, measurable picture of what the site actually holds. The annual orthophoto: evidencing how the yard is actually used
On an ELV centre, the plan filed with the registration dossier distinguishes zones with very different functions : the depollution bay, sealed and fitted with bunding, the storage area for undepolluted ELVs — the most demanding in terms of impermeable surfacing — the area for depolluted vehicles awaiting dismantling, the reusable-parts store, the tyre store, and the yard of flattened hulks ready for the shredder. In a site's real life, those boundaries move : a mass intake after a storm or a pound clearance, a line of vehicles spilling three metres onto the unsurfaced gravel area, a parts pile settling where nobody planned it.
A high-resolution orthophoto, tied to ground control points, overlays the site's actual state on that approval plan. The reading is immediate : whether undepolluted vehicles all sit on the sealed surface, whether storage footprints stay inside the authorised perimeter, whether circulation and firefighting lanes remain clear. This is exactly the kind of record an operator gains from producing a few weeks before an environmental inspectorate visit or an approval renewal filing — leaving time to fix what needs fixing — rather than after a formal notice. Repeated each year on the same flight plan, the orthophoto becomes a series : occupancy compared from one financial year to the next, the gradual creep of a zone documented, the real evolution of the footprint shown to an auditor or an insurer. Once the flight plan and control points exist, the marginal cost of a follow-up campaign is low.
Counting the yard, measuring the piles: physical data against the register
Exactly how many vehicles are on site today? On a yard of several hundred units packed in tight rows, sometimes stacked two high, the figure from the management software and the reality on the ground diverge regularly — vehicles taken in but not yet entered, hulks already gone but not cleared, wrecks dropped off by a municipal pound pending a decision. Low-altitude drone coverage produces an exhaustive, dated count with a position for each vehicle, and allows the main categories to be told apart visually : complete vehicles awaiting treatment, depolluted vehicles, flattened hulks, trucks or vans. Such counting is now largely automated. A review by S. Srivastava, S. Narayan and S. Mittal, published in 2021 in the Journal of Systems Architecture, surveys deep learning techniques applied to vehicle detection from drone imagery and notes that parking-lot management ranks among the most mature applications of these methods (see the study on Google Scholar). On an ELV centre, detection stays trickier than on a new-car park — crash-damaged bodies, overlaps, tarpaulins, shadows cast by piles — which is why a human review of the count before delivery is warranted.
The second useful figure is a volume. Piles of flattened hulks, engines, sorted scrap or non-ferrous metals can be measured by photogrammetry, on the same principle as stockpile volume measurement in quarries and civil works : a 3D model, a reference plane, a volume per pile. Tracked month by month, this feeds three very concrete matters : stock valuation in a year-end accounting inventory, the basis of an insurance claim after a loss, and reconciliation with declared outgoing tonnages. Here too, aerial measurement does not replace the weighbridge, which remains the commercial reference ; it gives an independent order of magnitude, available without stopping operations.
Fire risk: hulks, batteries and thermal patrols
This is the scenario every operator dreads, and the one local media always cover : a fire starting in a yard of hulks, spreading vehicle to vehicle, throwing a black plume visible for miles and tying up the fire service for a full day. France's ARIA database of technological accidents holds numerous case reports of fires at scrapyards and ELV centres. The drivers are well known : fuel and oil residues in vehicles not yet depolluted, plastics and foams in bulk, cutting operations, damaged electrics on crash-damaged vehicles, and storage density that rules out attacking a fire from the middle of the yard.
Batteries add a layer of risk that has become central. The approval specification requires their removal at the depollution stage and separate bunded storage, but that concentrates them at a single point of the site, and the share of lithium-ion batteries from electrified vehicles reaching end of life grows as the road fleet turns over. A semi-quantitative risk analysis by T. Nigl, M. Baldauf, M. Hohenberger and R. Pomberger, published in 2021 in Processes, concludes that a fully developed lithium-battery-caused fire in a waste treatment plant is an unacceptable risk on their assessment scale, and that damaged batteries are the dominant ignition source in these processes (see the study on Google Scholar). What a periodic drone thermal patrol brings is easy to state : a surface-temperature reading across the whole yard in a few minutes, including deep inside rows nobody walks, flagging emerging hot spots, self-heating zones inside a dense pile and an abnormally warm battery container ; and above all a comparison from one pass to the next, turning a snapshot into a trend. What it does not guarantee is just as simple : it cannot see a cell in thermal runaway inside a pack still fitted under a floor pan, nor a fire smouldering beneath a sheet of steel. It complements fixed detection, human patrols, hot-work permits, separation distances between storage islands and firefighting means ; it never replaces them, and no serious contractor will claim otherwise.
