Drone Services in Tarn-et-Garonne (82): Orchards, River Confluences, Golfech and the Garonne Canal

Tarn-et-Garonne can be summed up in one image: three rivers meeting in the middle of orchards. True, and wholly inadequate. Behind the postcard lies a département that grows more apples and kiwis than any other in France, that irrigates over 40,000 hectares, that lives under a flood risk plan calibrated on a 1930 flood whose water level nobody has forgotten, that hosts a nuclear power station ringed by a permanently prohibited airspace zone, and that has grown one of south-west France's largest logistics parks at the junction of two motorways. For a professional drone pilot that means four very different families of missions and a single shared rule: you do not take off here without checking the aeronautical chart and the flood risk map. This départemental guide sets out what a drone genuinely brings to these sectors from Montauban, the airspace constraints specific to the 82, and how prices are built. A département of confluences, corridors and orchards

Tarn-et-Garonne covers 3,718 km² across 195 communes, with 265,817 residents in 2023 and a density of 71.5 inhabitants per square kilometre, ranking it 80th nationally. Only three communes exceed 10,000 residents: Montauban, the administrative seat with 62,945; Castelsarrasin (14,343); and Moissac (13,419). The Montauban arrondissement alone accounts for 70% of the département's population. In short: one central town that pulls everything, and a countryside dense in farms but thin on large isolated clients.

Geography dictates the aerial work. The département is organised around confluences: the Tescou joins the Tarn at Montauban, the Aveyron joins the Tarn downstream, and the Tarn flows into the Garonne at Saint-Nicolas-de-la-Grave, where the Malause run-of-river dam created in the early 1970s a large water body that has become a bird reserve — the Île aux Oiseaux is a Natura 2000 site under the Birds Directive, with 160 to 200 species stopping over on migration each year. That last figure is no footnote for a pilot: within a special protection area, flight timing and altitude are discussed with the site manager, and a spring mission over that sector does not carry the same preparation cost as a flight over open farmland.

To the south, two motorways cross: the A20 Paris-Toulouse axis and the A62 Bordeaux-Sète axis. That junction is where the Grand Sud Logistique development zone was laid out from 2010 across the communes of Campsas, Labastide-Saint-Pierre and Montbartier: 450 hectares some ten minutes south of Montauban, managed since 1 January 2017 by the Grand Sud Tarn-et-Garonne community of communes, home to Les Mousquetaires (90,000 m²), Easydis (95,000 m²), Action (45,000 m²) and Décathlon (37,000 m² through Argan). Closer to town, the Albasud business park beside the A20 covers around 220 hectares and 300 companies; GT Logistics built a platform there for the Poult biscuit works, with the foundation stone laid in July 2016.

For a warehouse operator, those areas translate into tens of thousands of square metres of steel decking, waterproofing membrane and solar panels that no ground patrol can seriously inspect: precisely the domain of drone inspection of logistics and retail roofs. The nearest reference cities covered on this site are Toulouse some fifty kilometres south, Agen to the west along the Garonne, and Albi to the east: an operator working in the 82 almost always covers that triangle.

Airspace: the Golfech prohibited zone and Montauban aerodrome

Tarn-et-Garonne has no commercial airport, but it concentrates two constraints you do not meet everywhere, and the first is the toughest in the département.

