Drone Services in the Aude (11): Carcassonne Citadel, Canal du Midi, Vineyards and Floating Wind
The Aude has a peculiarity few French départements share: its most photographed monument sits roughly five kilometres from a commercial airport runway threshold, in line with the runway axis. Around that hard point, the département lines up a UNESCO-listed canal in the middle of a replanting campaign, France's third-largest vineyard undergoing the biggest restructuring in its history, the birthplace of French wind power now serving as a testbed for Mediterranean floating wind, and two natural hazards that drive much of local public procurement — fire and water. This départemental guide sets out what a drone concretely brings to those sectors, how a flight is prepared between Carcassonne and Narbonne, and how prices are built. A département in two halves, two anchor cities
The Aude covers 6,139 km² — 39th among French départements — across 433 communes, with 379,648 residents (2023 municipal population), a density of 62 inhabitants per square kilometre. Three arrondissements structure the territory: Carcassonne (186 communes), Limoux (138) and Narbonne (109). A useful quirk to know before prospecting: the demographic ranking is not the administrative one. Narbonne is the most populous commune with 57,587 residents, and by far the largest in area at 172.96 km², ahead of the administrative seat Carcassonne and its 46,080 residents. Then come Castelnaudary (12,151), Limoux (10,532) and Lézignan-Corbières (10,343).
Geographically the département reads west to east like a corridor. To the west, the Naurouze threshold, the watershed between Atlantic and Mediterranean at around 190 metres, opens onto the cereal plain and the Lauragais. In the centre, the Aude furrow carries Carcassonne and the canal. To the north stands the Montagne Noire, to the south the Corbières hills and the Razès, and to the east the Narbonne plain ends in a string of lagoons and a Mediterranean shoreline. A single mission can therefore move, within an hour's drive, from a vineyard plateau to a steep forested massif and then to a designated lagoon: the constraints change completely.
One parameter dominates all others for a drone pilot: wind. The Aude is swept by the Cers from the north-west and the Marin from the south-east. Météo-France 1991-2020 normals for the Narbonne station record 169 days a year with gusts of 58 km/h or more, including 7.3 days at 100 km/h or more. In other words: close to one day in two exceeds the comfortable flight limit of a common professional multirotor. That is not a climate anecdote, it is scheduling data — on an Aude project a fallback date belongs in the quote, not in an email exchange the day before. The local myth of "300 windy days a year" has no meteorological source; the 169 gust days do, and they are more than enough to shape an intervention calendar.
Airspace: one control zone, two prohibited areas and two regiments
This is the département's genuine hard point, and it is poorly understood. Carcassonne-Salvaza airport (ICAO LFMK, IATA CCF) lies around three kilometres west of Carcassonne, with a paved 10/28 runway of 2,050 metres running east-west and a parallel grass strip. It has a class D control zone (CTR) and has been operated since 1 January 2020 by a regional airport public company in which the Occitanie Region is the majority shareholder. Traffic is modest and declining — 322,767 passengers in 2023, 311,048 in 2024, 304,454 in 2025 (−2.1%) — but almost entirely low-cost, hence concentrated in a few daily slots. Above all: the citadel sits in the eastern extension of the runway axis, roughly five kilometres out. A flight over Carcassonne's historic centre is therefore never prepared without the current VAC chart and, depending on position, without radio contact or a protocol with the tower, as detailed in our guide to drone missions in an aerodrome control zone.
On top of that come military areas few visiting operators anticipate. LF-P 45 "La Lauzette" is a permanent prohibited area, active 24/7, defined as a 0.5 NM radius circle from the surface to 150 metres above ground by an order of 17 February 2016: the text explicitly bans entry including by uncrewed aircraft. LF-P 44 "La Régine" was re-established by an order of 2 April 2025 that now attaches it to the Villemagne area: a 1 NM circle, from the surface to 1,402 metres (4,600 feet), permanent. LF-R 39 "Villemaury", a restricted area created by an order of 12 September 2018 and managed by the 3rd Marine Infantry Parachute Regiment based in Carcassonne, rises from the surface to 4,600 feet. Finally LF-D 184 "Le Bertrandou", a danger area managed by the 4th Foreign Regiment stationed at Castelnaudary, is activated by NOTAM. Four military areas in a département of 6,139 km² is an unusual density: zone analysis at the exact address is not a formality here.
