Drone Services in Doubs (25): Vauban Citadel, Microtechnology, Sochaux and the High Jura

The Doubs is a département people drive through without seeing: a motorway to Switzerland, a factory glimpsed from the trunk road, fir trees. That misses a territory of rare density for aerial work — two UNESCO World Heritage inscriptions less than forty kilometres apart, France's highest-output car plant, an ecosystem of more than 400 microtechnology firms around Besançon, nearly 170 kilometres of Swiss border, and a spruce forest at the heart of the worst health crisis French forestry has known. This départemental guide sets out what a drone concretely brings to those sectors, the airspace constraints specific to the 25 — four airfields, a plateau relief and a border that follows the river — and how prices are built. A département of plateaus, borders and factories

The Doubs covers 5,232.6 km² across 563 communes, with 547,163 residents in 2023, a density of roughly 105 inhabitants per square kilometre — twice that of the average rural French département, because the population is concentrated in two conurbations and one valley. Three arrondissements structure the territory: Besançon, the administrative seat and largest commune with 118,489 residents; Montbéliard (24,672 residents) to the north-east; and Pontarlier (18,067 residents) to the south, at 830 metres above sea level. Grand Besançon Métropole gathers 67 communes and nearly 200,000 residents over 528.6 km²; Pays de Montbéliard Agglomération has 73 communes and around 138,000 residents, with only three communes above 10,000 inhabitants (Montbéliard, Audincourt, Valentigney) and 45 communes below 1,000.

Geography drives aerial work here more than elsewhere. The département rises from the Saône valley in the west to Mont d'Or (1,463 metres), through the first and second plateaus of the Jura: that means sharp elevation changes over a few kilometres, stubborn winter thermal inversions in enclosed valleys, and low cloud bases that write off a whole morning's flying. The Doubs, a 453-kilometre river rising at Mouthe, runs through Pontarlier and Morteau, forms the Franco-Swiss border over a long stretch, then wraps around the historic centre of Besançon in a tight meander locals call "la Boucle", the loop. Woodland covers close to 48% of the territory, broadleaves to the north and conifers to the south.

This structure produces strongly professional demand, split across three basins that call for different missions: Besançon for microtechnology, medical devices, offices and heritage; Sochaux-Montbéliard for the car industry and its supply chain; and the High Doubs for pastoral farming, forestry and hydropower. A few kilometres from the Montbéliard basin, Belfort — which belongs to the Territoire de Belfort (90), not the Doubs — completes the northern Franche-Comté industrial area: an operator working in the 25 almost always covers the whole cluster.

One figure explains much of the rest: around 31,500 Doubs residents work in Switzerland, some 20% of all French cross-border workers and 14.4% of the département's employed population — second nationally behind Haute-Savoie, with 40% of them in Swiss manufacturing. This economy straddling the ridge drives High Doubs property values, feeds construction demand, and explains why a local client often thinks across two sets of rules.

Airspace: four airfields, relief, and a border that follows the river

The Doubs has no scheduled commercial airport and no large permanent no-fly zone. The constraint is therefore rarely a blanket ban: it is a matter of airfield proximity, relief, built-up areas or the border. Four platforms shape the département's airspace, and you need to know which one to look at depending on the site address.

In other words: the two Besançon airfields bracket the city, one to the north-east in the valley, the other to the south-east on high ground. Three specifics deserve stating. First, relief: on the Jura plateaus, flight height is measured from the take-off point, not from the valley floor — a pilot taking off at the bottom of a combe and climbing along a slope loses margin, and radio link, very fast. Second, weather: the High Doubs combines winter inversion fog, late-afternoon summer thunderstorms and a sustained westerly regime on the ridges — the usable flying window is narrower than on a plain, and a schedule without a fallback date is an unrealistic schedule. Third, the border: over nearly 170 kilometres Switzerland is one gust of drift away, and along the Doubs gorges the limit runs down the middle of the river. On top of that, as everywhere, come temporary restrictions published by NOTAM, to be re-checked the day before the flight.

