Drone Services in Saône-et-Loire (71): Nuclear Forging, the Kodak Brownfield, Côte Chalonnaise Vineyards and the Navigable Saône
You can cross Saône-et-Loire on the A6 motorway without noticing it, between two signs advertising Burgundy wines. That means missing a département that combines several rare situations: the only French forges able to produce the massive parts of a reactor vessel, a 110-hectare industrial brownfield turned into the country's benchmark reindustrialisation project, a vineyard that has just been granted premier cru status after a ten-year process, a large-gauge waterway paired with a Freycinet canal dating from 1791, and France's largest suckler-cow herd. All of them are settings where a drone mission is justified by a deliverable — an inspection report, a dated orthophoto, a vigour map — rather than by a nice picture. This départemental guide sets out what a drone genuinely brings to these sectors, the airspace constraints specific to the 71, and how prices are built. A hinge département between the Saône, the Morvan and the coal basin
Saône-et-Loire covers 8,611 km² across 564 communes, with 550,310 residents in 2023, a density of about 64 inhabitants per square kilometre. It is one of mainland France's largest départements, and one of its most contrasted. Five arrondissements share the territory in very unequal proportions: Chalon-sur-Saône concentrates 28% of the population at a density of 105 inhabitants/km², ahead of Autun (23%), Mâcon (21%), Charolles (15%) and Louhans (12%). Only five communes exceed 10,000 residents: Chalon-sur-Saône (45,102), Mâcon (35,177), Le Creusot (20,509), Montceau-les-Mines (17,064) and Autun (13,172).
Geography separates four distinct worlds here, each calling for different aerial work. To the east, the Saône plain and the Bresse of Louhans: flat ground, a large-gauge river, commercial ports, business parks and livestock buildings. In the centre-west, the Le Creusot and Montceau-les-Mines basin: heavy industry, spoil heaps, mining brownfields and a dense metalworking supply chain. To the north-west, the Morvan and Autun: forest, relief, Roman heritage. To the south-west, the Charolais-Brionnais: hedgerows, pasture, cattle. And along the whole eastern edge, a band of vineyard slopes running from Chagny to Chaintré.
Three pieces of infrastructure shape movement here — and demand. The A6 motorway follows the Saône valley through Chalon and Mâcon, where the A40 branches off towards Geneva. The Paris–Lyon high-speed line crosses the département with one intermediate station, Le Creusot TGV, right in the industrial basin. And the RCEA (Route Centre-Europe Atlantique, N79/N70) cuts across it from east to west: its upgrade to dual carriageway is the département's largest linear construction programme, with a first phase completed in 2020 for €197.5 million and a second phase of €412 million covering 35 kilometres. The 8-kilometre Sainte-Cécile to Clermain section is announced for autumn 2026, with landscaping in 2027; the La Fourche to Col des Vaux section, the last to be built, is due to start from autumn 2026, the State having confirmed on 8 June 2026 that it would cover €15 million of material-related cost overruns.
A road project of that length is a textbook case for drone construction monitoring: you do not photograph 35 kilometres of earthworks from the ground, and a monthly pass produces a series of dated orthophotos documenting progress, land take, material stockpiles and farm access reinstatements. More broadly, an operator working in Saône-et-Loire almost always covers the same quadrilateral: Dijon to the north, Besançon to the north-east, Lyon to the south and Nevers to the west.
Airspace: six airfields, no commercial airport, no nuclear power station
First piece of good news for anyone preparing a mission: Saône-et-Loire has no scheduled commercial airport and no nuclear power station. There is therefore no permanent no-fly zone in the département comparable to those surrounding a nuclear generating site — the nearest plant, Bugey, stands at Saint-Vulbas in the Ain, outside the département. The airspace constraint here is almost always a matter of proximity to an airfield, of built-up areas, or of temporary restrictions.
