Drone and Municipal Recycling Centre: ICPE Heading 2710, Skip Volumes and Perimeter Fence

On a spring Saturday morning, the queue of cars and trailers spills onto the main road, the rubble skip has been full since the day before, the green-waste skip is overflowing a metre above its sides, and the site manager has no simple way to show the local authority what "overflowing" means in cubic metres. Thirty metres away, at the foot of the fence, a pile of asbestos-cement sheets dumped overnight is waiting to be noticed. At a municipal or inter-municipal recycling centre, most of what a technical department needs to evidence — actual skip fill levels, the condition of the unloading platform and its guardrails, the integrity of the perimeter fence, fly-tipping — is visible from above and poorly documented from the ground. Here is what the drone brings to this kind of site, what it does not replace, and the prices.

Recycling centres: ICPE heading 2710 and its two sub-headings

A municipal or inter-municipal recycling centre, a reuse centre taking public drop-offs, a purpose-built bring site all fall in France under the same regulatory family : ICPE heading 2710, "installation collecting waste brought in by the initial producer of that waste", excluding installations covered by heading 2719. The wording repays attention : it is the fact that the user brings the waste in personally that places the site under this heading, not the nature of what is dropped off. A single recycling centre then very often falls under both sub-headings at once, each with its own classification criterion — something technical departments picking up an old file regularly discover.

Sub-heading 2710-2, non-hazardous waste, is classified by the volume liable to be present on site : between 100 and 300 m³ the installation falls under declaration with periodic inspection ; from 300 m³ upward it moves to registration. In other words, the number and size of the skips in place directly set the regime — a centre with eight 30 m³ skips is already well above the threshold. Sub-heading 2710-1, hazardous waste, is classified instead by the quantity liable to be present : between 1 and 7 tonnes for declaration with periodic inspection, above 7 tonnes for authorisation. It is the hazardous-household-waste store — paints, solvents, pesticides, batteries, cells, fluorescent tubes — that drives this second classification. General requirements are set by two orders of 27 March 2012 for the declaration regimes (one per sub-heading) and by the order of 26 March 2012 for registration under 2710-2 ; the rare installations subject to authorisation additionally come under the order of 22 December 2023 on fire risk prevention, amended by the order of 5 May 2025.

Redevelopment and compliance upgrades: what a photogrammetric survey brings to the file

Most French recycling centres in service were built in the 1990s and 2000s to a standard layout that has aged badly : an unloading platform too narrow for today's traffic, guardrails and anti-fall aprons fitted before current recommendations, no reuse area, users and rotation lorries crossing paths, a platform whose falls no longer drain to the right outlet. As soon as a local authority or a waste syndicate launches a redevelopment, a compliance upgrade or a move to a "next-generation" centre, the design consultant asks for the same starting point : an up-to-date base plan. Yet the as-built drawings available usually date from construction and ignore fifteen years of piecemeal changes — a hazardous-waste store added, a skip moved, a surface relaid, a fence repositioned.

A photogrammetric flight of around thirty minutes produces a georeferenced orthophoto accurate to a few centimetres, a digital surface model and a point cloud of the whole site : actual footprint, exact position of every skip and every fixture, levels of the platform and the lower yard, falls, circulation routes, perimeter trees and hedges. It is a deliverable a project manager can use directly to set out a preliminary design, calculate earthworks volumes or check that a new ramp fits within the land boundary. It obviously replaces neither a chartered surveyor's topographic survey where a boundary or a land division is at stake, nor a structural engineer's assessment of a cracked platform wall : it gives them a precise, recent working base, obtained without closing the site.

Skip and bulk-pile volume measurement: managing rotations

The lifeblood of running a recycling centre is rotation : getting the skip collected at the right moment, neither too early (you pay for hauling air) nor too late (the skip overflows, users drop waste on the ground, the site attendant spends the day tidying up). Today the estimate is made by eye from the platform walkway, with a considerable margin of error on a 30 m³ skip whose contents form an irregular dome. A drone pass over the platform, at constant height and on an identical flight plan from one visit to the next, produces a 3D model of every skip and every ground pile — rubble, green waste, wood, bulky items — and calculates its volume. Repeated weekly or monthly, it turns an impression into a comparable numerical series : fill curve by waste stream, the Saturday peak, the effect of the spring pruning season, the drift of a contractor spacing out collections.