The rest of the aeronautical network is more conventional but very real: Lézignan-Corbières (LFMZ), uncontrolled, with a flight information service and sustained parachuting activity — a parameter to factor into any vineyard mission in the northern Corbières; Castelnaudary-Villeneuve (LFMW), uncontrolled with self-information; Puivert (LFNW) and the Montagne Noire field (LFMG), both restricted-use and gliding-oriented. Add, in summer, the Carcassonne fire-retardant reloading base run by the Aude fire and rescue service: in 2025 two water-bombing helicopters were pre-positioned there from 1 July to 15 September. During fire-risk periods, Aude airspace can therefore close abruptly over a sector — re-checking temporary restrictions the day before and on the morning of the flight is not optional. The citadel and the royal fortresses: a second UNESCO site since July 2026
The Cité de Carcassonne has been on the World Heritage List since 1997, as the "Historic Fortified City of Carcassonne". It owes its present silhouette to the restoration begun by Viollet-le-Duc from 1855. Since 26 July 2026 it is no longer the département's only World Heritage property: at the 48th session of the World Heritage Committee, held in Busan, France secured the inscription of the "Capetian Royal Fortresses of Languedoc", a serial property of eight components — the Carcassonne fortifications, plus the castles of Aguilar, Lastours, Termes, Peyrepertuse, Puilaurens and Quéribus in the Aude, and Montségur in the Ariège — covering more than 9,400 hectares. Six of the eight sites are in the Aude, all perched, most on Corbières ridges reached by a footpath.
For a heritage client, this configuration is exactly where a drone changes the economics of a survey. A photogrammetric record of a curtain wall, a tower or a hilltop keep produces a measurable model and a facing orthophoto with no scaffolding, no helicopter lift and no cherry picker — equipment that, on a Corbières ridge, often costs more than the diagnosis itself. Three cautions are worth stating. First, the authorisation chain is twofold at Carcassonne: the count's castle, the fortifications and the towers belong to the State and are managed by the Centre des monuments nationaux, while the lists and the rest of the citadel come under the town council. Depending on what you fly over, the contact is not the same. Second, visitor numbers dictate the slot: with 643,882 visitors to the castle and ramparts in 2024 — France's fifth most visited national monument — the only workable moment for holding an exclusion zone is early morning, off season. Third, a drone does not replace close-up examination: it documents, ranks and dates, but tests neither a fixing nor the soundness of a stone. The eastern front worksite, completed on 12 September 2024 after two years of work on 300 metres of ramparts and nine towers, reopened a full 1,300-metre circuit of 35 towers: that is precisely the kind of programme where a dated photogrammetric record before, during and after works holds lasting reference value.
Canal du Midi and Canal de la Robine: engineering works and a vast replanting effort
The Canal du Midi has been on the World Heritage List since 1996. It is usually remembered for its 240 kilometres from Toulouse to the Étang de Thau and its 63 working locks, but the inscribed property is wider: 360 kilometres and 328 structures, including the Canal de Jonction and the Canal de la Robine, which runs through Narbonne, with 13 further locks on the La Nouvelle branch. The Aude section is its heart: the Naurouze threshold, the watershed point framed by the Océan and Méditerranée locks and straddling the Haute-Garonne boundary; the Grand Bassin at Castelnaudary, some seven hectares of open water, the reservoir for the four-lock Saint-Roch staircase and its 9.42 metres of fall — the canal's second largest structure after Fonseranes, which lies in the Hérault; and the Trèbes lock with its three chambers. The whole is managed by Voies navigables de France, Sud-Ouest territorial directorate.
A linear asset of this kind is an ideal drone subject: banks, chamber walls, lock walls, gates, spillways, canal bridges and towpaths can be surveyed on a programmed flight with consistent georeferencing over several kilometres, where a walking inspection fragments the information into as many reports as there are working days. The canal's other worksite is a botanical one, and it began in the Aude. Canker stain of plane trees was first detected on the canal there in 2006. Of the original 42,000 plane trees, 33,350 had been felled by the count VNF published in January 2026, around 80%. Replanting, launched in 2012, has passed 22,000 trees, at a pace of 1,300 to 1,500 per winter, with oak as the new dominant species across 40% of the length; the programme is budgeted at €200 million over twenty years, of which nearly €110 million has already been committed, including €13 million from local authorities and €11 million from philanthropy. The ministerial order of 31 January 2025 classifies the Canal du Midi and the Canal de la Robine as a containment-strategy zone. What does belong at départemental level is using a drone to monitor replanting over time: counting and geolocating young trees, establishment rates by section, growth compared from one winter to the next, and spotting gaps before the following campaign. On an Aude stretch measured in tens of kilometres and a programme spread over twenty years, that is monitoring no walking round delivers at constant cost.