Six airfields shape the local airspace, and they are far from equivalent. Chalon-Champforgeuil (ICAO LFLH), 7 kilometres north-west of Chalon and open to public air traffic since 1935, has an asphalt runway 17/35 of 1,440 metres alongside an 850-metre grass strip: its position makes it the first item to check for most missions in the Chalon basin, business parks included. Mâcon-Charnay (LFLM), in the commune of Charnay-lès-Mâcon, lies just 2 kilometres from central Mâcon — a proximity that directly affects urban and vineyard missions in the south of the département. Saint-Yan (LFLN) is the special case: three runways, two of them paved, a main runway of about two kilometres equipped with an ILS, management by a joint authority set up in 2006, and above all a role in aeronautical training — pilots and aviation staff trained notably through the French national civil aviation school — supplemented by maintenance and fire-fighting trials. To these add Autun-Bellevue (LFQF), open to public air traffic 3 kilometres north-west of Autun, Paray-le-Monial (LFGN) and Tournus-Cuisery (LFFX).
The practical consequence is simple: in Saône-et-Loire, zone analysis is done at the exact address, not at commune level. A winery at Vergisson, a silo on the Bresse plain or a factory roof at Champforgeuil may sit a few hundred metres from a runway centreline with nothing on the ground to indicate it. Two further constraints deserve to be anticipated. First, sensitive industrial sites: the département concentrates plants making heavy nuclear components, whose perimeters are guarded and where an unannounced overflight is treated as a security incident — the only workable route is a mission commissioned by the operator, with a prevention plan. Second, town centres: flying over public space in built-up areas, in Chalon as in Mâcon, follows a framework that changed on 1 January 2026, detailed in our guide to flying over public space in French built-up areas. Le Creusot, Blanzy and Saint-Marcel: the nuclear forging valley
This is the département's industrial distinctiveness, and it is poorly known outside the sector: Saône-et-Loire concentrates the workshops able to produce the massive parts of a nuclear steam supply system. At Le Creusot, Framatome runs Creusot Forge and Creusot Mécanique; the company is bringing reactor vessel internals manufacturing back into the historic workshop, with series production of stainless steel components expected from mid-2026 and a target of one EPR every eighteen months for France. An extension to the mechanical workshop is under construction, and the technical centre is being enlarged for €6.5 million — a new 1,000 m² building and twelve additional engineering posts, due for completion at the end of 2026. Beyond that looms the Forge+ project, budgeted at €579 million, whose public inquiry is expected in early 2027. Framatome states that it invested €215 million in 2025 with regional suppliers.
Le Creusot is not monolithic, however. Industeel, an ArcelorMittal subsidiary, is commissioning a vertical continuous casting line at its Le Breuil site, announced in 2024 for €52 million and installed in a fifty-metre-high building, its start-up having been delayed by a fire. Thermodyn is committing €10 million to an assembly and testing hall for integrated compressors, targeted for service at the end of 2026, with forty posts filled in 2025. Fifteen kilometres further south, the Michelin plant at Blanzy, built in 1970, employs around 1,200 staff across 40 hectares: it produces semi-finished materials for the group's European factories and earthmover tyres weighing 100 to 330 kilos, mixing some 500 tonnes of raw material a day. Finally, at Saint-Marcel, on the edge of Chalon, Framatome employs about 1,200 people making heavy components, with a computing centre inaugurated in March 2023 bringing together 150 specialists.
What characterises these sites, from a drone perspective, is the scale of the buildings and the height of the workshops. A forging hall, a mixing hall or a fifty-metre casting building is hard to inspect from the ground: the roofs are vast, crowded with rooflights, extractors and ducts, and platform access ties up a circulation area in the middle of production. Four uses recur. Roof and cladding thermography, to locate an infiltration or heat loss across several covered hectares. Inspection of industrial chimneys and silos, tall structures inaccessible by definition. Contact drones for non-destructive testing, when a thickness measurement is needed rather than just an image. And progress monitoring of the extensions under way, which are numerous here in 2026.
