French farmland consolidation (AFAFE): what a drone survey brings to the file, price

In France, the word "remembrement" still conjures images from the 1960s: bulldozers, levelled banks, burnt hedgerows. The procedure still exists, but it has changed its name, its lead authority and its purpose. Since law n° 2005-157 of 23 February 2005 on rural territory development, in force from 1 January 2006, it is the département (the county-level authority) that runs rural land consolidation — and AFAFE, agricultural, forestry and environmental land consolidation, must now reconcile parcel restructuring, the enhancement of rural natural areas and municipal or inter-municipal planning. An operation routinely runs over ten years and involves a land commission, a planning study, a public inquiry, a systematic environmental assessment and a programme of connected works: as many stages where the gap between what is written and what exists on the ground is paid for in litigation. Here is what a drone survey genuinely evidences in that file, what it does not replace, and what it costs.

What the 2005 law changed: a departmental procedure, not a farm project

Until 31 December 2005, rural land consolidation in France was run by the State, under the prefect's authority. Law n° 2005-157 of 23 February 2005 on rural territory development transferred that competence to the département on 1 January 2006. Article L. 121-1 of the rural and maritime fishing code now sets out a threefold purpose: improving the operating conditions of agricultural or forestry rural properties, enhancing rural natural areas, and contributing to municipal or inter-municipal spatial planning. Four modes coexist: agricultural and forestry land consolidation proper, voluntary exchanges and transfers of rural property, bringing uncultivated land back into use, and woodland planting regulation. All these procedures are run by municipal, inter-municipal or departmental land consolidation commissions, under the responsibility of the département.

The working body is the municipal land consolidation commission (CCAF) — or inter-municipal (CIAF) where the operation covers several adjoining municipalities, with identical powers (articles L. 121-3 and L. 121-4). Its make-up says a great deal about the nature of the file: it is chaired by an inquiry commissioner appointed by the president of the judicial court, and brings together the mayor, municipal councillors, farmers, landowners, persons qualified in nature protection, civil servants and representatives of the departmental council. In other words: a body where agronomic, legal and ecological arguments are settled around one table, in front of landowners whose assets are about to change shape.

The sequence is tightly codified. The département commissions a planning study (étude d'aménagement), whose findings allow the commission to propose to the departmental council the mode of consolidation it deems appropriate and the corresponding perimeter (articles L. 121-13 and L. 121-14). The project goes to public inquiry under the environmental code, the prefect sets the list of requirements the commissions must meet to satisfy environmental objectives, and the departmental council then orders the operation. Next come the classification of land by its real productivity value — each owner must receive an overall area equivalent in productivity value (article L. 123-4) —, the drawing up of the new parcel plan by the chartered surveyor appointed by the president of the departmental council (article L. 121-16), and the formation of a landowners' association responsible for building, maintaining and preserving the works (article L. 123-9). Departmental councils that publish their timetables routinely announce more than ten years between the study and the close of the procedure, connected works excluded. Over such a span, the question is not whether the state of the land will have changed between the photo in the file and reality: it is by how much.

Hedges, banks and ditches: an object of procedure, not scenery

This is where AFAFE differs most sharply from the old consolidation schemes. Article L. 123-8 of the rural code lists the connected works the municipal commission is empowered to decide, with due regard for natural balances: laying out the farm tracks needed to serve the parcels; works affecting topographical features; connected land improvement works, such as those needed to safeguard natural balances, protect soils or restore ecological continuities; hydraulic works made indispensable for proper water flow; structures needed to protect woodland; and, under 6°, "the carrying out of clearing, restoration, creation and reconstitution works on features of interest for ecological continuities and landscapes such as hedges, tree lines, banks, ditches and riverbanks". The same paragraph adds an obligation with heavy practical consequences: "The municipal land consolidation commission identifies the land footprints corresponding to those features."

Identifying the footprint of a hedge or a bank is not ticking a box: it means producing a georeferenced line, to within a width, on objects that are sometimes two metres wide and several kilometres long. That is precisely what a national orthophoto at 20 cm resolution cannot settle, and what a drone survey at 2 to 5 cm does settle.

The stakes are not merely documentary. A study by Valentin Cocco, Raja Chakir and Lauriane Mouysset published in 2025 in the Journal of Environmental Economics and Management measured, using staggered difference-in-differences on a longitudinal survey of Lower Normandy between 1972 and 2010, the specific effect of consolidation on the hedgerow network: a reduction in hedgerow density of 14.3 m per hectare, accounting for 13.7% of the total decline observed in consolidated areas, with a negative effect on network connectivity — and an outline cost-benefit analysis concluding that the social costs of uprooting hedges outweigh the expected private benefits (see the study on Google Scholar). The finding is doubly useful in commission: it confirms the procedure genuinely weighs on hedgerow networks, and it shows the remaining 86% of the decline stems from other factors — shifting the debate from blanket accusation to measuring the length actually at stake in this perimeter. Which still requires having measured it. What the survey produces for the planning study and the impact assessment