A study by T. Filkin, N. Sliusar, M. Huber-Humer, M. Ritzkowski and V. Korotaev, published in 2022 in Waste Management, compared drone-based waste volume estimation against a ground geodetic survey on dumps and landfills : the gap stays around 1 % with a minimal number of ground control points, and rises to roughly 5 % when ground control is abandoned entirely and data is processed in the cloud (see the study on Google Scholar). That level of accuracy is more than enough to manage rotations or to evidence recurring overflow with the collection contractor. It is not enough — and does not claim to be — to feed the statutory waste register : tonnage remains the enforceable figure, and tonnage is weighed.

Fence, fly-tipping, thermal patrol — and the GDPR constraint

Three uses complete the survey, and all concern watching the site's envelope. The first is checking the perimeter fence : across several hundred linear metres, often bordered by a hedge or an embankment, a loose panel, cut mesh, a gate that no longer closes or vegetation that has toppled a section can be spotted in a few minutes of flying, where a walking patrol takes an hour and rarely happens — our guide to drone perimeter fence inspection details the method, directly transposable. The second is spotting fly-tipping at the foot of the fence, that paradox local authorities know well : waste abandoned thirty metres from a facility built to receive it, often outside opening hours, sometimes in a ditch or behind a hedge where nobody goes to look. A study by O. Youme, T. Bayet, J. M. Dembele and C. Cambier, published in 2021 in Procedia Computer Science, demonstrated the feasibility of automatically detecting clandestine dumps from drone imagery processed by deep learning (see the study on Google Scholar) ; without going that far, a simple periodic orthophoto of the surroundings is enough to date when a pile appeared, estimate the volume to clear and document the file passed to the municipal police.

The third use is the thermal patrol, aimed at two hot spots in the literal sense : the green-waste windrow or skip, whose fermentation can lead to a smouldering fire, and the store or container for hazardous household waste, where cells, accumulators and lithium batteries pile up — the leading identified cause of fire starts across the waste sector. Finally, the constraint specific to this kind of site : a recycling centre is a busy public place. Users' faces, number plates and the contents of car boots are personal data, and a local authority, as data controller, cannot collect them out of convenience. Extension works monitoring, mission method and prices

When redevelopment turns into building work — a new unloading bay, a reuse area, a compliant hazardous-waste store, a lower yard or a retention basin — the recycling centre usually stays partly open, which complicates site visits and multiplies coactivity points. A monthly pass on the same flight plan produces a series of comparable orthophotos that documents progress, feeds the site meeting minutes, allows completed earthworks volumes to be calculated and provides, at completion, a dated record for the as-built file. This is the classic use of drone construction monitoring, applied to a site whose client is a local authority and whose schedule is watched closely by elected members.

The mission runs half a day for a typical site. It starts with a briefing with the operations manager : public opening hours and the flight window chosen, skip positions on the day, rotation lorry movements, a take-off point clear of the platform, any mast or overhead power line at the plot boundary. As with any work on an operating site, the prevention plan and coactivity are settled before the flight, not on the morning itself. Frequently asked questions

Can you fly over a recycling centre that is open to the public, with users on site?

Technically yes, legally it calls for precautions. Flying over uninvolved third parties is tightly regulated, and an open recycling centre is full of users, vehicles and number plates. The common-sense rule adopted by most local authorities : fly outside opening hours, early in the morning or on a closing day, which settles both the overflight question and the GDPR one at a stroke. Where the mission absolutely must happen during activity — a peak-time volume measurement on a Saturday, for instance — the flight plan avoids occupied areas, flight height stays high enough that faces and plates are not identifiable, and images are blurred before delivery. Does drone volume measurement replace skip weighing and the statutory waste register?

No, at no point. The tonnages a recycling centre declares — the chronological waste register, data sent to producer-responsibility organisations, the operator's annual report — rest on weighings carried out on the weighbridge or by the haulier, the only enforceable figures. Drone measurement produces a volume, not a mass, and volume depends heavily on bulking : a cubic metre of fresh green waste and a cubic metre of rubble have nothing in common in density. Its value lies elsewhere : managing skip rotations day to day, evidencing recurring overflow with the collection contractor, or documenting a seasonal peak in an extension file.

Does a thermal patrol detect a fire starting in a green-waste pile or a lithium battery deep in a container?

It reads a surface temperature, and nothing else. In a green-waste windrow, fermentation generates heating at the core that often takes several days to show on the outside ; in a hazardous-household-waste container, a lithium battery in thermal runaway under thirty centimetres of other waste stays invisible to the camera until it is already burning.
