Ladder Access and Accessible Façades: What a Drone Survey Checks Before an ERP Building Is Signed Off
A control body asks for proof that a façade remains "accessible" within the meaning of French fire safety rules ; an architect discovers, during the planning permission stage, that a tree planted twenty years earlier now blocks the only access point planned for the fire department's aerial ladder ; the operator of a building open to the public receives an unfavourable opinion from the safety commission because nobody can demonstrate that the distance between two accessible windows stays under the regulatory 20 metres. Three different situations, the same blind spot : checking façade accessibility and ladder access routes is still, most often, done by eye and tape measure, on a structure that can rise past 20 metres. A georeferenced drone survey documents these distances and clearances in a single visit, with measurements that hold up in front of a control body or a safety commission. Accessible façades, engine access routes, ladder access: what the ERP regulation requires
France's fire and panic safety regulation for buildings open to the public, approved by the decree of 25 June 1980 (articles CO 2 and CO 3 of the general provisions), requires every such building to be served by routes usable by emergency services. Below 8 metres in height at the floor level of the last storey open to the public, a standard engine access route is enough ; above that, at least one façade must be served by a ladder access route, a section of road positioned so fire trucks can deploy their aerial ladders opposite access points — balconies, walkways, windows — from which firefighters must be able to reach every opening on the façade. The rule requires that the distance between two consecutive access points never exceed 20 metres.
This "accessible façade" is not an abstract concept : it underpins the evacuation and outside firefighting strategy once internal circulation becomes unusable. It is checked when planning permission is filed, reviewed by the safety commission before opening, and re-examined during the building's periodic inspections — and nothing stops a tree from growing, a canopy from being installed, or a car park from filling up between two visits, leaving the ladder route compliant on paper but unusable on the ground.
What a drone survey documents in practice
A photogrammetric survey of the façade and its immediate surroundings produces a georeferenced 3D model on which all these requirements can be measured rather than estimated. The exact height of the floor level of the last storey open to the public — the value that tips the requirement from a simple engine route to a ladder route — reads directly off the controlled model, with no laser rangefinder held at arm's length. The geometry of the route — usable width, overhead clearance, a tree, a power line or an overhanging canopy that could prevent the ladder from being deployed — shows up on the orthophoto and point cloud, measurable to the centimetre. And the distance between each access point to the façade's openings is calculated automatically on the model, rather than paced out or reconstructed from a plan that may be out of date.
The reliability of this kind of drone documentation for technical and evidentiary use is backed by the literature : a systematic review of 135 papers published in 2026 by Fan, Deng, Xue, Mai, Lau and Li in the journal Sensors highlights the maturity now reached by 3D reconstruction and digital-twin integration from drone façade imagery, a technical chain directly transferable to producing a usable ladder-route plan (see the study on Google Scholar). The deliverable : a dimensioned plan overlaying the façade, the route and the access points, ready to include in the file sent to the control body or the safety commission.
What a drone survey does not replace
The survey produces measurable evidence, not an official sign-off : only the safety commission — the fire department, mayor or prefect depending on the building's category — can issue the favourable or unfavourable opinion that determines whether the building may open or stay in operation. The drone feeds the file ; it does not stand in for it.
Nor does it replace a ground load-bearing test : a geometrically compliant ladder route stays unusable if the ground cannot bear the point load of a turntable ladder's outriggers — a matter for a geotechnical survey, not an aerial flight. It likewise does not replace the control body's technical opinion, which alone can certify the overall compliance of the safety file. The drone documents what can be seen and measured from the air ; the ground, the route's structure and the administrative act itself remain other specialists' responsibility.
When to schedule this survey
The best time remains the design phase, before planning permission is filed : moving an access point on a drawing costs a pencil stroke, moving it once the building is up costs actual works. On an existing building, this survey has its place when a safety file is revised — after an extension, a change to the surroundings (a new neighbouring building, a reworked car park) or simply to settle a doubt before a periodic commission visit. Regrowth around the building, a tree planted too close to the route, or new street furniture can, a few years later, undo a compliance that was initially achieved : a light check every three to five years, timed to the safety commission's visit schedule, keeps the file secure over time.

Frequently asked questions about ladder access and façade accessibility
Does a drone survey alone secure a favourable opinion from the safety commission ? No : it documents the measurements the commission examines, but only the commission issues the opinion, after also checking points outside the survey's scope (ground load-bearing capacity, internal fire safety systems).
Does this survey only apply to new buildings ? No : it is just as useful on an existing building open to the public, particularly after a change to its surroundings or ahead of a periodic commission visit.
Can the drone fly for this survey in a dense town centre ? Yes : it is an ordinary populated-area flight, governed like any urban façade survey, with an appropriate scenario and a ground perimeter.
What happens if the survey reveals a non-compliance ? The deliverable then gives the project owner or operator a basis for corrective works — moving an access point, pruning, reworking the surroundings — before the commission's visit.