Agricultural and forestry land consolidation operations listed under 1° of article L. 121-1 of the rural code, including their connected works, fall under entry 45 of the table annexed to article R. 122-2 of the environmental code, in the column for projects subject to systematic environmental assessment. There is therefore no case-by-case screening: the impact assessment is due, and it must describe a baseline state of the perimeter and then the effects of the new parcel plan and the connected works on that state. The terrain model is not a decorative extra. A study by Marine Lacoste, Didier Michot, Valérie Viaud, Olivier Evrard and Christian Walter, published in 2014 in CATENA, combined caesium-137 measurements with a spatially distributed erosion model to reconstruct soil redistribution in a hedgerow landscape of north-western France between 1960 and 2010: it shows that hedges on banks durably structure soil fluxes from both runoff and tillage, and that those fluxes reorganise when the network changes (see the study on Google Scholar). Moving a bank is therefore not a landscape trade-off: it is a change to a hillside's material budget, over decades. Conversely, a study by Yanyuan Zhang, Cong Xu and Min Xia published in 2021 in Land, on a hilly district near Nanjing, documents the case where parcel restructuring reduces erosion when accompanied by slope-appropriate works (see the study on Google Scholar). Both findings tell the consultancy the same thing: the effect depends on the design adopted, and therefore on the quality of the topography it was drawn on.

Checking the connected works: baseline, as-built survey and evidence before the commission

The connected works programme is where an AFAFE plays out concretely: so many metres of hedge grubbed up, so many replanted, so many metres of ditch dug or filled, so many tracks opened. Those commitments are made before the commission, entered in the public inquiry file, framed by the prefect's requirements, then executed by the landowners' association several years later. In between, no one generally holds a consistent measurement of what was actually done. Two flights fill that gap:

The difference between the two states settles questions that otherwise get argued from memory in meetings: the programme called for 4,200 m of replanting — how much is in the ground, and along which line? Has the hedge retained under 6° of article L. 123-8 been cut back at the field end? Was the perimeter ditch decided under 4° dug through to the outfall, or does it stop forty metres short? It is also the data that supports recovery monitoring over two or three seasons, on the same logic as ecological compensation monitoring, and that feeds the reading of the area's ecological continuities.

The limits, stated plainly. The drone sets no property boundary: preparation and execution of the operations fall to chartered surveyors appointed by the president of the departmental council (article L. 121-16), and the aerial survey is only an input they check and sign off — the division of roles is the one described in our guide to drones and chartered land surveyors. It does not classify land: the real productivity value of article L. 123-4 is judged on the ground, with an auger and laboratory analysis, not from a photo. It does not replace the fauna and flora inventories of the impact assessment, which rest on field visits timed to biological cycles — the drone serves for reconnaissance and habitat there, as our guide to the environmental impact study explains. Finally, it does not see under canopy: beneath a dense hedge in full leaf, the ground, the bank and the ditch are hidden, which argues for a leaf-off flight when measuring the bank is the point. And because the operation overflies private property in an often contentious setting, informing landowners and handling the imagery fall under GDPR obligations, better settled before the first flight than after the first complaint.

Organising the flight over a multi-municipality perimeter, and what it costs in 2026

An AFAFE perimeter is rarely measured in tens of hectares: several hundred to a few thousand, often across two or three municipalities. Covering such an area entirely at 2 cm resolution makes no economic sense and is rarely useful: good practice is to prioritise. Broad, fast coverage at 5 to 8 cm, with a fixed-wing drone for large areas, gives a consistent, dated base map; targeted multirotor flights at 2 to 3 cm concentrate on the sensitive sectors: dense hedgerow networks, erodible slopes, hydraulic outfalls, disputed tracks, watercourse margins. The choice of deliverables (orthophoto, DTM, DSM, point cloud) follows the same logic of priority: there is no point ordering a dense point cloud where a vectorised orthophoto is enough to measure a length. On the aviation side, the campaign takes place in sparsely populated countryside, usually within visual line of sight and in the open or specific category depending on aircraft mass and distance flown: the real cost driver is not regulation but the number of take-off points imposed by visual-line-of-sight flying and by the terrain.

The ranges below are those seen in 2026 on comparable services, in euros excluding VAT; they depend heavily on the actual area, the season and the level of geodetic control required.

Two levers cut the bill. The first is pooling over time: the baseline and the as-built survey share the same flight plan, hence the same preparation, and the second flight is charged less than the first. The second is pooling across operations: a département running several consolidation schemes at once spreads travel over a single tour, with the same tapering as on inter-municipal orthophoto rounds. Departmental council, land-consolidation surveying practice, environmental consultancy or landowners' association: request a quote stating the perimeter in hectares, the municipalities involved, the stage of the procedure (planning study, draft new parcel plan, as-built check of connected works) and the format expected by the contract holder.

Who pays for the survey?

The département commits and settles the expenditure relating to land consolidation operations (article L. 121-15 of the rural code), and a contribution fund opened in its investment budget receives contributions from municipalities, the region, public bodies, project owners and private parties. In practice the survey is commissioned either directly by the department's land consolidation service, or by the chartered surveyor or environmental consultancy holding the contract, who folds it into their own deliverable. Where the operation stems from a major public works scheme (article L. 123-24), the project owner contributes financially under the public-interest declaration.
