Drone Services in Bourgogne-Franche-Comté: UNESCO Vineyards, Heavy Industry and Jura's Comté Cheese

Bourgogne-Franche-Comté brings to mind grand cru vineyards and ducal châteaux — rarely a major car plant that opened in 1912, a chemical site classed Seveso upper-tier that has run for a century, or France's leading AOP cheese by volume. Yet it is a region where professional drone work finds remarkably dense and varied ground: UNESCO-listed vineyard plots to map around Beaune and Chablis, the roofs of vast industrial workshops at Sochaux and Belfort, Jura pastures to monitor for Comté cheese cooperatives, spruce forests to watch amid a bark-beetle crisis. Eight départements between the Saône plain and the Jura peaks: the portrait of a two-sided region

Created in 2016 by merging two former provinces, Bourgogne-Franche-Comté brings together eight départements — Côte-d'Or, Saône-et-Loire, Yonne, Nièvre, Doubs, Jura, Haute-Saône and Territoire de Belfort — across territory running from the grand cru vineyards of the Côte-d'Or to the ridges of the Jura massif, taking in the Morvan and the Saône valley along the way. Dijon, the regional capital and former seat of the Dukes of Burgundy, mirrors Besançon, the historic capital of the Comté nestled in a loop of the Doubs beneath its own UNESCO World Heritage-listed Vauban citadel: two historical identities the administrative merger never erased. Belfort, Chalon-sur-Saône, Auxerre, Mâcon and Nevers round out the urban network, each with a distinct economic fabric.

It is a region where drone demand splits unusually evenly between three clearly identified drivers: very-high-value viticulture around Dijon, Beaune and Chablis, heavy industry concentrated along the Sochaux-Belfort-Dole axis, and terroir farming — Jura dairy herds, arable crops on the Saône plain — that carries more weight here than in many other French regions. On top of that, a Jura forest massif has been going through a major sanitary crisis since 2018. Each sector imposes its own flight framework and its own method: this guide reviews them one by one.

Airspace: regional airfields rather than one large CTR

Unlike regions structured around one large international-airport CTR, Bourgogne-Franche-Comté is mostly threaded with regional airfields. Dijon-Longvic, closed to commercial traffic, retains light and residual military activity south-east of Dijon: a check on the Géoportail drone zone map remains necessary before every mission nearby. Dole-Tavaux, the region's main airport platform (open to civil traffic since 1970), sits right next to the Tavaux chemical complex: two constraints — aviation and industrial — to check separately for any mission in that area. Besançon-La Vèze, on the plateau south-east of the city, hosts only light aviation and no major CTR covers the conurbation, but the entrenched topography of the Doubs loop calls for care with radio links and ground height.

To the east, Belfort-Chaux airfield (LFGG) and the proximity of EuroAirport Basel-Mulhouse-Freiburg as well as Swiss airspace, some forty kilometres away, call for careful chart reading. Further north and west, the Auxerre-Branches (LFLA), Nevers-Fourchambault (LFQG) and Mâcon-Charnay (LFLM) airfields shape lighter but real zones of vigilance. The UNESCO-listed Burgundy vineyard: mapping climat by climat

Since 4 July 2015, the Climats du vignoble de Bourgogne have held UNESCO World Heritage status as a cultural landscape: 1,247 precisely delimited and named plots, some known since the Middle Ages, stretching from Dijon to Santenay along the Côte-d'Or, with the Chablis vineyard further north around Auxerre. This mosaic of very small, individually named plots — often under a hectare — is exactly what drone mapping is built to document: a multispectral flight distinguishes one climat's vigour from its immediate neighbour's, a difference satellite imagery, at far coarser resolution, cannot capture.

A three-year study by L. Brillante, O. Mathieu, J. Lévêque and B. Bois, of the University of Burgundy, on experimental plots at Aloxe-Corton, published in 2016 in Frontiers in Plant Science, used machine learning to model grapevine water stress as a function of position on the hillslope and soil properties, reaching a precision close to field measurement (see the study on Google Scholar). This work illustrates the fine-grained terroir variability the Climats are precisely meant to distinguish: thermal or multispectral drone mapping lets that kind of signal be spatialised across a whole plot, complementing point measurements on the ground.

On the ground, the most requested services remain missing vine counts before replanting, ripeness mapping to time a selective, climat-by-climat harvest, and monitoring spring frost risk — a hazard that regularly hits the Chablis vineyard in April, where frost defence by candles or wind machines is often decided plot by plot.