Two methodological points are not negotiable. The first is the prevention plan: line confidentiality, coactivity with maintenance, no-fly areas, badges and safety induction are settled before the quote, not on the morning of the flight — our guide to hosting a drone mission on an industrial site lists what the operator must prepare. Chalon-sur-Saône: from Nicéphore Niépce to SaôneOr, a brownfield turned benchmark
Chalon-sur-Saône is the birthplace of photography: Nicéphore Niépce was born there in 1765 and died there in 1833. The museum bearing his name, opened to the public in 1974 in the former Royal Messengers' hotel, holds one of Europe's most important photographic collections — around three million images and more than ten thousand cameras and objects, including the so-called "chamber of discovery". That lineage is not merely a tourism argument: it produced an industry. For decades the Kodak-Pathé plant sustained the town, with up to 3,800 employees.
Its closure in 2007 was experienced locally as a catastrophe. The buildings were demolished with explosives in December 2007 and February 2008, leaving 110 hectares of brownfield to be reclaimed. What followed became a textbook case: the SaôneOr industrial park was laid out as "turnkey sites" — roads, water, gas, electricity, archaeological and environmental studies all carried out in advance, saving an incoming manufacturer roughly eighteen months. The record is documented: nearly €1 billion invested, 360 company sites, 6,600 jobs, and a Grand Chalon unemployment rate down from 9.3% in 2014 to 6.6%. Only about fifteen of the original 110 hectares remain. Among the arrivals: Atlantic (heat pumps, €140 million), Vicky Foods (bakery products, €100 million and 600 jobs in time) and Aérométal (metal recycling, 10,000 m² opened in June 2024).
The movement continues. On 26 April 2026, Arabelle Solutions, an EDF subsidiary, announced the construction at Chalon-sur-Saône, on the former Nordéon site, of a €100 million plant of about 20,000 m² dedicated to reactor heat exchangers — moisture separator reheaters, high- and low-pressure feedwater heaters — for the EPR2 programme and for export. The components concerned weigh 120 to 370 tonnes and measure 15 to 25 metres long; the plant targets 160 skilled jobs and production from 2030.
For a local authority or a development agency, that sequence — demolition, remediation, servicing, marketing, construction — is precisely what a drone documents best, because it plays out over dozens of hectares and several years. During the works phases, photogrammetric surveying provides baseline and as-built records; on new buildings, logistics building roof inspection becomes a handover reflex. And for a manufacturer recruiting in a basin where several employers compete for the same profiles, corporate filming in an industrial setting is not a luxury: it is an employer-brand tool.
Vineyards and livestock: Côte Chalonnaise, Pouilly-Fuissé, Charolais cattle and Bresse poultry
Saône-et-Loire carries two entire Burgundy vineyards. The Côte Chalonnaise covers roughly 4,400 to 4,600 hectares along a band of slopes around Chagny, Mercurey and Givry, with five village appellations — Bouzeron, Rully, Mercurey, Givry, Montagny — and some 140 premiers crus: Mercurey alone accounts for 650 hectares, ahead of Rully (340 ha), Montagny (301 ha) and Givry (265 ha). Further south, the Mâconnais saw a rare event in the world of appellations in 2020: after roughly ten years of assessment, France's INAO approved 22 premier cru climats for Pouilly-Fuissé, covering 194 hectares — 24% of the appellation's 800 hectares, spread across the four communes of Chaintré, Fuissé, Solutré-Pouilly and Vergisson. It was the first Mâconnais appellation to reach that level, and the premier cru specification is markedly stricter: a maximum yield of 56 hl/ha, three years of soil rest before replanting, and a ban on chemical herbicides.
That last point changes things for drone work. When chemical weeding disappears, ground-cover management and vigour become steering variables, and the need for mapping increases. The contribution of low-altitude imagery is documented here: a study by A. Matese, P. Toscano, S. F. Di Gennaro and colleagues, published in 2015 in Remote Sensing, compares NDVI surveys flown by drone, aircraft and satellite over the same plot and shows that only the drone renders within-field variability correctly at row scale, higher platforms smoothing out the differences (see the study on Google Scholar). On fragmented slopes such as those of Vergisson or Mercurey, where an estate often adds up one-hectare parcels, that is exactly the difference between decorative data and usable data. The département's other agricultural strength lies elsewhere, in the hedgerow country of the south-west. Saône-et-Loire is France's leading département for suckler cows, with 219,000 head, that is 5.2% of the national herd and 42% of the Bourgogne-Franche-Comté suckler herd; the Charolais breed accounts for 74% of the region's beef cattle, and the herds cluster around Charolles. To the east, the Bresse of Louhans sustains a very different chain: Bresse poultry is the only poultry in Europe protected by a designation of origin — AOC under the law of 1 August 1957, PDO since 1996 — across an area of roughly 100 kilometres by 40 straddling the Ain, Saône-et-Loire and Jura. Of the 161 French producers, 69 are in Saône-et-Loire and account for 59% of output, some 385,000 birds; the specification requires a minimum of 10 m² of grass range per bird.