Environment, neighbours and fencing: what the overflight documents
After fire, the second source of complaints and inspections is water and the neighbourhood. An ELV centre handles fuel, oils, coolant and brake fluid ; its specification requires impermeable surfaces, retention devices and rainwater treatment through an oil separator before discharge. The overflight documents what can be seen : a run-off trace from a depollution bay towards bare ground, a persistent iridescent puddle at a low point, a blocked channel, an overflowing or cluttered bund, a separator chamber whose maintenance status is obvious at a glance. None of these observations amounts to an analysis — only a sample at the separator outlet measures a concentration — but they direct a check and put a date on it.
The overflight also documents the relationship with neighbours, often strained on the edge of a business park : the state of the hedge or earth bund meant to screen the site from the road or from housing, planting around the perimeter, tidiness of the verges, vehicles or parts stored outside the footprint. When a neighbour's complaint reaches the town hall or the prefecture, a dated image series of the actual state of the surroundings carries more weight than an exchange of letters. The same pass serves to check the perimeter itself — a sagging fence, a forced gate, a breach hidden behind a pile, signs of intrusion into a parts or non-ferrous metals storage area, materials whose value makes them a recurring theft target. Method, flight framework and prices
A typical mission fits into half a day. It starts with a briefing with the site manager : the perimeter to cover, areas barred from close overflight (an active depollution bay, the baling press, live cutting torch work), handling-equipment traffic, a take-off point clear of the lanes. The flight then runs a high-overlap vertical photogrammetric survey for the orthophoto and volumes, a few obliques to read the storage areas and the fence, and, if included, a thermal pass — preferably late in the day or early morning, when sunshine does not mask genuine temperature differences. The deliverable pairs the georeferenced orthophoto with a yard occupancy plan that overlays the approval plan, the vehicle count by category, volumes per pile and a photographic report of the points to address.
Two precautions frame this kind of mission. On the airspace side, the flight is run under the open category where the layout allows ; an ELV centre often sits in a business park, close to housing or a main road, which may call for a fuller airspace analysis, a specific-category scenario or an adapted flight height. On the data side, imagery of a vehicle yard contains number plates, and sometimes identifiable staff and visitors : delivery includes blurring these elements whenever images leave the operator's own circle, and informing staff beforehand — including consulting employee representatives where applicable — is the rule before any recurring campaign, since regular overflight of workstations must never turn into individual monitoring. 2026 prices (excl. Frequently asked questions
Can drone imagery serve as evidence during an environmental inspectorate visit?
It provides a dated, georeferenced record — an orthophoto of the site footprint, a yard occupancy plan, measured volumes — documenting the site's condition on a given date. It is a useful file item, often welcomed because it is verifiable, but the compliance assessment remains the inspector's, based on the prefectural order, the approval specification and their own on-site findings. In practice the most effective use is preventive : fly the site a few weeks before the visit so that what needs fixing can be fixed, rather than producing an image after the fact.
Does drone counting replace our ELV tracking register?
No. The register, the tracking slip and the destruction certificate remain the statutory traceability documents, kept by the operator. Aerial counting is an independent physical measurement : it is there to cross-check the register, flag an unexplained discrepancy and evidence a stock figure for an insurer, an accountant or a buyer. Its value in a dispute or an audit comes precisely from being independent of the management system.
Does a drone thermal patrol guarantee that no fire is starting?
No, and that needs saying plainly. A thermal camera reads a surface temperature : it spots an emerging hot spot on a pile, an abnormally warm battery container or an area heating up between two passes, but it cannot see a lithium cell in runaway deep inside a pack still fitted in a vehicle. It complements fixed detection, human patrols, hot-work permits and the operator's firefighting arrangements ; it never replaces them.
