School building roof audits by drone: method, price

School buildings are the largest property portfolio of French local authorities: municipalities maintain primary schools, departments the middle schools, regions the high schools — dozens, sometimes hundreds of buildings per authority, many dating from the 1960s to 1980s. Their roofs age silently: corroded steel decks, asbestos-cement sheets, tired covered-playground waterproofing, fragile skylights and glazed roofs, gutters nobody ever sees. These buildings host children, which rules out approximation, and works budgets are voted on evidence, which demands objective findings. A drone campaign run during school holidays photographs an entire portfolio's roofs in a few days, with no scaffolding or cherry picker in a schoolyard, and gives the authority what it needs to prioritise works for several years. Hundreds of roofs, three authority levels, one blind spot

An average municipality manages five to twenty school complexes; a department, dozens of middle schools; a region, high schools that are genuine campuses. Across this portfolio, roof knowledge usually rests on reports — the leak in a classroom, the gym infiltration — that is, on defects already declared. Between two incidents, nobody goes up: school roofs rarely have collective fall protection, and putting a cherry picker in a schoolyard means shutting the site down.

As a result, technical departments arbitrate blindly between dozens of works requests. The drone audit reverses the logic: rather than waiting for the leak, the authority builds a photographic baseline of all its roofs, consistent and dated, on which to plan. It is the approach landlords and operators already apply to their large commercial roofs, transposed to a scattered public portfolio.

What the drone sees on a school roof

School buildings from the 1960s–1980s combine every at-risk roof type: asbestos-cement sheets — whose surface condition, documented without any contact, prepares the decisions we detail in our asbestos roof survey guide —, end-of-life steel decks, flat roofs with tired upstands, covered playgrounds, glazed roofs and skylights whose seals were never redone. The drone photographs every slope in high resolution, gutters and valleys included, and spots breakage, corrosion, moss, lifted fixings and ponding areas.

The feasibility of such inspections has long been documented: as early as 2012, a study by Christian Eschmann, Chan-Ming Kuo, Chang-Hong Kuo and Christian Boller presented at the 6th European Workshop on Structural Health Monitoring showed that a drone with a high-resolution camera enables systematic, repeatable building inspection, with images fit for mapping cracks and surface defects (see the study on Google Scholar). Fourteen years on, the method is industrial.

The campaign: school holidays, whole portfolio, single contract

The constraint specific to schools is simple: no flight over an occupied site. Campaigns therefore align with holidays — mostly summer — when yards and buildings are empty; the caretaker opens up, the pilot chains the sites. In built-up areas the flight follows the scenarios we describe in our flying in cities guide; with no occupants, coordination shrinks to the town hall and immediate neighbours.

Efficiency comes from pooling: one school complex takes one to two hours, a well-planned tour covers three to five sites a day, and unit cost drops with volume. From audit to works plan — and to solar roofs

The useful deliverable is not a pile of photos but a ranking: each roof rated by condition, defects located on a plan, emergencies separated from schedulable maintenance, estimated areas to renew. This ranking feeds the multi-year investment plan, grant applications and discussions with insurers. On buildings over 1,000 m² it also feeds the tertiary decree trajectory, with thermography complementing the visual audit in the heating season.