To the west, on the Garonne, the Golfech nuclear power station runs two P'4-series pressurised water reactors of 1,310 MWe each, brought into commercial service in February 1991 and March 1994, beneath two cooling towers 178.5 metres tall — the highest in Europe — visible for tens of kilometres. The site employs around 1,020 people, some 770 EDF staff and 250 permanent contractors, and stands about forty kilometres west of Montauban. Above it, an order of 13 September 2012 created the LF-P 3 "Golfech" prohibited zone, active around the clock: a circular arc with a 5-kilometre radius, extending from the surface to 3,500 feet (1,050 metres) above mean sea level. It is a prohibition, not a restriction: no flight height and no commercial arrangement with the plant gets around it. It swallows whole riverside communes, orchards and farm plots included; a fruit grower three kilometres from the plant therefore cannot have his orchard mapped without going through the prescribed authorisation procedure. To the east, Montauban aerodrome (Morin-Védrines), ICAO code LFDB, lies just 2 kilometres north-east of the town. It is an uncontrolled field operating on air-to-air self-information, with a bitumen runway 13/31 of 980 × 20 metres, managed by the Aéro-Club Montalbanais since 1931. Its distinctive feature: it hosts five Pilatus PC-6 aircraft of the 9th airmobile support regiment and a detachment of the 3rd matériel regiment, alongside civil parachuting, helicopter and microlight activity. Light military traffic, parachute drops and low-level manoeuvring make for an environment where improvisation has no place: a mission north-east of Montauban is set up by contacting the airfield beforehand, following the logic described in our guide to drone missions near an aerodrome.

On top of that, any flight over a built-up area requires the prior declaration to the prefect demanded by the State services in Tarn-et-Garonne, filed between one month and five working days before the flight. Temporary restrictions published by NOTAM — public events, exercises, flood rescue operations — are re-checked the day before.

France's leading orchard county: apples, kiwis, plums and Chasselas grapes

This is the département's agricultural distinctiveness and it is rarely measured at its true scale: Tarn-et-Garonne is France's leading producer of table apples and kiwis, and second for plums. Around 6,000 hectares of apple orchards are planted here, for a harvest in the order of 200,000 tonnes depending on the season. To that add the Chasselas de Moissac, the first French fruit granted a controlled designation of origin, back in 1971, upgraded to PDO in 1996 and grown across 76 communes of Tarn-et-Garonne and the Lot. A typical holding here is not a cereal plain: it is a mosaic of plots of a few hectares, planted in close rows, often covered with hail netting, and almost all irrigated.

Water is the second pillar. The chamber of agriculture counts 41,546 irrigated hectares, about 20% of the département's farmland, 1,900 irrigators, 27 collective irrigation bodies, 1,950 ponds and seven re-supplied rivers along 6,400 km of watercourses. For apples, the irrigation rate reaches 97% in the département. A Tarn-et-Garonne orchard is therefore also a hydraulic network: hydrants, drip lines, hill reservoirs, supply channels.

The drone serves four uses here that produce figures, not pictures. Tree counting and canopy condition first: a study by Jorge Torres-Sánchez, Francisca López-Granados and colleagues, published in 2015 in PLoS ONE, showed that UAV-based 3D reconstruction can compute crown area, height and canopy volume tree by tree with accuracy reaching 97% on area quantification, replacing field surveys that are very costly in time (see the study on Google Scholar). One field caveat: hail netting, very common here, degrades multispectral readings and complicates counting. It calls either for a flight before deployment, for a flight under the netting in specific conditions, or for an honest refusal. A provider promising a vigour map over a fully netted orchard has not looked at the orchard.

Flooding: a 1930 flood that still governs planning

No planning document in the area is written without it. In December 1930, exceptional rainfall combined with snowmelt made the Agout, Aveyron, Tescou, Tarn and Garonne burst their banks simultaneously: at Montauban the water passed 11 metres on the Pont Vieux gauge, more than a thousand houses collapsed in the Villebourbon, Sapiac and Gasseras districts, and the département counted around 200 deaths. That flood remains the reference event of the flood risk prevention plan adopted in 1999: it still draws the flood zones that constrain building permits today.

The risk is not historical, it is budgeted. The Montauban-Moissac preliminary flood action programme (PAPI d'intention), approved on 10 September 2020 by the Adour-Garonne basin flood commission, covers 22 communes and four inter-municipal bodies holding flood management powers, from Montauban to Moissac along the Tarn, the Aveyron and the Garonne. Its figures say everything about the economic stake: 20,000 residents and 18,000 jobs in flood-prone areas, and thirty natural disaster declarations for flooding and mudslides in thirty years, with recent episodes in 2018 on the Aveyron and 2021 on the Tarn.