Drones have two quite distinct uses here, and their respective limits deserve honesty. On herds, counting and monitoring by thermal imagery answers a real problem of fragmented fields and hedges: finding an isolated calving in the bottom of a valley takes an afternoon on foot. The review by J. G. A. Barbedo and L. V. Koenigkan published in 2018 in Outlook on Agriculture takes stock of what unmanned aerial systems genuinely bring to cattle monitoring, and of the technical obstacles explaining why this use lags behind arable farming (see the study on Google Scholar): counting reliability dependent on tree cover, disturbance to animals, endurance. On buildings, by contrast, the service is mature: thermographic inspection of livestock buildings covers cattle sheds and poultry houses whose roofs, often in ageing fibre cement, cannot be inspected by walking on them. The navigable Saône, the Canal du Centre and Romanesque heritage: photogrammetry country
The Saône crosses the département from south to north, and it is a large-gauge waterway: between Lyon and Auxonne the locks were rebuilt to 185 metres in length to the European 5,000-tonne standard, and the Rhône Saône territorial directorate of Voies navigables de France administers 625 kilometres of large-gauge waterways in total. Two commercial ports sit in the département — Mâcon and Chalon-sur-Saône — joined by Pagny at the northern end of the large-gauge Saône. Grouped under the Aproport brand, they handled 900,000 tonnes of river traffic and 700,000 tonnes of rail traffic in 2023, mostly agricultural bulk and aggregates. Their operation is changing hands: VNF has launched a public service delegation procedure to entrust the three ports to a single concessionaire from 1 January 2027, with applications received until 15 January 2026.
At Chalon the Saône meets the Canal du Centre, which since 1791 has linked the Saône basin to the Loire at Digoin: 112 kilometres, 61 locks at Freycinet gauge — 34 on the Saône side, 27 on the Loire side, each 40 metres by 6 — twelve feeder reservoirs and one aqueduct. It is a dense, ancient, linear stock of civil engineering structures, in public ownership. For an asset manager the drone's value is direct: a drone bridge and structure inspection documents deck soffits, abutments and facings without a platform or scaffolding; quay and riprap inspection covers the port infrastructure at Chalon and Mâcon; and riverbank monitoring under the GEMAPI framework is of direct interest to the Saône basin's river authorities, where erosion is measured from one campaign to the next by comparing dated orthophotos.
The same tool serves the built heritage, and Saône-et-Loire is richly endowed. Cluny Abbey, managed by the Centre des monuments nationaux, preserves the remains of Cluny III, the abbey church begun in 1088 under Hugh of Semur, 187 metres long and more than 30 metres high under the vault: the largest church in Western Christendom until the rebuilding of St Peter's in Rome. At Tournus, the abbey church of Saint-Philibert, listed as a historic monument on the very first list of 1840, is one of France's greatest Romanesque buildings, with a nave of transverse barrel vaults and an ambulatory choir. At Autun, the Roman theatre spans 148 metres in diameter with tiers on three levels able to hold up to 20,000 spectators — one of the largest in the Roman world — in a town whose ancient wall ran for 6 kilometres with 57 towers.