The Aude vineyard: France's third largest, in full restructuring
With around 64,500 hectares of vines, close to 9% of the French vineyard, the Aude is France's third-largest wine-growing département by area, behind the Gironde and the Hérault. This is not one sector among others: two Aude farmers in three specialise in viticulture, and vines occupy around 30% of the utilised agricultural area (215,600 hectares at the 2020 census). The appellations form a mosaic: the Corbières, the largest appellation in the Languedoc at some 13,000 hectares, and its cru Corbières-Boutenac recognised in 2005; the Minervois to the north; Fitou, the Languedoc's first AOC, recognised as early as 1948 and reserved for reds; La Clape on the limestone massif east of Narbonne; Cabardès and Malepère to the west; and Limoux to the south, where tradition traces blanquette back to 1531 in the cellars of Saint-Hilaire abbey, the oldest known written mention dating from 1544.
The 2026 context is one of deep restructuring. The permanent grubbing-up scheme run by FranceAgriMer over the 2024-2025 season — a €120 million envelope, aid of €4,000 per hectare, around 27,500 hectares applied for nationally — made the Aude the largest contributing département, with 18% of applications, roughly 5,000 hectares and more than 7% of the départemental vineyard. In practice, an Aude grower or cooperative is no longer merely optimising a yield: they are arbitrating plot by plot between grubbing up, replanting gaps and conversion. That is a mapping need, not an imagery need.
One technical point explains why a drone here is not interchangeable with a satellite. A study by A. Matese, P. Toscano, S. F. Di Gennaro and co-authors, published in 2015 in Remote Sensing, directly compared drone, aircraft and satellite over the same vineyards: it shows that satellite spatial resolution cannot separate the vine row from the grassed inter-row on small plots, which biases vigour indices, whereas low-altitude flight restores genuine within-plot variability; it also documents the economic tipping point beyond which aircraft become more competitive than drones again (see the study on Google Scholar). The Aude's plot pattern, fragmented and often on Corbières slopes, falls precisely in the window where the drone has the advantage.
Four missions recur from one season to the next. Missing-vine counting, which quantifies the gap rate plot by plot and provides the basis for choosing between filling gaps and grubbing up — the use most directly tied to the current context. Flavescence dorée detection, in a département where mandatory scouting mobilises whole teams every year. Water-stress monitoring through thermal and multispectral imagery, whose value has only grown with successive dry years. Can a drone film the Cité de Carcassonne?
Not freely, and it is the most tightly locked case in the département. Three authorisation chains stack up. Airspace first: Carcassonne-Salvaza airport (LFMK) lies around three kilometres west of the town, its 10/28 runway runs east-west, and the citadel sits in the extension of that axis — any flight is prepared using the current VAC chart and, depending on the exact position, a radio contact or a protocol with the tower. Ownership next: the count's castle, the fortifications and the towers belong to the French State and are managed by the Centre des monuments nationaux, while the lists and the rest of the citadel come under the town council — two distinct contacts depending on what you fly over. The public finally: with 643,882 visitors to the castle and ramparts in 2024, the citadel is France's fifth most visited national monument, and ground safety requires an enforced exclusion zone, hence a very early morning or off-season slot. No improvised flight there is lawful.
Is the Aude France's leading wind-power département?
No, and this needs saying plainly because the claim circulates widely locally. By installed capacity, the leading French départements are in the Hauts-de-France and Grand Est regions. What is accurate comes down to two points. The Aude is the birthplace of French wind power: the country's first wind farm was built at Port-la-Nouvelle and its first machine, rated 200 kW, was connected to the national grid in 1991 — that farm has since been dismantled. And the Aude is Occitanie's leading département for onshore wind, with 56 connected installations and 444.8 MW as of 31 December 2022, a little over a quarter of the regional capacity. For an operator the consequence is the same: a dense fleet, partly ageing, hence a recurring inspection need.
Can drones inspect the floating wind turbines off Port-la-Nouvelle?
Yes, but not from the shore, and that changes the whole set-up. The two Gulf of Lion pilot farms are moored 16 and 18 kilometres offshore: no inspection is possible in visual line of sight from land. Blade inspection is therefore carried out from a support vessel, under a specific operational framework (moving platform, float motion, stand-off margin, coordination with the maintenance base at Port-la-Nouvelle), or quayside before tow-out, which is by far the cheapest window: the floats and turbines were assembled on the port's industrial quay before installation, and that is where a full baseline record costs least. For a client the practical rule is simple: anything that can be documented on land or at the quay should be, before going to sea.