For a local authority, a river board, an insurer or a company sited in a flood zone, the drone comes in at three moments. Before: a photogrammetric survey of a low-lying district, an embankment, a levee or a crossing structure delivers a dated digital terrain model that serves as the baseline — and it costs vastly less when done calmly than improvised in an emergency. During and just after: mapping the flooded extent. A study by Quanlong Feng, Jiantao Liu and Jianhua Gong published in 2015 in the journal Water showed that a random forest classifier applied to drone imagery could extract the extent of urban flooding with an overall accuracy of 87.3% (see the study on Google Scholar): at the scale of a Villebourbon district or a Moissac business park, that is the difference between an estimate and evidence. Two operating caveats. During a flood, the airspace is often busy with civil protection helicopters and temporary restrictions are published: you do not fly a drone over an area being evacuated without coordinating with the incident command post. And the drone does not replace a chartered surveyor for establishing a legally binding level: it documents extent and appearance, not the statutory reference elevation.

The Garonne canal, its locks and the Cacor aqueduct: engineering structures to survey

The Garonne lateral canal, opened between Toulouse and Bordeaux from 1838 to 1856, crosses the département east to west and, together with the Canal du Midi, forms the Two Seas link between the Atlantic and the Mediterranean. It is not merely a cycle route: it is a string of masonry engineering structures — locks, lock-keepers' houses, aqueducts, canal bridges — managed by Voies navigables de France, whose upkeep is as much a heritage matter as a hydraulic one.

The most remarkable stands at Moissac. The Cacor canal bridge carries the canal over the Tarn for 356 metres in length and 8.35 metres in width, on thirteen 20-metre arches and two 5-metre arches, in Toulouse brick and Quercy stone, to designs by the engineer François Terrié. It is France's third longest canal bridge, after those at Briare and Agen. For an asset manager, this kind of structure combines everything that makes inspection difficult: facings submerged at their base, arches unreachable from the bank, masonry joints needing close examination, and no possibility of halting navigation or the towpath for long.

The drone delivers a complete survey in a day where a platform on a barge would need several. The method is photogrammetry: nadir and oblique imagery, a textured 3D model, facing orthophotos at a few millimetres per pixel, on which a structures engineer annotates cracks, spalling, invasive vegetation and joint defects. A second use, less visible but much in demand in a département where irrigation is vital: leak detection on canals and supply networks. Brick, bastide and UNESCO: the historic fabric of Montauban and Moissac

Montauban is a bastide founded in October 1144 by Alphonse Jourdain, Count of Toulouse — one of the very first in south-west France. Its heart, the Place Nationale, has a double row of arcaded walkways: ruined by fires in 1614 and 1649, it was entirely rebuilt in brick, a material chosen precisely because it does not burn, with an alignment of façades punctuated by monumental pilasters; its restoration was completed in 2009. A few hundred metres away, the Pont Vieux, built between 1304 and 1335 entirely in brick, crosses the Tarn on seven pointed arches; it has been a listed historic monument since 1911. The Musée Ingres Bourdelle, housed in the former bishop's palace, reopened in 2019 after a €13.1 million refurbishment.

Thirty kilometres west, Moissac plays in another league again: Saint-Pierre Abbey has been inscribed on the UNESCO World Heritage list since 2 December 1998, as part of the serial property "Routes of Santiago de Compostela in France", which brings together 71 monuments and 7 sections of path. Its cloister of 1100 has 76 capitals, 46 of them historiated, and the tympanum of the south portal, carved in the first half of the 12th century, measures roughly 6.5 by 4.5 metres.

This building stock poses one shared technical problem: fired-clay brick, ubiquitous in façades and beneath roof structures, ages through flaking, joint erosion and infiltration at wall heads — defects that read poorly from the street and very well from fifteen metres up. For a public client preparing a façade refurbishment or a roof overhaul, a drone survey delivers an annotatable façade orthophoto and 3D model on which the design team prices by real square metre rather than by lump sum. A study by Bryan Pantoja-Rosero, Radhakrishna Achanta and Katrin Beyer published in 2023 in Automation in Construction shows how photogrammetric reconstruction can be coupled with deep-learning segmentation to produce "damage-augmented digital twins" directly usable in building inspection (see the study on Google Scholar).