Two sites belong to yet another logic, that of the protected landscape. Solutré Pouilly Vergisson has held the Grand Site de France label since 2013, renewed on 12 October 2020 for six years: emblematic limestone escarpments, the Pouilly-Fuissé vineyard at their feet, and visitor pressure to manage. And the oppidum of Bibracte, on Mont Beuvray, extends over roughly 200 hectares behind a 7-kilometre rampart on its oldest line — capital of the Aedui, home to 5,000 to 10,000 people in the first century BC, listed as a historic monument, awarded the Grand Site de France label, straddling Saint-Léger-sous-Beuvray in Saône-et-Loire and two communes in the Nièvre, and excavated every summer by European teams.
On such ground the drone's contribution is well identified in the literature. The review by S. Campana published in 2017 in Archaeological Prospection takes stock of drone use in archaeology, of their performance in excavation recording and prospection, and of the methodological precautions their spread imposes (see the study on Google Scholar). Two limits hold: a drone does not replace close examination by a heritage architect, and flying over a monument always requires its manager's agreement, whether the State, a commune or a public body.
Method, flight framework and prices
A mission in Saône-et-Loire always follows the same sequence: zone analysis at the exact address (proximity to Chalon-Champforgeuil, Mâcon-Charnay, Saint-Yan, Autun-Bellevue, Paray-le-Monial or Tournus-Cuisery, built-up areas, temporary restrictions published by NOTAM), choice of regulatory framework — most vineyard, farming and industrial flights in rural areas fall under the open category, while a flight over public space in central Chalon or Mâcon, or close to uninvolved people, falls under a stricter framework —, preparation with the site (prevention plan, badges and security clearance at nuclear component plants, a protocol with the airfield operator, written authorisation from the grower or stock farmer, the manager's agreement for a monument or a VNF structure), then flight, processing and delivery. Three limits to keep in mind. A drone does not fly in strong wind or sustained rain: on the ridges of the Charolais as on the slopes of the Mâconnais, that means planning a fallback date from the order stage. It replaces neither the chartered surveyor for a legally binding survey nor the close-up examination by a heritage architect, a structures engineer or a maintenance technician: it guides, measures and documents, it does not certify. And it never removes the need for prior agreements — airfield operator, industrial site security manager, grower, stock farmer, monument manager, VNF department — which govern feasibility just as much as air rules do. Frequently asked questions
Can a drone fly over a plant such as Creusot Forge or Framatome Saint-Marcel?
Not on your own initiative, and the answer does not depend on air rules alone. These sites manufacture heavy nuclear steam-supply components: their perimeters are fenced, guarded, and access requires security clearance. An unannounced overflight is treated there as a security incident, with a criminal complaint as the likely outcome. The only workable route is a commissioned mission: the operator appoints a drone pilot, a prevention plan is signed, the flyable areas and camera angles are approved in advance, and the files stay confidential and are delivered through an agreed channel. In practice this means the quote is prepared with the site's health-and-safety and security managers as much as with the technical client, and the lead time between request and flight is measured in weeks, not days.
Does Saint-Yan airfield impose particular constraints on drone missions in the Charolais?
Yes, and they are underestimated. Saint-Yan (ICAO code LFLN) is not a simple flying-club field: it is an aeronautical training platform, with three runways, two of them paved, a main runway of about two kilometres equipped with an ILS, and a flight-school activity that generates sustained circuit traffic on weekdays. A training aircraft in the airfield circuit flies low, repeatedly, along predictable but closely spaced tracks. For a mission on a Charolais farm, a livestock building or a bell tower nearby, that means treating the airfield's proximity as a genuine constraint: checking the zone at the exact address, contacting the platform operator beforehand, and agreeing a slot rather than improvising a flight on a Tuesday afternoon.
When should vine vigour be mapped in the Côte Chalonnaise or Pouilly-Fuissé?
The useful window falls around veraison, when the canopy is fully developed and differences in vigour across the plot are at their most readable. Too early and the row is still open, with soil dominating the signal; too late and leaf removal plus the onset of senescence blur the reading. In practice, on the slopes of Mercurey, Givry or Vergisson, that means a main campaign in summer, supplemented if needed by an earlier pass to count missing vines before ordering replacement stock. Two points are worth stating: slope and row orientation drive the flight plan as much as the area does, and a vigour map is only worth something when checked against the ground — it ranks the zones worth visiting, it does not replace the vineyard manager's walk.