Two UNESCO sites forty kilometres apart: the Vauban citadel and the Royal Saltworks

Few départements hold two World Heritage inscriptions so close together and so different. The Besançon citadel, Vauban's masterpiece, occupies 11 hectares at the top of Mont Saint-Étienne, 130 metres above the Doubs, sealing the neck of land that locks the Boucle. It was inscribed on 7 July 2008 as part of the Vauban fortifications network; in Besançon the inscription covers the citadel, the city walls and Fort Griffon. Owned by the City since 1960, it draws 250,000 to 300,000 visitors a year and remains the most visited paying monument in Franche-Comté. Some forty kilometres west, the Royal Saltworks at Arc-et-Senans — a Doubs commune — has been listed since 1982: eleven buildings in a semicircle, built between 1775 and 1779 by Claude-Nicolas Ledoux for Louis XV, a factory closed in 1895, burnt in 1918, saved by the Doubs department's purchase in 1927, restored in three campaigns completed in 1996, and completed in June 2022 by the "Cercle immense", a set of gardens spread over 13 hectares for a €2.7 million budget.

They are opposite working environments for a pilot. The Saltworks is a regular, low complex on flat ground with no obstacles: the textbook case for drone surveying and photogrammetry, where a grid flight plan yields, in one morning, an orthophoto and a 3D model usable by the design team. The citadel is the opposite: a bastioned work with vertical curtain walls on a spur, deep ditches, blind angles and steep drops — the survey must be oblique, flown at several altitudes, and the image count explodes.

The scientific literature documents that second case precisely. A study by P. Azzola, A. Cardaci, G. Mirabella Roberti and V. M. Nannei published in 2019 in the International Archives of the Photogrammetry, Remote Sensing and Spatial Information Sciences deals with drone-based modelling and mapping of the Venetian Walls of Bergamo, themselves UNESCO-listed in 2017: it shows how an image network acquired at several standoff distances produces, on bastioned ramparts, wall-face orthophotos and a model usable for conservation, where ground-based photography leaves vast blind areas (see the study on Google Scholar). Transposed to the Doubs, that is exactly what a heritage department expects on Vauban's curtain walls: a dated, measurable record before a works campaign, and a benchmark for the next one. Two limits, stated plainly. A drone does not replace close-up examination: it documents a wall face and ranks the areas worth visiting, but it tests neither a joint nor the soundness of a stone. And it never removes the need for agreements: owner, manager, regional heritage conservation service — and, at the citadel, the zoological park management. Beyond those two sites, the département offers a smaller but steady seam: 563 communes, hence hundreds of Comtois bell towers with glazed-tile domes, chimney-hooded farmhouses and market halls whose upkeep weighs on small budgets.

Microtechnology, watchmaking and medical devices: Besançon's invisible fabric

This is the département's industrial distinctiveness, and it is hard to see from the road because it fits into modest buildings: the Besançon basin counts 406 identified microtechnology companies and 12,000 employees, backed by 680 public and private researchers, seven specialist bodies and around 1,100 qualifications awarded each year, from vocational certificates to engineering degrees. The FEMTO-ST institute, a public laboratory of some 700 people, and the TEMIS technology park form its backbone. Applications run from watchmaking to medical devices, from time-and-frequency to aerospace and payment systems. Every two years the sector gathers at Micropolis for Micronora, the international microtechnology exhibition: the 2026 edition runs from 29 September to 2 October 2026, with around 800 exhibitors announced, close to a third of them international.

This heritage has official recognition: the craftsmanship of mechanical watchmaking and art mechanics of the Franco-Swiss Jura Arc was inscribed on 16 December 2020 on UNESCO's Representative List of the Intangible Cultural Heritage of Humanity, in a bid led by Switzerland with France. That grants no overflight right, but it says something about demand: in a basin where brand image rests on precision and craft, corporate video is not a gimmick, it is a recruitment and export-prospecting tool.

A drone meets four recurring needs there, all B2B. Corporate film and trade-show content: as Micronora approaches, demand for corporate video in an industrial setting concentrates into a few weeks, and an SME that starts looking in September no longer finds a slot. Finally, for product communication, immersive FPV video — a single continuous shot crossing a machining shop — is particularly sought after in Besançon; it requires a qualified pilot, a prepared flight and a cleared area, not a consumer drone launched between two machines.

