Triennial land-take report (ZAN target): what a drone survey adds where national land-cover data falls short, price
Since the Climat et Résilience law of 22 August 2021, every municipality or inter-municipal body responsible for a local plan must present its council, at least every three years, with a report on the pace of land take across its territory. The exercise almost always relies on OCS GE, the national land-cover database produced by the French mapping agency (IGN) — a solid tool, but built for reading at 1:5,000 scale, with collection thresholds that deliberately leave out part of the scattered built-up area and small developments. On a territory changing fast — piecemeal housing extensions, a car park being de-sealed, a farm track widened — the gap between what OCS GE shows and what is actually on the ground can weigh heavily in a report that commits the local trajectory toward net zero land take. Here is what the regulatory nomenclature requires, where OCS GE hits its technical limits, and what a drone survey adds — or does not — to make the local report more reliable.

The obligation: a report every three years, debated and voted
Article L.2231-1 of the French general code of local authorities, created by the Climat et Résilience law, sets an obligation that is simple in principle: the mayor of a municipality, or the head of an inter-municipal body responsible for a local plan, an equivalent planning document or a communal map, must present the deliberative assembly, at least every three years, with a report on land take across the territory for the preceding calendar years. The report accounts for progress against locally set land-take control targets, is followed by a debate, then a vote of the assembly. The first report was due from the third year after the law took effect, that is from 22 August 2024.
The minimum content was set out by decree n° 2023-1096 of 27 November 2023, on the evaluation and monitoring of land take: the report presents, for the calendar years covered and at least every three years, the consumption of natural, agricultural and forest land expressed in hectares and as a percentage of the territory's area, together with an assessment of progress against the reduction targets set in the applicable planning documents (regional scheme, area-wide plan, local plan or communal map). That decree followed an earlier text, decree n° 2022-763 of 29 April 2022, which had set a first version of the land-take nomenclature — partly struck down by the Conseil d'État on 4 October 2023 for imprecise reference thresholds, hence the revision carried out by the November 2023 decree.
That nomenclature sets two area thresholds for an operation to count as de-sealing: 50 m² for built surfaces (the first category), 2,500 m² for all other categories. In practice, revegetating an 800 m² leftover plot improves the living environment but does not count in the report's quantified trajectory; the threshold must be reached for the operation to register in the indicators presented to the council. Many technical departments discover this late, when compiling the figures.
OCS GE, the reference database — and its documented technical limits
To build these indicators, the vast majority of local authorities rely on OCS GE (large-scale land cover), the national database produced by IGN from aerial imagery and existing data. It is a reference tool, free of charge, consistent across the whole country — but sized for use at 1:5,000 scale, with boundary positioning accuracy of about one metre. Three technical thresholds follow from that, documented by IGN: a minimum collection unit of 200 m² for built-up areas, from 500 m² in dense urban zones to 2,500 m² outside them for other land cover, and a minimum width of 10 m for a linear feature (track, ditch, hedge) to be captured.
These thresholds are not a design flaw: they are the price of consistent, affordable nationwide coverage. But they have a direct consequence for a local authority preparing its triennial report: a 150 m² extension attached to a house, a farm track widened to 6 m, a 400 m² gravelled car park at the edge of a business park can stay under OCS GE's radar, or only appear in the following vintage, years after the fact. On a small territory where every hectare matters to the percentage presented to the council, the cumulative gap from several below-threshold operations is not trivial. The systematic review by Francesca Peroni, Salvatore Eugenio Pappalardo, Francesco Facchinelli, Edoardo Crescini, Michele Munafò, Michael E. Hodgson and Massimo De Marchi, published in 2022 in Environmental Research Letters and covering 392 studies on soil-sealing mapping, concludes that a spatial resolution of 0.25 to 1 m is recommended to correctly discriminate buildings, car parks and roads — a level that common satellite imagery does not always reach, but that a drone flight systematically exceeds (see the study on Google Scholar).
What a drone survey adds to the file — and what it does not do
A drone survey does not replace OCS GE: the national database remains the report's methodological reference, and a State department will not validate indicators built on an unapproved local source. The value lies elsewhere, at three concrete levels.
Documenting a gap ahead of the next vintage. Between two OCS GE updates, a dated, georeferenced drone orthophoto lets a local authority build its own evidence of a land-cover change — useful to get ahead of the next report, or to support a file if a third party challenges compliance with the trajectory. Drone-imagery land-cover classification reaches high accuracy in urban areas: the study by Gunwoo Park, Kyungjae Park, Byoungyoup Song and Hyunji Lee, published in 2022 in the journal Drones, showed that a normalised digital surface model derived from drone photogrammetry was the most discriminating variable for classifying roads, pavements and vegetation in a South Korean urban area (see the study on Google Scholar).
Documenting a de-sealing operation so it counts. The 2,500 m² threshold set by decree n° 2023-1096 requires proving, at the scale of the operation, the state before and after works. A drone flight before demolition or ground-stripping, followed by a second one after revegetation, produces the dated pair of orthophotos that supports that file — something OCS GE, updated at best every few years, cannot deliver on a construction site's own timeline.
Locally verifying a disputed classification. Where a plot appears artificialised in OCS GE while its actual use has changed — activity ceased, spontaneous renaturation, undocumented demolition — a drone survey gives a dated, defensible record to request a correction at the next update. Method and 2026 prices
A mission supporting the triennial report is scoped to the need. To document a one-off operation (de-sealing a leftover plot, a hamlet extension), a nadir flight with GNSS ground control points over a few dozen hectares is enough. For a reference state across a whole municipality or inter-municipal area, the logic changes: wide coverage, overall radiometric consistency, and a repeatable flight plan to allow a reliable comparison with the next report, three years later.

These amounts cover the flight, photogrammetric processing and a georeferenced deliverable usable in GIS; they include neither the report's regulatory analysis (a matter for planning departments or a specialised consultancy) nor any correction request to IGN on OCS GE itself.
