Post-Earthquake Building Assessment: What a Drone Delivers in the First Hours

A tremor lasted a few seconds, and a municipality is left with several hundred addresses to examine, a handful of available engineers and a question that cannot wait : where to start ? In the first hours after an earthquake, the point is not to diagnose, it is to triage — spot the buildings whose upper parts threaten the public way, those whose visible damage warrants a close inspection, and those that can wait. Yet what threatens first — chimney stacks, parapets, cornices, gable walls, loosened roofing elements — sits exactly where nobody can see from the pavement or climb safely. Here is what a drone documents in that window, what it does not do, the applicable French framework and the prices.

Seismic risk in France: a statutory zoning and a recent lesson

Since 2010, France has been divided into five zones of increasing seismicity, from zone 1 (very low) to zone 5 (high, in Guadeloupe and Martinique). The mapping stems from two texts dated 22 October 2010 : decree no. 2010-1254 on seismic risk prevention and decree no. 2010-1255 delimiting the seismicity zones of French territory, applicable since 1 May 2011. The change of scale went unnoticed by the public but not by builders : the number of municipalities subject to earthquake-resistant construction rules rose from around 5,000 under the former 1991 zoning to more than 21,000 municipalities in zones 2 to 5. The Alps, the Pyrenees, Provence, Alsace, much of the Massif Central and of the Atlantic west : seismic risk is not an overseas curiosity, it concerns a substantial share of mainland France.

The clearest reminder came from the Le Teil earthquake, in Ardèche, on 11 November 2019. Its accepted moment magnitude is Mw 4.9, with a local magnitude between 5.2 and 5.4 depending on the network — modest by global standards, yet it caused damage out of all proportion to that figure. The reason lies in depth : the focus was only about one kilometre below the surface. The study by J.-F. Ritz, S. Baize, M. Ferry and co-authors, published in 2020 in Communications Earth & Environment, documented what makes this event exceptional in Western Europe : an actual surface rupture, over roughly five kilometres along the reactivated La Rouvière fault, with hanging-wall uplift reaching fifteen centimetres (see the study on Google Scholar). On the ground, that meant several hundred seriously damaged buildings, mostly old stone masonry, and more than a thousand people temporarily rehoused.

For a municipality, a social landlord or an estate manager, the lesson is simple : a moderate but shallow event is enough to create, in a few seconds, an assessment workload that ordinary resources cannot absorb in a few days.

The first hours: triage, not conclusions

After a tremor, two needs coexist and are often wrongly conflated. The first is building-by-building safety evaluation : a structural engineer goes in, examines load-bearing elements, floors and connections, and issues a classification — habitable, restricted access, unusable. It is slow, skilled work, inherently limited by how many people are available. The second is triage : deciding the order of those visits, and immediately spotting what threatens the public way. It is this second need the drone serves, and only this one.

The difference is operational : a ground team walking up a street sees façades from below, through parked vehicles and street furniture, and does not see the roofs. A flight covers the same stretch in minutes and brings back every building's upper parts, including inner courtyards and inaccessible block roofs. In a single day an entire district, or a landlord's estate, can be covered and turned into a dated record of the whole, with a ranked list of addresses.

The approach is documented : the review by N. Kerle, F. Nex, M. Gerke, D. Duarte and A. Vetrivel, published in 2020 in the ISPRS International Journal of Geo-Information, traces how drone-based structural damage mapping moved from plain descriptive overflight to multi-temporal, multi-perspective methods able to describe a building's condition in detail, while stressing that aerial imagery remains structurally blind to part of the damage, interior damage in particular (see the study on Google Scholar). That is precisely the division of labour to keep in mind : the drone ranks, the engineer concludes. What the drone documents at height, and what it cannot see

On old masonry buildings, earthquake damage has a visual signature that aerial imagery captures well. Chimney stacks first : cracked at the base, separated from the roof covering, rotated or plainly shifted by a few centimetres — the first falling-object hazard over a pavement after a tremor, and the subject of our guide to drone chimney stack inspection. Then parapets, cornices, string courses and eaves corbelling, whose loosening reads clearly from a few metres away and never from the street. Then façade cracking, with its characteristic patterns : X-shaped cracks on piers between openings, stair-step cracks following masonry joints, vertical openings at building corners or where two structures of different periods meet. Add roof damage — tiles displaced in bulk, a dislocated ridge, an exposed rafter — and shifted bearings visible high up where a beam or purlin has slipped on its support.

The photogrammetric model adds a reading that photographs alone cannot give : verticality. Comparing the point cloud of a gable or a cross-wall against true vertical quantifies a lean that stays arguable to the naked eye. A study by R. Yu, P. Li, J. Shan and H. Zhu, published in 2022 in the journal Measurement, developed exactly that : a method for estimating the structural state of earthquake-damaged buildings from drone photogrammetric point clouds, segmenting the model to extract usable deformation parameters (see the study on Google Scholar). It is the same point-cloud comparison logic we detail for ground movement monitoring, applied here to a wall instead of a hillside.