Heavy industry: Sochaux, Belfort and the Tavaux chemical site

Opened in 1912, the Stellantis plant at Sochaux was for decades France's largest industrial site across all sectors, with nearly 40,000 employees in 1979. It now employs more than 6,000 people, builds around 230,000 vehicles a year (hybrid and electric Peugeot 3008 and 5008 models), and, after a €320 million modernisation, has become the group's world centre for the STLA Medium platform. At Belfort, the historic site founded in 1879 — where France's very first TGV rolled off the line on 25 October 1971 — remains an active rail hub, alongside an energy cluster (gas and steam turbines) that earns the city its nickname as France's energy capital.

Near Dole, in the Jura, the Solvay/Syensqo chemical site at Tavaux, running since 1930 (chlorine, caustic soda, chlorinated derivatives), is classed Seveso upper-tier. A €300 million investment was committed there in 2022 to make it Europe's largest manufacturing site for a fluorinated polymer used in electric-vehicle batteries. Comté AOP cheese and the Jura pastures

With more than 60,000 tonnes marketed every year, Comté is France's leading protected-designation-of-origin (AOP) cheese by volume, outweighing all other AOP cheeses combined in some reference years. The sector brings together around 2,600 milk producers and 150 "fruitières" — the cooperative workshops where milk from several neighbouring farms is processed daily — spread across the Jura massif and the surrounding plateaus. The product specification requires cows to be fed almost entirely on grass, with no silage: it is an extensive farming system where pasture management is a direct economic issue for every farm.

That is precisely what a study by I. Sinde-González, M. Gil-Docampo, M. Arza-García and co-authors, published in 2021 in the International Journal of Applied Earth Observation and Geoinformation, documents: a method for estimating forage biomass through multitemporal drone photogrammetry, computing the volume of grass between two successive flights and converting it into dry matter using a density factor measured on the ground (see the study on Google Scholar). The drone is also used for livestock building thermography — barns, fruitières, ageing cellars — to spot roof heat loss ahead of the Jura winter, where the temperature gap between inside and outside makes thermal diagnosis particularly clear.

The Jura forest amid the bark-beetle crisis

The Jura forest massif, dominated by fir and spruce, forms one of France's main coniferous timber reserves. Since 2018 it has been going through a major sanitary crisis: repeated summer droughts have weakened spruce trees, leaving them vulnerable to bark beetles, small insects that bore galleries under the bark and cut off sap flow. By autumn 2020, the volume of beetle-affected timber was estimated at close to 4 million m³ across Bourgogne-Franche-Comté as a whole, and around 19 million m³ of spruce are considered to have died between September 2018 and December 2021 across Grand Est and Bourgogne-Franche-Comté combined.

Facing a crisis of this scale, early detection of outbreak clusters directly changes how effective a sanitary felling operation is: the earlier an affected tree is spotted, before its crown visibly turns red, the sooner it can be removed before beetles swarm to neighbouring trees. A regional mission always follows the same sequence: zone analysis at the exact address (Dijon-Longvic, Dole-Tavaux, Besançon-La Vèze and Belfort-Chaux airfields, Seveso industrial zones, temporary restrictions), choice of regulatory framework — most rural or vineyard missions fall under the open category, while flights in built-up areas or on sensitive industrial sites most often fall under the specific category with a declaration —, preparation with the site (access, take-off area, a prevention plan on an industrial or Seveso site, written owner authorisation on vineyard, farm or forest land), then flight, processing and delivery. No, not freely. A Seveso upper-tier site falls under a strict safety framework: any drone mission near or above the facilities must be commissioned or authorised by the operator, coordinated with its HSE department and declared under the site's internal procedures, independently of any aviation authorisation that may also be required. This is never a mission a pilot improvises from the nearby public road.

Can a drone replace human monitoring of the bark-beetle crisis in the Jura?

No, it complements it. A multispectral flight detects signs of water stress and dieback before a needle visibly turns red, which allows sanitary felling to be targeted earlier and more precisely than a foot survey across several hundred hectares of forest. But the felling decision, tree marking and crisis management remain the forest manager's and the ONF's responsibility: the drone provides a prioritisation map, not a silvicultural decision.

Do you need a pilot based in the Jura for a one-off mission at a cheese cooperative or a mountain chalet?

Not necessarily. Most one-off missions (thermography of a livestock building, mapping a pasture plot, communication imagery for a cheese cooperative) can be planned from Besançon, Dijon or Belfort, with a half-day to full-day trip depending on distance.