One non-negotiable point of method: on these sites the prevention plan comes before the quote. Process confidentiality, explosive-atmosphere zones, coactivity with maintenance, bans on flying over certain lines, badges and safety induction — all settled upstream. Sochaux and the Montbéliard area: France's top-producing car plant

The Stellantis plant at Sochaux is Peugeot's industrial cradle: established in 1912 at the confluence of the Allan and the Doubs, on land judged too marshy to build on, it now covers 203 hectares. With 230,000 vehicles produced in 2025, it is the group's highest-output plant in France, essentially Peugeot 3008 and 5008 models, combustion and electric. It employs around 5,500 staff and 1,000 agency workers. The site has been deeply transformed: the "Sochaux 2022" programme, worth some €200 million, compacted the industrial footprint and rebuilt the stamping and assembly shops; a new €115 million paint shop has been fully operational since October 2025; and the plant is rolling out photovoltaic panels intended to cover 14% of its energy consumption by the end of 2026, with car-park canopies under construction.

That last point is, for a drone operator, the most concrete mission in the basin. A rooftop or car-park solar array at that scale is commissioned and monitored from the air: module counting and geolocation, alignment and layout checks, then thermography to identify hot spots, failed bypass diodes and dead strings — a check no ground round can complete in reasonable time across several hectares of modules. Monitoring the installation itself falls under drone construction progress monitoring: a dated orthophoto at each pass, comparison against the schedule, and a photographic record that stands up in a dispute between contractors.

Around the plant orbits a dense supply chain of pressers, plastics processors, surface treatment shops and logistics operators spread across the 73 communes of Pays de Montbéliard Agglomération — 45 of which have fewer than 1,000 inhabitants. This fabric is under pressure: Bourgogne-Franche-Comté lost nearly 14,000 industrial jobs between 2013 and 2022, some 8% of its workforce, and the Montbéliard area accounts for part of that decline. For these SMEs, a drone is only useful if it produces a deliverable that replaces a cost: a roof condition survey that avoids hiring a cherry picker, an envelope thermography that documents a renovation grant application, an outdoor stockpile volume measurement, a site survey before an extension or a sale. The order comes from the industrial or maintenance manager, never from communications.

Finally, an inspection mission on this kind of site is always designed around the production rhythm. A plant running 2.5 shifts opens no daytime flying window over its flow areas: the realistic slot is a technical shutdown, a weekend or the summer closure — and it is booked weeks ahead, not the day before.

The High Doubs: Comté cheese, bark-beetle spruce and water structures

South of Besançon the département changes trade. Its economy rests on three resources — grass, timber and water — each of which calls for a distinct drone mission.

Grass first. The Comté PDO appellation area, France's leading cheese appellation, covers almost all of the Doubs and Jura, part of the Ain, a few communes in Saône-et-Loire and one in Haute-Savoie; it rests on around 2,600 milk producers, some 150 fruitières (village dairies) and about fifteen ripening houses. The specification puts meadow and grazing at the heart of the system, which gives grassland monitoring direct value: on plateau plots that are often fragmented, sloping and bordered by dry-stone cairns, drone-based biomass and sward height estimation helps decide a cutting date or a grazing stocking rate, and our precision agriculture by drone page describes the sensors used. Then timber. The Doubs has around 228,000 hectares of woodland, including some 56,000 hectares of pure conifers and 50,000 hectares of mixed stands, with conifers clearly dominant on the second plateau towards Levier, Morteau and Pontarlier. These are the stands hit by the European spruce bark beetle: mass mortality of adult spruce continued through 2025 in the Jura massif, now the worst-affected area in France, even as mortality of adult silver fir returned to normal. Across Grand Est and Bourgogne-Franche-Comté, the crisis has hit on the order of 90,000 hectares, for an estimated 7 million cubic metres of beetle-killed spruce. For a forest commune or an owners' group, a dated aerial map of outbreaks has immediate arbitration value: it says where to send the loggers first, and it documents change from one year to the next.

Water last. The Châtelot dam, an arch dam 74 metres high and 148 metres long commissioned in 1953, impounds 20 million cubic metres (Lake Moron) on the border stretch of the Doubs between Villers-le-Lac and Les Planchettes, for 32 MW operated until 2028 by the Société des Forces Motrices du Châtelot, a subsidiary of EDF and Groupe E, with output shared equally between them. The downstream face of such a structure is the typical case where aerial inspection replaces rope access. A study by A. Khaloo, D. Lattanzi, A. Jachimowicz and C. Devaney published in 2018 in Frontiers in Built Environment describes the visual inspection of a large gravity dam by drone: combining a fixed-wing aircraft for overall geometry with a multirotor for oblique image networks at varying standoff distances, the authors reconstruct a single hierarchical 3D model resolved enough to serve as an inspection support (see the study on Google Scholar). Two caveats belong here: on the border stretch of the Doubs, flight preparation must factor in Switzerland's immediate proximity; and a dam remains a safety-critical structure, on which no flight is arranged without the concession holder's written agreement.