The flip side deserves equal clarity. The drone sees nothing inside : cracked cross-walls, floors pulled away from walls, loosened staircases, ring beams broken behind intact render. It does not see hidden load-bearing elements, nor foundations, nor the state of the connections that govern how a masonry building holds together. A building can show an almost untouched façade and be structurally compromised ; the reverse happens too, which is precisely why the conclusion belongs to the engineer. The French framework: safety orders, natural-disaster status, and the value of the file

When a damaged building threatens its occupants or the public way, the mayor's tool is the building safety and sanitation police power, codified in articles L.511-1 and following of the French building and housing code. This unified power stems from ordinance no. 2020-1144 of 16 September 2020, in force since 1 January 2021, which merged the former ordinary and imminent « péril » procedures into a single safety-order procedure. Where danger is imminent — the typical case after a tremor — article L.511-19 of the same code opens an urgent procedure allowing measures to be ordered without prior adversarial process. Everything then rests on the assessment grounding the order : that is what will be examined if the measure is challenged.

A dated, geolocated and complete photographic file, showing a cracked stack overhanging a pavement or a loosened cornice above a building entrance, gives that assessment a solid material basis, produced without any officer having to climb. It does not qualify the danger — that remains the sworn officer's or the qualified professional's act — but it makes the qualification possible and defensible. On the insurance side, recognition of natural-disaster status comes through an interministerial order published in the Official Journal, which triggers the cover written into the policy. The policyholder then has 30 days from that publication to file, a deadline extended from 10 to 30 days on 1 January 2023. Nothing requires waiting for the order before documenting : quite the opposite, between the tremor and the publication, tarpaulins, clearing and removal of threatening elements will have erased part of the initial state. Organising the mission, deliverables, preventive baseline and prices

An emergency post-earthquake mission is not improvised on arrival. It is first agreed with the town hall or crisis unit : perimeter to cover, addresses already reported, areas where emergency services are still working, a take-off point clear of walkways. An emergency response area may be placed under a temporary airspace restriction, and the emergency services' own aircraft take priority in all circumstances : a private contractor operates only on request and under the authority's coordination, never on its own initiative — the framework we set out in our guide to drones and the French municipal emergency plan. Two safety rules then govern the flight itself : no flying over people, including residents gathered in the street or teams at work, and no hovering directly beneath or above an unstable structure, which can still fall during aftershocks.

Four deliverables matter. A geolocated photographic report, address by address, timestamped, usable by an engineer who has not travelled to site. An orthophoto of the sector, placing each defect in context and serving as a base map for the crisis unit. A 3D model of sensitive buildings, to measure a lean or produce a cross-section — this falls under our surveying and photogrammetry offer, while close-range views belong to façade inspection and roof inspection. And above all a ranked list : addresses to visit first, addresses threatening the public way, addresses with no visible external damage. That document, not the raw imagery, is what saves the municipality time.

One final recommendation, the most profitable of all : hold a pre-loss baseline. An orthophoto and 3D campaign over a housing estate, a historic centre or an industrial site, flown outside any emergency, transforms later assessment : nobody argues about whether a crack pre-existed, two models are compared instead. Frequently asked questions

Can a drone tell whether a building is habitable after an earthquake?

No, and this is the most important limit to state. Classifying a building as habitable, restricted-access or unusable is a structural engineer's judgement, made on site, examining load-bearing elements, the interior, floor-to-wall connections and often the foundations. The drone documents the outside and the upper parts : it gives that assessment visual material it would not otherwise have, and lets it be prioritised by flagging which addresses to visit first. It never substitutes for it.

Can a drone fly while emergency services are working?

Not freely. An emergency response area may be placed under a temporary airspace restriction, and the emergency services' own aircraft have absolute priority. A private contractor operates only at the authority's request and under its coordination — municipality, incident commander, prefecture — and outside areas where operations are under way. In practice, drone triage missions often start once the life-rescue phase has stabilised, over a perimeter agreed with the town hall.

Do you have to wait for the natural-disaster order before sending a drone?

No, and waiting would be counterproductive. Recognition of the natural-disaster state comes through an interministerial order published in the Official Journal, sometimes weeks after the event ; the policyholder then has 30 days from that publication to file the claim, a deadline raised from 10 to 30 days on 1 January 2023. In the meantime, building conditions change : tarpaulins, clearing, removal of threatening elements, weather. A dated record produced in the first days is worth far more than a late reconstruction, and serves the municipality as much as the policyholder.