Two guides cover these missions: façade diagnosis by drone before refurbishment for ordinary buildings and condominiums, and roof inspection of a historic monument by drone for protected buildings. On the latter, the rule is constant: the owner's or occupier's agreement and coordination with the regional heritage conservation service come before the flight, and flying over public space in central Montauban or Moissac additionally requires the municipal order governing the ground exclusion zone. None of these monuments is overflown on an improvised Sunday morning.

Method, flight framework and prices

A mission in Tarn-et-Garonne always follows the same sequence: zone analysis at the exact address — position relative to the LF-P 3 Golfech prohibited zone, distance to Montauban aerodrome (LFDB), built-up areas, the Natura 2000 site at the confluence, temporary restrictions published by NOTAM —, choice of regulatory framework: most agricultural, logistics and waterway flights in rural areas fall under the open category, while a flight over public space in central Montauban or Moissac, or close to uninvolved people, falls under a stricter framework. Then preparation with the parties concerned: prior declaration to the prefect for built-up areas (between one month and five working days beforehand), contact with the aerodrome, agreement from the waterway authority on the public canal domain, the fruit grower's written authorisation, prevention plan and badge on a logistics platform, the manager's agreement for a monument. And finally flight, processing and delivery. The regulatory information on this page reflects the rules in force in September 2026; temporary restrictions are re-checked the day before the flight.

These amounts are observed orders of magnitude, never firm prices: area, accessibility, the expected deliverable and the number of passes can double them.

Three limits to keep in mind, specific to the 82. The LF-P 3 Golfech prohibited zone cannot be worked around: within a five-kilometre radius and up to 1,050 metres, no serious provider will offer you a flight without prior authorisation, and an offer that ignores it exposes you as much as it does them. The drone replaces neither the chartered surveyor for a legally binding flood level nor the structures engineer for the structural diagnosis of a canal bridge: it supplies the data, it does not sign off the expert report. And in orchards, hail netting and the phenological window govern the calendar far more than the pilot's availability: a counting or blossom campaign is booked weeks ahead. Frequently asked questions

How far does the no-fly zone around the Golfech nuclear power station extend?

It is precisely defined, and far wider than most people assume. An order dated 13 September 2012, in force since 18 October 2012, created above the site a prohibited zone active twenty-four hours a day, identified LF-P 3 "Golfech". Its horizontal footprint is a circular arc with a 5-kilometre radius centred on the site, and its vertical extent runs from the surface up to 3,500 feet, that is 1,050 metres above mean sea level. In other words: no flight height lets you slip beneath or above it, and the limit is not something the plant operator can waive. Do you need a prefectural declaration for a drone flight in Montauban?

For a flight over a built-up area, yes. The State services in Tarn-et-Garonne require a prior declaration addressed to the prefect, to be filed at least five working days and at most one month before the flight date, by e-mail to the relevant office. That declaration replaces neither the airspace analysis — Montauban aerodrome sits two kilometres from the town centre — nor the agreement of the manager of the site being flown over, nor, where applicable, the municipal order covering use of public space for the ground exclusion zone. The prefecture also points to the specific regime of the order of 12 October 2018 listing areas where aerial imaging is prohibited. In practice, ten to fifteen working days between order and flight is the reasonable minimum for a town-centre mission.

Can a drone inspect a structure on the Garonne canal, such as the Cacor canal bridge?

Yes, but never as free flying. The Garonne lateral canal, its locks, aqueducts and lock-keepers' houses form part of the public waterway domain managed by Voies navigables de France: any technical work above or immediately alongside a structure requires the manager's agreement, coordination with operations — navigation does not stop for a drone — and, on a listed structure, the opinion of the relevant heritage service. At Moissac, the Cacor canal bridge combines every difficulty: 356 metres of brick and stone masonry above the Tarn, a towpath busy with cyclists, and a river underneath. The survey is therefore prepared like a works site, with ground marshalling and an agreed slot, not like a photo outing.