Method, flight framework and prices

A mission in the Doubs always follows the same sequence: zone analysis at the exact address (proximity to La Vèze, Thise, Courcelles or Pontarlier, built-up areas, relief, distance to the Swiss border, temporary restrictions published by NOTAM), choice of regulatory framework — most agricultural, forestry and industrial flights in rural areas fall under the open category, while a flight over public space in Besançon's Boucle or close to uninvolved people falls under a stricter framework —, preparation with the site (prevention plan and badges on an industrial site, a protocol with the airfield operator, written agreement from the concession holder for a hydro structure, agreement from both the site manager and the zoological park management for the citadel, authorisation from the farmer or forest owner), then flight, processing and delivery. Four limits to keep in mind, specific to this département. A drone does not fly in the inversion fog that fills High Doubs valleys for weeks at a time in winter, nor in strong wind on the ridges: on a site above 800 metres, planning a fallback date is not a precaution, it is a feasibility condition. It replaces neither the chartered surveyor for a legally binding survey nor the close-up examination by a heritage architect, a structural engineer or a forester: it guides and documents, it does not certify. It does not cross the border unless the operation has been prepared on the Swiss side too. And it never removes the need for prior agreements — airfield operator, hydro concession holder, monument manager, site safety officer, forest owner — which govern feasibility just as much as air rules do. Frequently asked questions

Can a drone fly over the Besançon citadel?

Not freely, and for a reason few pilots anticipate: there is a zoo inside the ramparts. The citadel houses the Besançon Natural History Museum, which is both a museum and a permanent zoological establishment, involved in 56 conservation programmes, with nearly 90% of its displayed species part of European or international breeding programmes. Flying over animals sensitive to noise and moving shadows is not an air-law question but an animal-welfare one, and the site manager either refuses it or frames it tightly. Three classic conditions stack on top: the fortress has been on the UNESCO World Heritage List since 2008 as part of the Vauban fortifications network and belongs to the City of Besançon, so the owner-manager's agreement is required; the site receives 250,000 to 300,000 visitors a year, so ground safety demands a closed-to-public slot; and it stands 130 metres above a dense city centre, which falls under the framework for flying over public space in built-up areas. A technical survey of the curtain walls is perfectly feasible there — early morning, off season, under a written protocol.

Can a drone cross the Doubs where the river forms the Swiss border?

No, not without treating the flight as an operation in a second State. Between Villers-le-Lac and Goumois the Doubs is the border: a few dozen metres of drift are enough to put the aircraft into Swiss airspace. The good news is that Switzerland has applied the European drone regulation since January 2023, and operator registration as well as proof of competency issued in an EU State are mutually recognised: a French pilot does not have to re-sit an exam. The less good news is that Swiss geographical zones, published by the Federal Office of Civil Aviation, are not the ones on the French map: they must be checked separately, and a flight that deliberately crosses the border is prepared on both sides. In practice, around the Saut du Doubs waterfall — a classified site since 1912, extended to 438 hectares in 2001 — the working rule is simple: stay on the French bank, pick a take-off point that guarantees a lateral safety margin, and never rely on the wind to keep you on the right side.

Can a drone spot bark-beetle spruce before the needles turn red?

Partly — and that is exactly where the economic value lies. Once a tree has turned red it is dead and its timber has lost most of its value; the challenge is to detect the so-called "green attack" stage, where the spruce is already colonised but still green. The study by T. Klouček, J. Komárek, P. Surový, K. Hrach, P. Janata and B. Vašíček published in 2019 in Remote Sensing tested low-cost RGB and near-infrared drone-mounted sensors at individual-tree level, analysing retrospective time series: it shows that detecting advanced stages is reliable, while identifying still-green but already infested trees remains possible but markedly harder (see the study on Google Scholar). The operational conclusion for a High Doubs forest owner: the drone is first a tool to prioritise felling rounds and to map outbreaks with usable coordinates, not a substitute for marking trees on the ground.
